Formalizing Artisanal and Small-Scale Gold Mining (ASGM) for Growth: Mining in Motion to Unpack Ghana's Success, Ongoing Efforts

The upcoming Mining in Motion Summit – Ghana's premier gathering for mining stakeholders, scheduled for June 2 - 4, 2025 in Accra – will feature a high-level panel discussion on the country's ongoing efforts to formalize its artisanal and small-scale gold mining (ASGM) sector.
Titled Case Studies in ASGM Formalization: Learning from Successes and Addressing Challenges, the panel will explore regulation and programs enhancing the ASGM sector's contribution to mining sector growth in Ghana. The panel will feature representatives from the Minerals Commission of Ghana, the World Bank and key ASGM industry players.
ASGM plays a vital role in Ghana's mining sector, contributing over $5 billion in gold export revenue in 2024, employing more than one million people and accounting for over 40% of national gold production. Through the recently established Ghana Gold Board, the country aims to curb gold smuggling - estimated to cost the country $2.3 billion annually - by providing a legal platform for small-scale miners to sell gold and access financing to expand their operations.
Furthermore, the Ghana Land Restoration and Small-Scale Mining Project - launched in partnership with the World Bank - offers financial and technical assistance to ASGM operators, helping them improve sustainable land use while providing legal integration into the broader mining economy.
The Minerals Commission of Ghana and the Ministry of Lands and Natural Resources are driving the country's agenda to formalize the ASGM sector by simplifying licensing processes via District Mining Committees. In addition, Community Mining Schemes continue to play a critical role in combating illegal mining by organizing miners into formalized, community-based cooperatives, boosting their access to finance, technology and training.
Mining in Motion will not only showcase Ghana's progress but also provide a platform for ASGM stakeholders to gain valuable insights into overcoming sector challenges and scaling their operations legally and sustainably. The summit, hosted by the Ashanti Green Initiative under the leadership of Oheneba Kwaku Duah, Prince of the Ashanti Kingdom, is organized in collaboration with the World Bank and the World Gold Council.

Ghana is leading several ambitious initiatives to modernize its mining code. Among proposed reforms is the creation of a medium-scale mining category, bridging the gap between artisanal and large-scale operations. Ghana's Alhaji Yusif Sulemana, Deputy Minister of Lands and Natural Resources, stressed the importance of enabling local ownership and ensuring miners have access to sustainable technology, financing models and responsible markets. 'We're proposing a legal regime that allows indigenous people to own part of the business. We want miners to start small, adopt sustainable practices, and gradually move up to larger operations. It's about creating an ecosystem of growth and accountability,' stated Deputy Minister Silemana. Liberia echoed Ghana's inclusive approach, with Wilmot J.M. Paye, the country's Minister of Mines and Energy, emphasizing that formalizing ASM is a national priority under the country's national development plan. 'Small-scale mining is where hundreds of thousands of our people gets their livelihoods. To make the sector productive, we must simplify regulations and ensure intergovernmental coordination. We're bringing miners to the table,' Minister Paye stated. Meanwhile, Kenneth Zikhale Ng'oma, Minister of Mining, Malawi, underscored the role of long-term planning. He stated that under Malawi's Minerals and Mining Policy, the country facilitates investment in human capital, infrastructure and modern technologies. 'We are building capacity and linking ASM miners to banks so they can grow their formal enterprises,' Minister Ng'oma stated. Adding to the continent-wide call for stronger mining governance, Godard Motemona Gibolum, Deputy Minister of Mines, DRC, emphasized his country's commitment to reforming ASM practices to better serve local communities and the national economy. He highlighted environmental protection as a top priority in ASM-operated areas, noting that government oversight now includes stricter contract terms and closer monitoring. 'We have a new vision – one in which we are adding more value to minerals and providing jobs for the people of our country,' Deputy Minister Gibolum stated. During the panel session, Ghana's recent policy reforms were highlighted as a model for mining code reforms across the continent. These include the Local Content and Policy Regulation, which mandates the use of Ghanian expertise, goods and services in mining operations. The Equipment Tracking Regulations and Blue Water Initiative were also noted as templates for how other countries can improve environmental standards, traceability and value addition. The panelists agreed that Africa's mineral wealth can only benefit its people through transparent, inclusive and environmentally conscious governance. They indicated that reforms must go beyond legislation and be backed by capacity building, access to finance and collaboration with communities. Algeria's economy maintained its momentum in 2024 with non-hydrocarbon GDP expanding by 4.8 percent, driven by strong public investment and robust household consumption. Inflation eased significantly to 4.0 percent in 2024, partly due to the strong performance of the agricultural sector despite limited rainfall, supporting a slowdown in food prices, according to the World Bank's latest economic update for Algeria. Real GDP growth is projected to moderate to 3.3 percent in 2025 as extractive sectors recover, but public investment consolidates. If global oil prices were to remain low, external and fiscal deficits could expand in 2025. A contraction in hydrocarbon output and rising imports led to the return of a modest current account deficit, a decline in foreign exchange reserves, and a widening fiscal deficit. 'Algeria's growth path continues to be solid. However, the fiscal and external balance remain highly sensitive to oil and gas prices,' said Kamel Braham, World Bank Resident Representative for Algeria. 'Accelerating structural transformation is essential to build resilience and support sustainable growth.' Looking ahead, the report outlines several priorities to support long-term growth. It stresses the need to enhance productivity and gradually shift employment toward sectors with higher value-added, to help reduce reliance on public spending and hydrocarbons while making the economy more adaptable to future shocks. 'Productivity gains, particularly in manufacturing and services, are essential to unlock Algeria's growth potential,' observed Cyril Desponts, Senior Economist for Algeria. 'A shift toward higher-value-added sectors, supported by a progressive fiscal rebalancing, targeted reforms to boost private investment, and a skill development strategy, will be key to building a more resilient economy.' To achieve sustained growth acceleration, the report highlights the importance of strengthening the macroeconomic policy framework and economic governance, strategically investing in human capital, and promoting foreign investment to foster the transfer and diffusion of productive technologies and management practices across the economy, a key mechanism underpinning the graduation of middle-income countries to high-income status. United Airlines has officially launched a nonstop, year-round service between Dakar, Senegal, and Washington DC, marking the airline's first direct route connecting Senegal and the United States. The service operates three times a week, making United the sole carrier offering direct flights between these two capitals. The addition of this route expands United's African network to six destinations, which also include Accra, Lagos, Cape Town, Johannesburg, and Marrakesh. "We are excited to launch United's first-ever service from Senegal, further expanding our route network from Africa to the US," says Patrick Quayle, senior vice president of global network planning and alliances at United Airlines. "Travellers from Senegal will benefit from a direct service to the U.S. capital, as well as the possibility to connect seamlessly via our Washington Dulles hub to 65 destinations across the Americas." Boost for travel and trade links Askin Demir, general director of LAS, comments: 'By welcoming United Airlines to Blaise Diagne Airport, we are opening a new route for connections to America. "The arrival of United Airlines, one of the largest airlines in the United States, will offer travellers from AIBD more connections to the United States and beyond, while also reinforcing our network in West Africa and Europe.' US Ambassador to Senegal Michael Raynor adds: "United Airlines is launching not simply a new air route, but new ways to bring our two nations closer together. "United's entry into Francophone West Africa, with Senegal as its first destination, speaks volumes about the boundless potential that the United States private sector and government see in this region, and in Senegal in particular as a dynamic and democratic hub with a fast-growing economy and a talented workforce." The route is operated with a Boeing 767-300 aircraft, featuring 30 United Polaris business suites with direct aisle access, 24 United Premium Plus seats, and 149 economy seats, including 32 United Economy Plus seats. Flight schedule (local times): Dakar (DSS) to Washington DC (IAD): UA460 departs at 9.05am, arriving at 2.05pm on Mondays, Wednesdays, and Saturdays.
