US fried chicken giant Popeyes is set to open its first Dublin shop on Westmoreland Street.
PLK Chicken Ireland Limited, a firm under the umbrella of Popeyes UK, lodged a planning application with Dublin City Council on 30 April. The company is seeking approval to transform 11-12 Westmoreland Street - a location that has previously housed a Bewley's Cafe, a Starbucks and, most recently, a TGI Fridays.
The planning notice asks 'whether the following works to the interior of the existing restaurant premises comprise development which would come within the meaning of Section 4(1)(h) and Section 57 of the Planning and Development Act 2000 (as amended) and would not materially affect the character of the Protected Structure':
Removal of existing fit out works including the mezzanine structure, bar area, floor finishes, wall linings, ventilation, air conditioning condensers, loose tables and fixtures, kitchen equipment, lighting, sanitary ware and electrical cables
Provision of new wall linings using a mixture of coloured wall lining panels, mock white brick slips, painted plasterboard and whiterock lined walls to the kitchen areas
Provision of new heating, ventilation and air conditioning ductwork and kitchen extract (using existing openings)
Replacement of air conditioning cassettes with external condensers located within light well
Provision of new floor finishes
Installation of demountable partition walls and ceiling to create larger kitchen area and customer service counter (not full height to ensure that the framed glazing panel in the ceiling is retained and visible)
Provision of a new commercial kitchen
Provision of a new track and feature lighting, fire alarm system and small power and data cabling
Installation of acoustic ceiling rafts suspended from the ceiling
Installation of internal raised stepped seating area along the rear (Prices Lane) wall
Installation of banquette seating and seating booths
Provision of a free-standing drink station and recycling bins
Provision of internal signage, digital displays, and digital artwork wallpaper
Redecoration of previously decorated walls and exposed ceilings and structure
New sanitary ware and wall/floor tiles to toilets in basement
No decision or decision date is available. Popeyes opened up in Belfast last year - their first foray onto the island of Ireland.
During the launch at Lesley Forestside Shopping Centre, the brand hinted at future openings across Ireland. The chain made its UK debut in November 2021, and has since grown to over 65 locations across Britain.
Popeyes rakes in annual sales of £150m per year in the UK.

In addition to its 500 new stores, they will upgrade 200 of their existing stores, as well as taking on managers, chefs, and newly created 'guest experience' roles. Residents in West Wickham, London have warned against the expansion plan, citing littered streets and disgusting smells as just some of the issues the company brought to the area. The site has undergone many transformations over the last decade or so - beginning as the beloved White Hart pub before becoming a taperia, a steakhouse and, as of 2017, a KFC drive thru. Read more News It is particularly problematic for the residents living on Cavendish Way, as many of their gardens back on to the fast food restaurant's car park. During the planning process, over 1,200 residents launched a campaign against the proposal. The proposals were submitted twice, facing significant backlash throughout, before they were approved by Bromley Council, setting a regrettable precedent that 'if you just persevere you can do anything' according to retired city worker and local Tim. Once approved, Tim said that they completely changed the site - chopping trees down, filling in a pond, and covering the site in tarmac. His frustration with that specific branch, which is located off a roundabout at the top of Cavendish Way, stems from the litter and smells. Tim said that he has seen people drive onto their street to eat the food before throwing their rubbish out of the window, sometimes littering his drive. While the store 'said they would send someone out to keep the road clean', Tim said, 'they haven't done that.' Catherine Carol, who lives opposite Tim, has experienced similar issues. She said: 'It's 'We have got masses of boxes around here. It's disgusting.' I could see what was going to happen.' Even when it isn't open, 83-year-old Derek Avent said: 'There's a 24-hour smell that just doesn't go away.' Derek lives in the retirement village on the opposite side of the KFC. He said that his ground floor flat is ruined by the smell, particularly on summer days when he opens his window. Derek added: 'On a sunny day like today when I open the window it's all I can smell, and it's bad.' Another issue Derek highlighted is the Delivery drivers are a particular concern for retirement home residents as he said: 'All you see going there are just guys on bikes with the big boxes for delivery orders, and they have no care for motorists or people walking nearby.' Dean said that traffic is especially bad during peak times, like on a Friday, which can 'create quite a bit of congestion.' Not all residents are as put off by the fast food chain though, as Devin Parmar, 41, said: 'It's actually a selling point - I like the smell.' He added that 'it's really convenient' and that ultimately he is 'glad it's there.' Devin did acknowledge the risk of increased litter with the chain's expansion, however, he said: 'that's more on people throwing rubbish on the floor, not throwing it in a bin.' As long as KFC provides adequate bins and accounts for successful waste management as part of the expansion, Devin thinks it will be a good thing, and the members of the community should learn to take care of their litter. With the news that the store expansion could create 7,000 jobs, Devin said it was nice to see 'a chain… actually investing in the UK which is a good thing' especially 'at a time where people are complaining about cost of living and unemployment rates.' Philip Charsley, 60, shared a similarly positive mindset. He said: 'To be honest I haven't had any problems with it. While he admitted you do 'occasionally get a smell', he said 'it's no worse than somebody that's having a barbecue.' His main issue with the chain is that 'it's just not good food' as he would rather cook from scratch than indulge in the deep fried food. While most residents seemed to agree that its former occupants were better, they were also more apprehensive about what could replace the KFC if it ever shut down. Tim initially expressed a hope that 'it might close down' as he noted it's 'never really that busy.' However, he said: 'The worry now is if that does fail, what do you get next? A McDonalds or a Burger King? I just don't want those sorts of places.' With an average While the new initiative could provide new job opportunities, residents of West Wickham empathise with Britons across the country who might be feeling apprehensive about the chain's expansion. Despite Devin's positive attitude, he did acknowledge that 'litter and pest issues will be the main concern for residents across the country as it could cause issues in each of the bubbles near each location.' A spokesperson for Bromley Council said: "Permission was granted for this development over a decade ago, which followed the usual process for determining Planning applications and considered all representations, including from residents, received at that time. "We have had few complaints relating to this property, but residents can raise any concerns, which will be investigated through our Planning or Public Protection Enforcement teams as required." Irish resident released in Iraq after more than four years in custody

More info A Roscommon resident has been released by authorities in Iraq – after being locked up for more than four years, it has emerged. Tánaiste and Minister for Foreign Affairs Simon Harris tonight revealed that Robert Pether – who is an Australian citizen but had been living in Elphin with his Irish family – was released on bail earlier today. Mr Harris, who has been working to secure the engineer's release for several months, said his Iraqi counterpart Fuad Hussein contacted him to tell him of the development. Construction engineer Mr Pether, 49, who is married to Desree Pether, 53, from Roscommon, has been locked up since April 2021. The father-of-three was jailed over four years ago in a €20 million contract row between his Dubai-based employer and the Central Bank of Iraq. His distraught family in Ireland revealed Mr Pether, who previously had melanoma skin cancer, has a prostate that is "three times (the) normal size" and that he also has gallstones. Mr Pether and an Egyptian colleague had been employed by a Dubai-based construction company, CME Consulting, to build a new Central Bank in Baghdad, when the contract row erupted. They are accused of stealing money from the project, which they both deny. The United Nations has slammed his jailing as "arbitrary detention." He was due to be released last January but Iraq issued new charges against them and he was facing a further 15 years in custody – until Mr Harris intervened earlier this year. He was a free man tonight - although he must remain in Iraq for the meantime. But the Tánaiste welcomed the decision to free him. He said: "This evening, I have been informed of the release on bail of Robert Pether, whose imprisonment in Iraq has been a case of great concern. "This is very welcome news in what has been a long and distressing saga for Robert's wife, three children and his wider family and friends. "Foreign Minister Hussein of Iraq, whom I spoke to last month to urge Robert's release, called me this evening with the news. I was informed that Robert has been released on bail and for the moment he remains in Iraq, but I welcomed this as a first step to his being allowed to return to his family in Roscommon." The Tánaiste also said he had been in contact with Mrs Pether over the release – and said he was grateful to Irish diplomats who had worked on the case. He said: "I also spoke this evening with Robert's wife, Desree Pether, about this positive development. "I want to thank Irish diplomatic officials based in the region for their continued work on this case. "We remain concerned about Robert's health and outstanding charges, but I am hopeful now of a positive resolution in this case."
