Centre asks for measurable socio-economic benefits reports from highway development

The Union government has tasked all highway development agencies with preparing detailed impact assessments and outcome reports for all highway augmentation projects, including stretches under the Bharatmala Pariyojana Phase, to map the measurable socio-economic benefits arising from any new or expansion projects.
These metrics from the ministry of road transport and highways (MoRTH) include reduced travel time, fuel efficiency, expenditure reduction, riding and driving comfort, and user satisfaction, which will be used to measure the outcome in terms of economic impact, logistics impact, social Impact, environment impact, road safety and user experience.

The MoRTH has issued a circular specifying the metrics that have to be studied and the outcome report that needs to be prepared by the heads of highway development agencies. The circular has been sent to all chief secretaries of states, chairman of National Highways Authority of India (NHAI), managing director of National Highway and Industrial Development Corporation Ltd (NHIDCL), director general Border Roads Organisation, Secretary General of Indian Roads Congress, etc.
'As per the CCEA approval for Bharatmala Pariyojana, the outcome parameters for the corridors/projects being implemented under Bharatmala Pariyojana i.e., reduction in time of travel, fuel efficiency, expenditure reduction, comfort in riding, user satisfaction, etc. have to be finalised. This is in keeping with the objective of ensuring that public investments yield measurable socio-economic benefits," said the Morth circular.
The mechanism for monitoring outcome parameters of all capacity-augmentation projects, including the projects sanctioned under Bharatmala Pariyojana I, to be measured periodically at different intervals, has been finalised to measure the impact area, the circular added.
Mapping connectivity
The new framework for outcome measurement suggests that the economic impact of road projects will be studied, including both the direct and indirect impacts on macroeconomic indicators. This includes assessing whether the project provides connectivity to economic nodes within 25 km.

The connectivity would also see whether road projects link large markets andmandis and bring them within 10 km of a highway project. All these would also be assessed in terms of an increase in gross domestic product (GDP) and an increase in consumer spending that results in a pick-up in automobile sales.
MoRTH has also asked its agencies to conduct surveys and assess the logistics impact of a highway project, meaning whether the alignment is reducing overall logistics costs and saving distance and travel time.
The social impact assessment for highway alignment will require agencies to study whether a road alignment improves connectivity to education hubs for the population living within 10 km of a highway and whether the network is improving in the movement of population to their workplaces, which will also impact overall household income.
As per the circular, road development agencies would also study a project's outcome in terms of its impact on the environment and whether the road stretch provides a better and safer user experience. In this regard, projects would be studied in terms of their ability to reduce carbon dioxide emissions while improving fuel efficiency and user experience in terms of riding comfort.

Chairman NHAI, MD NHIDCL and all ROs (regional offices) in the ministry (for the respective stretch entrusted to them) shall be responsible for the computation and compilation of the above data and it shall be submitted to ministry (Monitoring Zone) at regular intervals for evaluation of the outcome at the end of the financial year, said the MoRTH circular.

Campuses In Navi Mumbai: In a major step towards making Mumbai a global education hub, the University Grants Commission (UGC), in the presence of Union Education Minister Dharmendra Pradhan and Maharashtra Chief Minister Devendra Fadnavis, handed over Letters of Intent (LoIs) to five globally acclaimed universities to set up campuses in Maharashtra. These include the University of Aberdeen, University of York, University of Western Australia, Illinois Institute of Technology, and Istituto Europeo di Design (IED). Held at the Taj Mahal Palace in Mumbai, the event marked the beginning of the Maharashtra government's flagship 'EduCity' initiative, which will be located in Navi Mumbai as part of the planned 'Third Mumbai' — a project close to Chief Minister Fadnavis. 'No Dream Will Be Killed Anymore': Fadnavis Welcoming the institutions, Chief Minister Fadnavis said, 'We've heard for 20 years that esteemed global universities would come to India — today, we witnessed it happen. Thanks to Prime Minister Modi and the Union Minister of Education for leading this revolution. These five universities are coming to Maharashtra and opening the door to global students. It will give more accessibility and affordability to deserving students who otherwise couldn't go abroad. Now an ecosystem is being created so that no dream is killed.' Fadnavis also acknowledged UGC, CIDCO, and the Urban Development Department for enabling the project. 'This is just the beginning. We will not stop at five universities — we will create one of the biggest ecosystems of foreign universities in India, right here in Mumbai.' Dharmendra Pradhan: 'India is Being Positioned as a Global Knowledge Destination' Union Education Minister Dharmendra Pradhan highlighted how reforms under the National Education Policy (NEP) 2020 enabled foreign universities to operate in India. The UGC's policy was amended last year to facilitate this, and a similar model is already functional in Gujarat's GIFT City. He added that nine foreign universities have received LoIs so far, with six more in the pipeline. All classes are expected to begin by the next academic year, focusing on priority areas like STEM and business education. The government, he said, will not provide financial support but will act as a facilitator, ensuring global academic standards at lower costs for Indian students. Voices From the Universities Siladitya Bhattacharya, professor at the University of Aberdeen, the first Scottish university to branch out in India, called it a "significant milestone" and said many more institutions are keen to follow. Lindy Cameron, British High Commissioner to India, called it a proud moment for the UK-India relationship, especially in education. Charlie Jeffrey, Vice Chancellor of the University of York, said the institution would maintain its research-intensive model in India, with a focus on AI, healthcare, and agriculture, embedded in local industries. He also drew a cultural connection, recalling how Sachin Tendulkar was the first overseas player signed by Yorkshire in 1992. Guy Littlefair, Deputy Vice Chancellor of the University of Western Australia, highlighted the tie-up between Gondwana University in Gadchiroli and Curtin University in WA, pointing out shared expertise in mining — a key area for Maharashtra. Illinois Institute of Technology became the first US university to set up a campus in India. President Raj Echambadi, a Tamil Nadu-born American, said he was proud to bring the institution to the 'land of Nalanda.' He credited the NEP for enabling such global collaborations.

New Delhi: Dedication of young entrepreneurs can transform India into a global hub for drone technology, said Union Minister of State for Rural Development Kamlesh Paswan while inaugurating Garuda Aerospace's new agri-drone indigenisation facility in Chennai. The Minister also inaugurated 300 Centres of Excellence (CoE) and flagged off Garuda Aerospace's DGCA-approved Train the Trainer (TTT) programme. Paswan lauded Garuda Aerospace for its visionary efforts in making India self-reliant in drone technology. "Prime Minister Narendra Modi Ji's vision of transforming India into a global drone hub can truly be realised through the dedication of young entrepreneurs,' said Paswan. He also lauded the Bharat Drone Association for uniting local component manufacturers under one roof at the indigenisation factory, a state-of-the-art facility capable of manufacturing over 1 lakh drones in the next two years. The Minister expressed his admiration, noting that he had never seen 2,000 agri-drones in a single location, as he witnessed at the Garuda Indigenous Manufacturing Facility -- a remarkable feat showcasing India's capability to lead in drone innovation and scale. The launch also witnessed a dynamic live demonstration of Agri-Drones by highly skilled Drone Didis showcasing Garuda Aerospace's commitment to fostering self-reliance and innovation within the burgeoning drone ecosystem. New Delhi: Following the tragic crash of an Air India Boeing 787 Dreamliner in Ahmedabad that claimed 241 lives, Civil Aviation Minister Kinjarapu Ram Mohan Naidu on Saturday said that eight of the 34 Dreamliner planes in the Indian fleet have already been inspected and checks on the remaining aircraft will be completed urgently. The Union Minister emphasised that the government has started strict safety inspections of all Dreamliner aircraft in India. Speaking at a press conference, the minister said, 'We have directed the DGCA to carry out extended surveillance of all Boeing 787 planes. The ministry is taking this incident very seriously.' 'What happened near Ahmedabad airport has shocked the entire country, and I extend my deepest condolences to the families of the victims,' the Union Minister added. Earlier in the day, the minister chaired a high-level meeting at the Civil Aviation Ministry to review the current safety measures. Top officials from the Directorate General of Civil Aviation (DGCA), Airports Authority of India (AAI), and other aviation bodies attended the meeting. To strengthen the ongoing investigation, the Aircraft Accident Investigation Bureau (AAIB) has added two new experts -- one in forensic analysis and another in medical examination. According to officials, the black box of the crashed aircraft is expected to reveal key details about what went wrong. This crash, which happened on June 12 and resulted in the deaths of 241 people on board, is the first major fatal accident involving a Boeing 787 in India. In response to the tragedy, the aviation ministry has made a set of new rules for Dreamliner aircraft. From June 15, a one-time detailed pre-departure check is mandatory for all 787 flights from India. These checks include important systems like fuel management, cabin air compressors, engine controls, and hydraulic systems. Airlines will also have to examine flight performance data before take-off. The DGCA has introduced new inspections of flight controls during aircraft transit checks and has instructed airlines to carry out power assurance tests within two weeks. All technical issues reported in the past 15 days must also be reviewed and resolved. Airlines are required to send detailed compliance reports to the DGCA.
