Chandigarh: In a step towards women empowerment and gender equality, the Punjab govt has framed and implemented 'The Punjab Civil Services (Reservation of Posts for Women) Rules'.Under the rules, 33% reservation is provisioned for women candidates across all categories for appointments to Group A, B, C, and D posts in the govt departments, as well as in the boards and corporations operating within Punjab.Dr Baljit Kaur, minister for social security, women and child development, Punjab, while expressing her gratitude towards chief minister Bhagwant Mann for the decision, said the "landmark initiative is a testament to the Punjab govt's unwavering commitment to fostering a gender-neutral, inclusive, and equitable society".The reservation policy is designed to ensure greater participation of women in public administration and decision-making roles, thereby strengthening the social and administrative fabric of the state, she said.The minister said the Punjab govt had made it a top priority to provide more opportunities for the women in govt services. Private unaided school managements' associations in Andhra Pradesh have said they will withhold admissions under Section 12 (1) (C) of the Right of Children to Free and Compulsory Education Act, 2009, until the government implements the provisions of the Act in letter and spirit. The clause mandates unaided private schools to reserve 25% of their entry-level seats for children belonging to the economically weaker section and disadvantaged groups. In a letter addressed to the State Project Director of Samagra Shiksha, representatives of various associations like Independent Schools' Management Association (ISMA) and Andhra Pradesh Private Unaided Schools' Management Association said they were not against implementation of the Act, but insisted that it be done in its true spirit. They said, along with Section 12 (1) (C), Section 12 (2) of the Act, which mandates determining the per-child expenditure (PCE) incurred by the State government as per the rules and reimbursing either the school fee or the PCE, whichever is lower, as clearly stipulated in the RTE Rules (G.O. Ms. No. 20, Section 10), should be implemented. They also raised the issue of ineligible applicants (who are not underprivileged as defined in the Rules) securing admissions, possibly by using others' Aadhar cards, leading to altered residence and income details. They said, besides violation of the rule pertaining to the distance of the selected school from the applicant's residence, there were issues of incorrect date of birth entries, misuse of caste category, sibling category being claimed through cousin's children, misuse of orphan category through grandparents' details and multiple applications. 'It is unfortunate that schools are being pressured to admit every allotted student without undergoing proper verification process,' said ISMA president K. Sreekanth Babu. He pointed out that schools had not received any fee reimbursement from the State government for Section 12 (1) (C ) admissions over the past three years, and that as per the rules, fee reimbursement should be paid directly to the school's account in two instalments — in September and January every year. The representatives were upset that the authorities concerned had not yet determined, or notified the fee reimbursement for the upcoming academic year 2025-26, which should have been done prior to admissions as per the Act and Rules. They clarified that they were unwilling and unable to admit the allotted students without proper verification and until the fee reimbursement was duly notified and implemented as per Section 12 (2) of the Act and Section (1) of the RTE rules. They said they would also be unable to continue accommodating students admitted in their respective schools under this Act unless payment of the pending fees was made to them.

Amritsar, Punjab Chief Minister Bhagwant Mann on Sunday accused Akali leaders of reducing the Shiromani Gurdwara Parbandhak Committee to 'Shiromani Golak Parbandhak Committee out of their greed for money'. Condemning Mann for his remarks, SGPC chief Harjinder Singh Dhami called them 'baseless, deeply hurtful to Sikh sentiments, and a blatant insult to the Sikh Panth's highest religious institution'. The remarks not only reflect Mann's "intellectual bankruptcy, but also exposes his arrogance and shallow understanding', Dhami said. Addressing a public gathering here, Mann alleged that the Badals "misused" their political power to interfere in religious affairs, including "manipulating the appointment of Jathedars of the Akal Takht to suit their personal interests". 'Driven by financial motives, the Akalis have degraded the sanctity of the SGPC and misused it and the Akal Takht for narrow political gains," Mann alleged. The chief minister also accused the Akali leaders of twisting the directives of the Akal Takht, the highest temporal seat of Sikhs, to "deceive the public and serve their own agendas'. 'The Akalis looted not only the state exchequer but also funds belonging to religious institutions. Its tenure was marked by political and religious exploitation, which caused significant harm to Punjab,' Mann said. 'The Akali leadership symbolised a legacy where the poor were neglected while the powerful looted the state with impunity,' he added. The Akalis "exploited" the underprivileged and weaker sections of society, Mann alleged, adding that 'they are now facing the consequences of their actions'. Mann also claimed that the people of Punjab will never forgive the Akalis for the "crimes" committed against the state and its residents. Assailing the traditional political parties for remaining "insensitive" towards the welfare of economically weaker and underprivileged sections, Mann said these "selfish" leaders always treated the Schedule Caste brethren merely as their vote banks. 'As rulers, the Akalis were completely insensitive towards the problems of the common man. They always treated the SC community as vote banks,' Mann claimed. Training his guns at his predecessors, the chief minister claimed they built huge palaces by "amassing whopping wealth by misusing their official positions". 'The Akali leaders remained inaccessible to the people due to which they were ousted,' Mann said.
