This is the final installment in a series of articles that examines the challenges faced by the nation's election system, which has been criticized as outdated.
One Sunday in November last year, a week before the Nagoya mayoral election, a crowd of people were seen using their smartphones to film former Nagoya Deputy Mayor Ichiro Hirosawa's street speech in front of JR Nagoya Station.
Hirosawa, 61, ran as the successor to former Nagoya Mayor Takashi Kawamura, 76, who had just contested the recent House of Representatives election. He was essentially in a showdown with Kohei Otsuka, 65, a former senior vice minister for the Health, Labor and Welfare Ministry. Otsuka was supported by Aichi Gov. Hideaki Omura, 65, and a cross-party alliance of four ruling and opposition parties.
Leveraging Kawamura's popularity with independent voters, Hirosawa's campaign posted numerous photos where he posed with Kawamura to X, formerly Twitter. They also allowed YouTubers to do livestreams from their campaign vehicles.
With every successive speech, greater numbers of people appeared, smartphones in hand. And when the ballots were counted, Hirosawa claimed his first election victory, with 392,519 votes, over 130,000 more than Otsuka, despite the former senior vice minister's significantly stronger organizational backing.
An analysis by The Yomiuri Shimbun using a social media tool from User Local Inc. showed a massive disparity in the use of X hashtags during the election, with the number of posts tagged #hirosawaichiro on X, including reposts, reaching about 145,000 during the election period, far exceeding the roughly 38,000 that were marked with the #otsukakohei hashtag.
'Our message reached voters because of social media,' said Katsuyoshi Tanaka, 41, who was in charge of online strategy for Hirosawa's campaign.
Restrictions and changes
While Japan's electoral system provides public funding for campaign materials, including vehicles, posters, political broadcasts and election bulletins, it also imposes detailed restrictions on campaign spending, vehicle numbers and leaflet quantities.
The Internal Affairs and Communications Ministry said that granting unlimited freedom could distort elections, and that certain rules are necessary to ensure fairness and impartiality.
Online campaigning used to be prohibited, compelling parties and candidates to stop updating their websites during election periods.
However, in the aftermath of the 2011 Great East Japan Earthquake, an exception was made, allowing online publication of election bulletins for the benefit of people who relocated to other municipalities, boosting the movement to lift the broader online campaign ban. The ordinary session of the Diet began deliberations on revising the Public Offices Election Law at the end of fiscal 2012.
According to election planner Hiroshi Miura, who testified as a reference witness in the Diet, there was a consensus between the ruling and opposition parties to allow parties, candidates and voters to use websites to solicit votes for specific candidates.
However, discussions regarding the lifting of the ban on using email to solicit votes were contentious. To prevent mass sending of one-sided slanderous emails, they decided to allow only parties and candidates to use email to campaign, but not voters.
Meanwhile, because social media accounts were at that time primarily used like campaign homepages, made for users to access and view of their own volition, these services fell under the category of 'websites, etc.' and were not subject to regulation.
'Social media was not very prominent in the political world at the time, and people had no idea that it would come to be used as a means of mass dissemination the way it is now,' Miura said.
Transforming elections
'The lifting of the online campaign ban transformed elections by allowing voters to participate in campaigns,' said Prof. Harumichi Yuasa of Meiji University, who is knowledgeable in electoral systems.
Candidates in elections prior to this had campaigned throughout their constituencies distributing leaflets and making speeches to gain and spread support.
With the online campaign ban lifted, it became possible for voters to take part in election campaigns by doing things like recording and sharing street speeches. Video sharing services, including short-video sites allowing clips ranging from a few seconds to a few minutes, were perfectly suited to this. Social media became a powerful weapon for candidates without organizational or financial power.
But the one-sided delivery of election-related information to unknown masses of people through smartphones led to the proliferation of extreme and unverified information on social media as users sought to attract attention.
There have been a series of cases going beyond the bounds of what was envisioned by the law, such as people taking advantage of existing election systems, like political broadcasts, for their businesses or using social media to attack others.
The Public Offices Election Law includes language to the effect that efforts must be made to ensure that the internet and other tools are used properly, in ways that do not impair the fairness of elections.
'The reality is that actions that run counter to this principle are now left unaddressed. Parties, voters and the government must make continuous efforts to safeguard fair and impartial elections,' Yuasa said.

HIROSHIMA — The Hiroshima city government has changed its method of gathering foreign attendees for its annual peace memorial ceremony following criticisms over which countries are invited. However, whether the new method will be effective remains uncertain amid the complex international situation. For the 80th anniversary of the atomic bombings this year, the city has sent letters — not invitations — to all countries and regions with which Japan has diplomatic ties or channels, informing them about the Aug.6 ceremony. Letter, not invitation 'We hope that the decision to attend is based on the understanding of 'the Spirit of Hiroshima,' [which is the idea of working] toward the abolition of nuclear weapons and lasting world peace,' Hiroshima Mayor Kazumi Matsui said at a press conference in April when the change was announced. The letters were sent to 196 countries and regions, as well as Delegation of the European Union to Japan, on May 23. The recipients were categorized into three groups: countries and regions with embassies or representative divisions in Japan; countries with no embassies but with permanent missions to the United Nations; and other countries and regions wishing to attend. Russia, Ukraine, Israel and Palestine are a part of the first group. Taiwan, which was not invited in previous years because Japan does not recognize it as a country, was included in the third group. Until last year, invitations had been sent, in principle, to all countries recognized by the Japanese government and to countries that have not signed or joined the Treaty on the Prohibition of Nuclear Weapons. Last year, the city sent invitations to 166 countries. In previous years, the invitations were addressed to the heads of state or ambassadors of each country. This year, the letters did not specify the recipients and only expressed the thoughts of the atomic bomb survivors and the purpose of the event. 'Best possible way' The ceremony was first held in 1947 as Peace Festival, and the city began inviting countries to the event in 1998. Following nuclear tests conducted by India and Pakistan in May 1998, invitations were sent to the seven nuclear-armed countries, including those two nations. For the 60th anniversary in 2005, invitations were sent to countries other than nuclear-armed nations. Since 2006, all countries approved by the Japanese government were invited. However, in 2022, the city decided not to invite Russia — due to its aggression against Ukraine — and Belarus, which supports Russia. Hiroshima sought the Foreign Ministry's opinion and was told that '[inviting Russia and Belarus] is inappropriate as it could lead to misunderstandings about Japan's stance,' according to documents obtained by The Yomiuri Shimbun through a public records request to the city. As the ministry's position was unchanged in 2023 and 2024, and the city did not invite the two nations for three consecutive years. Last year's ceremony drew criticism, as the city invited Israel, which has been attacking Gaza since October 2023. Unlike Russia, whose diplomats in Japan were asked to leave by the Japanese government, Israeli diplomats remain in Japan. A city official claimed that the city's policy 'made sense' under the circumstances, but residents criticized the move as being a double standard. The backlash prompted Hiroshima to make the change. 'We must avoid what happened last year on the 80th anniversary,' a city official said. 'We chose the best possible way.' Each country's decision Given that it will be up to each country on whether to attend, ambassadors from warring areas may gather for the ceremony. At the April press conference, Matsui said the letter did 'not focus on whether they were warring parties but on how to convey our message.' At last year's Nagasaki Peace Memorial Ceremony on Aug. 9, ambassadors from the Group of Seven countries, except Japan, and others boycotted the ceremony to protest against Israel's exclusion from the invitation list. Some twists and turns may be expected depending on which countries decide to attend the ceremony this year. Mixed feedback Atomic bomb survivor Toshiyuki Mimaki, 83, who represents Japan Confederation of A- and H-Bomb Sufferers Organizations (Nihon Hidankyo), which received last year's Nobel Peace Prize, praised the city's decision as a good solution to avoiding criticism over which countries are asked to attend. 'I hope countries and regions with different ideologies and beliefs gather to reflect on what occurred 80 years ago,' Mimaki said. On the other hand, Takashi Hiraoka, 97, who was the mayor of Hiroshima between 1991-99, said the decision 'lacks initiative.' 'Recipients might be confused about whether Hiroshima wants them to come,' Hiraoka said. '[The change] has made it difficult to convey the city's true intentions, as well as its seriousness, to other countries.'

Japan Seeks to Cut Nankai Trough Earthquake Deaths by 80 percent; Disaster Plan Revisions Also Aim to Halve Property Damage
Yomiuri Shimbun file photo The Prime Minister's Office in Tokyo The government aims to reduce by 80% the number of deaths caused by collapsed houses and other direct damage from a massive earthquake along the Nankai Trough, according to a draft for a basic disaster prevention promotion plan the government will revise based on the latest damage estimates for a magnitude-8 to -9 earthquake. It also seeks to halve the number of houses destroyed by such a quake. In the draft for the revised plan seen by The Yomiuri Shimbun, the government will set numerical targets for 134 priority measures, with the aim to achieve them within 10 years. This will be the first fundamental revision of the plan, which was established in 2014. In March, the government released a report that put the estimated death toll from direct damage at up to 298,000 in the event of a massive earthquake along the trough, which extends from off Shizuoka Prefecture to Miyazaki Prefecture. It also estimated that 52,000 people would die indirectly from the disaster and 2.35 million houses would be destroyed. Massive earthquakes in this region along the trough have been documented with an average recurrence period of about 100 to 150 years. The government has estimated that if a Nankai Trough quake occurs, 707 cities, towns and villages in 29 prefectures could be hit by a strong tremor or large tsunami. The government's Earthquake Research Committee has said the probability of a magnitude-8 or -9 megaquake occurring in the Nankai Trough within the next 30 years is 'around 80%.' The revised disaster prevention promotion plan is scheduled to be approved at a meeting of the Central Disaster Management Council as early as July. According to the draft, the government will emphasize the revision will focus on measures to 'protect and sustain the lives of people' based on the new damage estimates. These measures will concentrate on preventing direct deaths, and will include such steps as raising the completion rate for sea embankments with sufficient height to withstand tsunami to 50% in 2030, up from 42% in 2023. Many volunteer firefighters died while closing floodgates at the time of the 2011 Great East Japan Earthquake, and the revised plan will state that measures will be promoted to operate floodgates automatically and remotely. The percentage of social welfare facilities with brick walls resistant to earthquakes will also be increased to 53% in 2030 from 20% in 2022. Among measures to maintain lifelines, the proportion of important facilities with water and sewerage systems that have undergone quake-resistance work will be increased to 32% in 2030, up from 12% in 2023. Deaths from indirect causes were prominent in the 2016 Kumamoto Earthquake and the 2024 Noto Peninsula Earthquake. To help prevent this, the government aims to ensure that all municipalities satisfy the Sphere Standards — a set of internationally recognized principles and minimum humanitarian standards in four areas of response, including shelter and settlement — by 2030. The government's steps will include securing equipment such as portable beds.

G7 to Agree on Road Map for Rare Earth Procurement; June Summit Will Feature Documents of Agreement, Forgo Leaders' Statement to Avoid Inflaming Tensions

One of the documents of agreement to be adopted at the upcoming summit of the leaders of the Group of Seven countries will call for the formulation within the year of a road map to diversify procurement of rare earth minerals, with the goal of lowering dependence on China, a major producer of rare earths and other resources, according to a draft of the document The Yomiuri Shimbun has obtained. The next G7 summit will be hosted by Canada in the Kananaskis region from June 15 to 17. Amid deepening division between the administration of U.S. President Donald Trump and European countries, the G7 countries view stabilizing supply chains for critical minerals as a top priority and are trying to work together to achieve it. According to government sources, the G7 nations do not plan to formulate a leaders' declaration, a choice made to avoid highlighting divisions within the G7 over Trump's tariff policy and responses to Russia's aggression against Ukraine. Instead, preparations are under way to come up with documents of agreement on critical minerals and six other topics, such as artificial intelligence and measures against wildfires, on which consensus can be reached with relative ease. The draft statement on critical minerals obtained by the Yomiuri Shimbun notes that the G7 nations share common interests in national and economic security and suggests the danger of dependence on China without mentioning the country by name. It also goes on to say that a road map for the creation of a new marketplace based on procurement standards of critical minerals will be formulated. The draft states the procurement standards will be common standards to be shared by Japan, the United States and European countries, and it stipulates that each government will actively provide subsidies to mining companies and investment firms which meet these standards. During the previous summit, held last year in Italy, the G7 countries, in regard to procurement standards, affirmed a principle of giving consideration to concerns in addition to price, such as transparency and trustworthiness of procurement sources. According to European diplomatic sources, in order for this principle to be achieved quickly, the roadmap will include deadlines for addressing certain concerns, such as consultations with international organizations, mineral mining countries and companies; creation of detailed procurement standards; and formulation of guidelines for companies. The guidelines will apparently include a goal of keeping the percentage of rare earths procured from countries that do not meet these standards under a certain percentage. The G7 plans to encourage non-G7 countries to join their efforts. Rare earth minerals are used in electric vehicles and smartphones. China, which accounts for 70% of global production, has imposed restrictions on exports of them as a countermeasure to the Trump administration's high tariff policy.
