Expanded SST to cover more services from July 1, essentials remain tax-free
PUTRAJAYA: The expanded Sales and Service Tax (SST), which will come into effect on July 1, will cover six new categories of services namely leasing, construction, finance, private healthcare, education and beauty. Finance Minister II Datuk Seri Amir Hamzah Azizan said the changes also include higher sales tax rates on selected luxury goods such as king crab, truffle mushrooms, essential oils, imported fruits and racing bicycles. However, essential goods including rice, sugar, milk, cooking oil, medicines and basic construction materials will remain exempt under the zero per cent sales tax bracket. Amir Hamzah Azizan said the revamped SST structure is aimed at strengthening government revenue without imposing additional burdens on the majority of citizens. "The government is committed to pursuing reforms under the Madani economic framework," he said in a statement today, following a closed-door editors' briefing held here earlier. "To ensure the majority of people are not affected by the SST review, the government has adopted a targeted approach by exempting essential goods and services from taxation," he added. Amir Hamzah added that the extra revenue collected would be channeled towards improving public services and expanding the social safety net. "This improvement to SST will enable further upgrades in public services, especially increasing the amount of direct financial aid to the people, while also strengthening public infrastructure. "The additional revenue can benefit the entire country without adding pressure on the majority of citizens." Under the expanded scope, service tax will now apply to leasing services at a rate of eight per cent for companies with annual leasing revenue above RM500,000. However, leases involving residential buildings, reading materials, overseas assets, and certain financial leases will be exempt. Smaller businesses, particularly micro, small and medium enterprises, will also be excluded if their annual leasing revenue falls below the threshold. For construction services, a six per cent service tax will apply to providers with annual revenue exceeding RM1.5 million. Residential construction and public housing-related works are exempt and exemptions also apply to business-to-business (B2B) transactions to avoid double taxation. Financial services that involve fees or commissions will be taxed at eight per cent. Basic financial services such as standard banking transactions, Islamic financing mechanisms, foreign exchange gains, outbound money transfers, and services tied to capital markets, will remain exempt. Amir Hamzah said the government has also provided relief for transactions involving Bursa Malaysia, Labuan-based services and B2B dealings. Private healthcare services for non-citizens will be taxed at six per cent. Malaysians will remain exempt, including for traditional treatments like Malay, Chinese, Indian, Islamic medicine, homeopathy, chiropractic and osteopathy. The government has also confirmed that allied health services such as physiotherapy, audiology and speech therapy will remain exempt for Malaysians. In the education sector, a six per cent tax will be imposed on private preschools, primary and secondary schools that charge more than RM60,000 in annual fees per student. However, students who are Malaysian citizens, as well as persons with disabilities, will not be taxed. In the case of higher education, the tax applies only to international students, while Malaysian students are fully exempt. Beauty services, including facial treatments and hairdressing, will be taxed at eight per cent if the value of taxable services provided by a business exceeds RM500,000 within 12 months. To support a smooth transition, the government will not take legal or punitive action against companies that comply with the new rules until Dec 31, 2025. The Finance Ministry and the Customs Department will issue detailed regulations, guidelines, and frequently asked questions (FAQs) in the coming weeks to assist businesses in navigating the updated tax regime.

Sabah ideal for renewable energy investors
Published on: Monday, June 09, 2025 Published on: Mon, Jun 09, 2025 By: Jonathan Nicholas Text Size: Ranita (right) and Saiful (second right) with panelist Head of ESG/Sustainability at MARC Solutions Sdn Bhd, Leslie Jong Vui Min (second left). Kota Kinabalu: Sabah is a viable destination for renewable energy investment, with the potential to leverage the debt capital markets to finance major green infrastructure projects. Speaking during the Fireside Chat: Opening Doors to Renewable Energy Projects Through the Debt Capital Markets, recently, Maybank's Head of ESG Strategy and Solutions, Ranita Abdullah, said the state has already demonstrated its ability to attract green financing. Advertisement 'There's historical precedent and market appetite. Sabah is positioned to scale up its renewable portfolio, especially in solar and hydro, with appropriate financial structuring,' she said, adding that Maybank has mobilized RM160 billion in sustainable finance since 2021. She said, debt capital markets are expected to play a significant role in financing the next wave of renewable energy projects. 'Green sukuk and bonds offer long-term fixed-rate structures and access to a broader investor base. Financial institutions are more than ready. 'What matters is project quality. We assess off-take risk, regulatory certainty, and long-term viability,' Ranita said. Advertisement Director of Strategic Planning at the Sustainable Energy Development Authority (SEDA) Saiful Hakim Abdul Rahman said in Sabah, connectivity remains a major constraint. 'Sabah's resources are largely in remote areas. The challenge lies in grid access and infrastructure. A green grid will improve transmission capacity and integrate distributed renewable sources. 'Sabah has higher renewable resource diversity compared to Peninsular Malaysia, including potential in hydro, bioenergy, geothermal, and ocean energy. 'However, the state has underperformed in bioenergy uptake, due largely to feedstock inconsistency and scale challenges. 'Most bioenergy projects require long-term feedstock supply at fixed costs. Without vertical integration, this is difficult to secure,' he said. It was highlighted that solar energy has become the preferred option for Sabah due to its scalability, declining costs, and shorter development time. Compared to hydro or bioenergy, which often require significant lead time, environmental assessments, and infrastructure buildout, solar installations can be deployed more rapidly and are less site-constrained. Sabah's high solar irradiance also supports consistent generation potential, making it attractive for investors seeking predictable returns. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? Bargain hunting lifts Bursa Malaysia at opening, cautious trade sentiment bolsters gains
KUALA LUMPUR, June 9 — Bursa Malaysia opened higher today, supported by bargain hunting as the market was mostly lower last week, driven by cautious United States (US)–China trade sentiment and a lack of positive economic figures from both countries. At 9.05am, the FTSE Bursa Malaysia KLCI (FBM KLCI) earned 2.58 points to 1,519.37 from Friday's close of 1,516.79. The benchmark index opened at 1,518.06, higher by 1.27 points. Market breadth was positive, with gainers outpacing losers 175 to 76. A total of 236 counters were unchanged, 1,873 untraded and 20 suspended. Turnover stood at 93.49 million units, valued at RM63.13 million. Rakuten Trade Sdn Bhd equity research vice-president Thong Pak Leng said trading activities remained muted last week as seen from the weak daily volume, which dwindled to below the two billion shares mark. 'This could be attributed to the widespread downgrades of the benchmark index target for 2025 by the research fraternity recently,' he said in a research note today. Thong also said that the broker firm expects the index to hover within the 1,510–1,520 level today. Hong Leong Investment Bank Bhd said last week's local market performance was in tandem with the mixed regional markets and persistent foreign net outflows, which saw KLCI losing 1.3 points to 1,516.8, after rising 14.8 points in two days. Among the heavyweights, Maybank added one sen to RM9.71, Tenaga Nasional rose four sen to RM14.24, Public Bank and CIMB were both flat at RM4.26 and RM6.84, respectively, while QL Resources was seven sen better at RM4.44, and Sunway earned four sen to RM4.84. Among the most active stocks, Hartanah Kenyalang improved half-a-sen to 16.5 sen, MPire accumulated two sen to 11 sen, ATA IMS was one sen higher at 31.5 sen, and Yinson jumped eight sen to RM2.42. On the index board, the FBM Emas Index added 31.70 points to 11,387.04, the FBMT 100 Index appreciated 30.60 points to 11,154.30, the FBM Emas Shariah Index climbed 37.28 points to 11,366.50, while the FBM 70 Index soared 91.37 points to 16,387.95. However, the FBM ACE Index erased 6.06 points to 4,513.26. Sector-wise, the Financial Services Index ticked up 20.74 points to 17,729.05, the Energy Index increased 6.85 points to 725.30, but the Industrial Products and Services Index was down 0.50 of a point to 151.30, and the Plantation Index shed 0.53 of a point to 7,252.32. — Bursa
