He also added that the case had been examined since Fitzgerald died on June 1, and it was found that he was compliant in his interactions with Gardai, along with his bail conditions.
He explained: "Might I say then that obviously there has been an examination following the terrible incidents of the first of June.
"We've looked to what we knew of this individual beforehand, and I just, I want to be very careful, because he's been described so many [ways] in the media, but in our interactions with him, he was compliant.
"He complied with his bail conditions up until the first of June, and certainly by his behaviors, we didn't anticipate the events of the first of June. It was an extraordinary event".
The committee heard that the office of the Police Ombudsman, Fiosru, examined an investigation file into the controlled delivery and concluded that there was no issue of concern.

Man arrested in connection with disappearance and murder of Annie McCarrick

A man has been arrested in connection with the disappearance and murder of Annie McCarrick, who was last seen 32 years ago. The 26-year-old woman, originally from New York, went missing on March 26, 1993. At the time, she was living in rented accommodation at St. Catherine's Court, Sandymount, Dublin 4. On Thursday morning, gardaí confirmed they had arrested and detained a man in his 60s as part of the investigation. He is currently being held under the provisions of Section 4 of the Criminal Justice Act 1984 at a Garda station in Dublin. A search operation has also commenced at a residence in Clondalkin. A Garda spokesperson stated that "the current residents of this home are not connected in any way with Annie McCarrick or her disappearance." Both the house and the garden will undergo technical and forensic examinations. "The arrest and search operation is being led by an investigation team from the DMR South Central Division, Serious Crime Unit based at Irishtown Garda Station under the direction of a Senior Investigating Officer and with the assistance of the Serious Crime Review Team, Garda National Bureau of Criminal Investigation," the spokesperson said. A MAN IN his 60s has been arrested on suspicion of the murder of Annie McCarrick. The 26-year-old American disappeared without a trace from her home in Sandymount, Dublin on 26 March 1993. Her case was formally upgraded to a murder investigation in 2023, following a written request from her mother Nancy McCarrick to Garda Commissioner Drew Harris. This is the first arrest in the case. Gardaí said the arrested man is detained at a Garda station in Dublin under the provisions of Section 4 of the Criminal Justice Act 1984. Investigating gardaí are also searching a residence in Clondalkin, Dublin 22. A spokesperson said that elements of the house and garden will be searched and subject of both technical and forensic examinations.
