Budget documents released Friday propose eliminating DOL's Women's Bureau, Office of Federal Contract Compliance Programs and Job Corps, while relocating the Bureau of Labor Statistics into the Commerce Department, as your host reported for Pro subscribers. BLS would also be put under the 'policy direction of the Under Secretary for Economic Affairs,' a change that has the potential to politicize its operations and unsettle Wall Street and others who rely on its reports. DOL would reduce headcount to roughly 10,800, down more than one quarter from the nearly 14,800 staffers at the tail end of the Biden administration. About 2,700 DOL employees are already headed out after accepting Trump's exit incentives, and DOL is trying to lay off hundreds at OFCCP. (That plan is on hold pending resolution of a lawsuit brought in California by labor unions and others.) The budget plan also proposes slashing funding at the Bureau of International Labor Affairs by close to 38 percent, while many other parts of the agency would also see less funding — including the Wage and Hour Division and Mine Safety and Health Administration — though to a much lesser degree. Both would see 10 percent reductions from their current levels. Some advocates have argued that these parts of DOL are already stretched too thin to effectively enforce federal law. For instance, WHD has just over 600 investigators to probe wage theft and child labor abuse nationwide — the fewest in more than half-century, according to a report released last week by Rutgers University and Northwestern University. One branch notably unaffected by the proposed cuts: Office of Labor-Management Standards, which imposes reporting requirements on labor unions, as well as employers that enlist anti-union consultants. OLMS' budget would stay at $49 million. 'The Budget focuses the Department on its highest priority functions and disinvests in programs that are wasteful, duplicative, unproven, non-essential, or ineffective,' the proposal states. Outside of DOL, both the National Labor Relations Board and Equal Employment Opportunity Commission are calling for less funding, though their cuts would be far smaller by comparison. The administration proposed a 4.7 percent reduction for the NLRB. The EEOC would get a nearly $20 million haircut to its $455 million funding level. Both agencies had faced furlough threats in recent years due to budget constraints. The NLRB plans to absorb the hit by reducing its headcount by nearly 100 people, mainly those who are taking advantage of the administration's deferred resignation program or early retirement offer. The EEOC's smaller budget is also notable because it would be tasked with enforcing Section 503 of the Rehabilitation Act of 1973 — which protects workers with disabilities from discrimination involving federal contractors — taking over from OFCCP. EEOC already handles other aspects of that law. Congress traditionally treats administration budget proposals merely as wish lists and draws up its own plans for the federal budget. But the Trump administration is going as far as it can — and then some, according to the Government Accountability Office— to put its vision in place unilaterally and essentially telling lawmakers to bless it retroactively, as evidenced by DOL's dismantling of OFCCP and Job Corps already underway. — Meanwhile, over at HHS: 'Trump cuts threaten safety training for America's most dangerous jobs,' from Reuters. AROUND THE AGENCIES ADVENTURES IN PUBLIC SERVICE: The Office of Personnel Management last week unveiled a pair of new policies toward the Trump administration's drastic shift in how workers are hired at the federal government. One deals with the Senior Executive Service, non-political appointees who hold some of the highest-ranking management roles in the civil service, and the other addresses the federal hiring system more broadly and is partially tied to a law passed in 2024 aimed at promoting skills-based hiring practices. Both are heavily infused with the Trump administration's anti-DEI ethos, and the latter of the two goes a step further to direct agencies to stop collecting or publishing demographic data of their workforces. The merit hiring plan also empowers political leadership to play a greater role throughout the hiring process, and lays out a series of essay questions for applicants to answer to gauge their patriotism — including one about which of the president's executive orders is 'significant' to them and how they'd work to carry it out. (Applicants also have to certify that they're not outsourcing their answers to AI.) The SES memo strips away some writing requirements to focus on resume-based initial screening. It also says that OPM is developing an 80-hour course for SES employees and aspirants lecturing them on 'President Trump's Executive Orders and other matters necessary to ensure that SES officials uphold the Constitution and the rule of law and effectively serve the American people.' OPM is looking to roll out that training program by Sept. 1. More agency news: 'Trump's fiscal 2026 budget would strip trans federal workers of insurance coverage,' from the Government Executive. On The Hill HOW TRUMP GOT TO HAI: Trump's decision to green-light sale of U.S. Steel came after GOP lawmakers in Pennsylvania warned administration officials that blocking the deal could lead to staggering job losses throughout the Rust Belt. Reps. Mike Kelly and Dan Meuser were among several Pennsylvania Republicans who pressed the administration to change course after Trump routinely insisted on the campaign trail that he was opposed to the deal. Nippon recently announced it would increase its investment in U.S. Steel's infrastructure and ensured the company would remain based in the United States, although the White House has yet to confirm the details of the agreement. Former President Joe Biden moved to block the sale shortly before leaving office after unions, including the United Steelworkers, launched a fierce lobbying effort to keep the company domestically owned. In the Workplace DISPARATE IMPACT DISSIPATES: The Trump administration's decision to drop the use of data to demonstrate discriminatory effects is quickly having wide-ranging effects across agencies and in court. The disparate impact theory was designed as a way to cover instances where discriminatory intent is not overt or direct. 'The legal theory has been consistently recognized by the Supreme Court, written into federal regulations and enshrined in employment law by Congress. But President Donald Trump declared it unconstitutional in April, issuing an executive order that kicked off an intense review of civil rights regulations, enforcement actions and settled cases,' The Washington Post reports. The EEOC under acting Chair Andrea Lucas is among the agencies that has stopped relying on such analyses. More workplace news: "Don't Call It a Side Hustle. IN THE STATES GIVING IT ANOTHER GO: California labor groups are attempting to take another stab at raising the state's minimum wage after a similar attempt narrowly failed last November, our Will McCarthy reports for Pro subscribers. The Living Wage for All campaign seeks to raise Los Angeles County's minimum wage to $25 an hour with hopes of eventually going statewide with a push for a $20 per hour wage as a likely floor. California's Prop 32, a ballot measure to raise the state's pay floor to $18 an hour, failed by slightly more than a percentage point. Advocates would need to file the initiative with the secretary of state's office later this year to begin gathering signatures in hopes of getting the question in front of voters next year. Unions FIRST IN SHIFT: The AFL-CIO is launching a six-figure ad buy targeting several House Republicans over their support of the GOP's reconciliation package that includes cuts to Medicaid. The ads, which slam members' votes to 'gut Medicaid' as 'unacceptable,' will run on Meta platforms Facebook and Instagram and on local news sites. Republican lawmakers targeted by the organization's campaign include Reps. Scott Perry (Pa.), Nick Begich (Alaska), Max Miller (Ohio), Mariannette Miller-Meeks (Iowa), Derrick Van Orden (Wis.) and Tom Barrett (Mich.). TEACHER TRAINING: The American Federation of Teachers and CareerWise, a youth apprenticeship program, launched the Education and Apprenticeship Accelerator last week across six Democratic-led states to diversify workforce development opportunities for high school students. California, Colorado, Massachusetts, New York, North Carolina and Pennsylvania signed on to the initiative, which aims to connect policymakers with educational organizations, unions and other industry partners to create increased apprenticeship offerings and awareness of these programs. Big brands are staying quiet this Pride Month

For the last several years, Pride Month was a splashy marketing event for big brands. Stores adorned windows with rainbow flags, displayed LGBTQ-themed t-shirts and coffee mugs at their entrances, changed their logos on social media accounts, and spotlighted donations to LGBTQ rights groups. But this Pride Month, many retail chains and brands are going quiet. Companies are treading lightly, avoiding prominent campaigns and visible public support. Thirty-nine percent say they plan to scale back public Pride Month engagements this year, according to a survey of more than 200 corporate executives by Gravity Research, a risk management advisory. That includes sponsoring Pride events, posting supportive messages of LGBTQ rights on social media and selling Pride-themed merchandise. Consumer brands are wary of provoking right-wing customers and activists, and they fear reprisals from President Donald Trump's administration. Federal agencies have threatened to investigate companies with diversity, equity and inclusion programs. Many businesses are tightening their advertising spending due to economic uncertainty over Trump's tariffs. But businesses cited pressure from the Trump administration as the primary reason for changing their Pride Month approach, according to the survey. 'It's clear that the administration and their supporters are driving the change,' said Luke Hartig, the president of Gravity Research. 'Companies are under increasing pressure not to engage and speak out on issues.' The subdued approach marks a shift for businesses, which used to turn the annual June celebration of LGBTQ Americans into a branded holiday. It's part of a broader pivot in corporate America, with many businesses scrapping some of their programs to advance diversity in the workplace under pressure from the Trump administration and Republican activists. Advocates for gay, lesbian and transgender Americans say the Trump administration's opposition makes it harder for businesses to compete, innovate and attract talent. They also warn that companies risk losing business by downplaying support for their growing number of gay, lesbian and transgender customers and workers. The proportion of American adults who identify as LGBTQ has risen to 9.3% of the population. 'By weaponizing federal agencies like the EEOC and the Justice Department to intimidate companies that support LGBTQ+ inclusion, this administration is creating an anti-business, anti-worker atmosphere,' said Eric Bloem, the vice president of corporate citizenship at the Human Rights Campaign Foundation. Many businesses have stopped participating in the Human Rights Campaign's scorecard on corporate policies and benefits for LGBTQ employees due to backlash. 'Companies that show up only when it's convenient, or backtrack the moment there's political pressure, risk losing trust and credibility,' Bloem said. Companies are actively preparing for Pride-related backlash this year from conservative activists and consumers. Sixty-five percent of companies in Gravity Research's survey said they were preparing strategies to respond to blowback. A growing number of chains, including Walmart, Target, Kroger, have also been warning investors about the risks of consumer boycotts over corporate positions on social issues. Anger from the right over Bud Light and Target's marketing efforts, in particular, has had a chilling effect on corporate strategies for Pride Month. Bud Light sales tanked in 2023 after the company's partnership with transgender influencer Dylan Mulvaney sparked anti-trans backlash and boycotts. Bud Light's tepid response also angered LGBTQ rights advocates. In 2023, activists and customers on the right attacked Target on social media for its LGBTQ-themed merchandise during Pride Month. Target employees faced threats over items such as bathing suits designed for transgender people, and the company removed them from stores. Misinformation spread on social media that the swimsuits were marketed to children, which they were not. The backlash led to a drop in sales and lawsuits from Republican-aligned legal groups. Last year, Target sold Pride products in fewer stores and offered the full merchandise collection online. Target is again taking a muted approach to Pride Month this year. In 'select stores,' Target is selling a 'multi-category collection including home, pets, books, vinyl and adult apparel and accessories' to celebrate Pride, the company said in an email to employees viewed by CNN. Target is selling the full Pride product selection online. 'We are absolutely dedicated to fostering inclusivity for everyone – our team members, our guests, our supply partners, and the more than 2,000 communities we're proud to serve,' a Target spokesperson said. 'As we have for many years, we will continue to mark Pride Month by offering an assortment of celebratory products, hosting internal programming to support our incredible team and sponsoring local events in neighborhoods across the country.' But Target's Pride merchandise is limited and displayed less prominently in stores than in previous years, said one Target senior leader who spoke under the condition of anonymity because they were not authorized to speak publicly. Target store employee and customer excitement for Pride Month has dissipated as a result of the company's shift, according to the senior leader. 'It feels like we have catered to the direction of the administration,' this person said. Other companies are also dialing back public pronouncements, donations and merchandise in support of Pride Month. Last year, Kohl's launched a 'Pride capsule collection' of merchandise and donated $100,000 to The Trevor Project, a suicide prevention and crisis intervention organization for LGBTQ youth. 'As we use this month to embrace love in all forms, we simultaneously create more spaces for members of the LGBTQIA+ community to live out loud,' Michelle Banks, Kohl's-then chief diversity, equity & inclusion officer, said in a news release. (Banks is now Kohl's chief inclusion and belonging officer.) Kohl's has not announced any Pride Month plans this year and did not respond to CNN's requests for comment. Macy's last year touted that it hosted a donation campaign for The Trevor Project, spotlighted LGBTQ-owned brands, and set up displays in select Macy's windows and at local Pride marches nationwide. Macy's is supporting Pride events this month in a similar way, including participating in Pride events nationwide and raising money for The Trevor Project. But unlike previous years, the company is not making official announcements about its plans. Nordstrom, Gap and several other brands that highlighted their Pride Month efforts last year appear not to have repeated them this June. The companies did not respond to CNN about their plans. But a quieter marketing approach to Pride Month does not necessarily mean companies are abandoning support for LGBTQ employees or customers. 'I do see there's pivoting happening (for Pride Month). What I don't see is corporates walking away from the LGBTQ community,' said Sarah Kate Ellis, president of advocacy group GLAAD. 'They don't want to be caught in the crosshairs of this presidency, and they don't want to become the headline like Target or Bud Light.' Many companies are instead working behind the scenes to engage their LGBTQ employees and strengthen employee recruitment and retention strategies. Just 14% of companies reported plans to reduce internal engagement during Pride Month, according to Gravity Research. Corporate employees are providing counter-pressure to keep brands active on LGBTQ issues. 'Companies are going deeper and wider, rather than supporting an event,' Ellis said. () — An attorney representing former Columbus City Manager Isaiah Hugley has sent a letter demanding that his client be reinstated after being fired on Tuesday. The letter, dated Friday, May 30, was sent to Leslie Hartnett, the attorney representing the six city councilors who voted to terminate Hugley after 20 years as city manager and seven months from retirement. Attorney Scott Grubman claimed Hugley's firing violated state and federal law. He pointed out statements made by Councilor Charmaine Crabb in which she made alleged racist remarks in a sheriff's investigative report on the city's Finance Department. She accused Hugley of 'organized crime' and 'mafia-type behavior.' Crabb made the motion to fire Hugley and is the first signature on the termination notice. 'Less than two weeks after this interview report was released, and after Councilwoman Crabb was called out for this improper, racist behavior, including by Mr. Hugley through counsel, she introduced her unscheduled motion to terminate Mr. Hugley's employment, after over 40 years of employment with the City of Columbus, and 20 years as Columbus' first African American City Manager,' Grubman wrote. 'Councilwoman Crabb's signature is the first to appear on Mr. Hugley's termination letter. The letter claims the termination reasons violated Title VII's prohibition on race-based discrimination and retaliation.' WRBL has reached out via text to the 10 city councilors — Crabb, Byron Hickey, JoAnne Cogle, Toyia Tucker, John Anker, Glenn Davis, and Walker Garrett voted to fire Hugley. They have not made any public comments on the termination. Anker responded late Friday saying 'Council does not comment on personnel matters, and particularly now that Mr. Hugley has publicly threatened legal action against the city, we cannot comment. We refer you to any statements made during the Council meeting and vote to terminate Mr. Hugley.' In addition to Hugley's immediate reinstatement, the letter asks for a written apology, and $213,278.52 in compensation. Grubman claims failure to respond by June 6 will result in an EEOC discrimination charge. The attorney also demanded that all relevant documents and communications be preserved.
