City Council OKs budget, puts project of resident on hold

The approval of a new budget, a rundown of the 2013 bond projects, and a balcony over a city right-of-way were discussed by the Tahlequah City Council during a meeting earlier this week.
The Council approved the FY2025-2026 budget at the June 3 meeting, and in the absence of Mayor Suzanne Myers, Treasurer Marty Hainzinger commented on the final numbers.
"This budget prioritizes all of the essential services such as public safety, infrastructure, community development, while holding all the operational spending in line with revenues," Hainzinger said.
A balance of $2,241,550 carried over from FY 2024-2025; projected revenue is $14,271,113, bringing the total available to appropriate to $16,512,663, states the budget summary. Projected expenses are $12,886,330 and total projected carryover is $3,626,333. A 10% carryover of reserves is $362,633; and a projected general fund total to appropriate for FY 2025-2026 is $16,190,758.
Before the budget was voted on, Ordinance No. 1389-2025 was considered and approved because of how the proposed ordinance could affect the budget, said City Administrator Taylor Tannehill.
"This is the second shot of this version of this ordinance; it is drastically different than what was proposed at the last meeting," Tannehill said. "The gist of it is in May of each year the finance director will certify projected revenues for next year and during budget time we would only appropriate 95% of those revenues into the next year's budget."
The remaining 5% would go to a stabilization fund and as that grows to 15% of any given year's projected revenues, the city would budget more than the 95%, Tannehill said.
City Attorney John Hammons clarified what the ordinance would do.
"We would build into the revenue stabilization fund until such time as the revenue stabilization fund reaches 15%; thereafter, that 5% would be allocated to a special cash fund and that could be allocated for whatever purpose the City Council found to be appropriate," Hammons said.
Dr. John Uzzo compiled a list of projects proposed for completion with the 2013 bond and asked the city to comment on their progress. Tannehill said all have been completed, are funded or are in the works.
"There were 20 projects listed on the ballot to be completed, and of those 20, it's safe to say that 17 have been completed," Tannehill said. "One of the three remaining is South Muskogee, so we anticipate that wrapping up later this year."
Two other projects not completed from that bond issue are the North Grand Road project and the East Allen Road project, Tannehill said.
"Each one of the 20 items there [has had money spent on them]," Tannehill said. "The money spent on East Allen Road and North Grand has been engineering, and we are currently doing right-of-way acquisitions for East Allen Road and will continue to see those expenditures rise in those columns as we proceed."
Ward 1 City Councilor Danny Perry asked if there was a timeline for completion of the construction on South Muskogee.
"When we had the bridge change order that [timeline] was about eight weeks from that time, and it's been two or three weeks since then," Tannehill said.
On May 30, the manhole relocation and construction of a sewer line under the bridge next to Lowry's Discount Furniture was almost complete. The crew was finishing up the project and the cones and traffic barriers were being pulled back.
James Murray and Kenna Beckett, owners of property at 334 N. Muskogee Ave., presented a request to the Council to build a balcony over city right-of-way over a sidewalk along Morgan Street, across from Norris Park.
Tannehill said Murray approached the city to do this project but no decision was made. A few weeks later, Tannehill sent an email to Murray that there was interest in the project, and Murray took it to the Board of Adjustment for a variance, which was not authorized.
"The city does allow for the construction in the city of right-of-way with the Council's blessing; that's why this is before you today," Hammons said. "I've had numerous conversations with the applicant and we have a draft version of the agreement, which largely meets with my approval."
Hammons said a policy provision in the agreement, on which he had no position, is the nature of termination of the agreement if it was approved by the council.
Ward 3 City Councilor Stephen Highers said the council was not voting on whether the balcony could be built or not, but whether the mayor is allowed to negotiate an agreement with the property owners. Murray had submitted a packet explaining the project, with examples of other businesses in that same area that had balconies and bollards to stop traffic from crashing into the buildings.
Murray said they have spent $50,000 on improvements that didn't need approval and plan to put another $50,000 into it if the city approved their request.
"We are trying to make this consistent with the rest of the area, and from my property, I can throw a rock and hit three of them that have posts in the sidewalk," Murray said. "And I'm just asking to let me do that as well."
Hammons said the only thing left for him was the policy question that the Council needed to address – that it not remove the structure within five years.
Highers said this project is what Tahlequah is looking for, which is bringing investment and housing downtown.
The item was approved, but with a caveat initiated by Ward 2 City Councilor Keith Baker – that the couple return to the next Council meeting with a revised agreement that reflects the time period the "license" with the city for these changes could be revoked, if needed.
After the meeting, Murray and Beckett expressed their frustration at the numerous delays in the city's giving approval.
Karen Murphy, communications and marketing director for the city of Tahlequah, said after the meeting that the administration wanted to make a statement for publication by TDP on the matter.
"The city is excited to work with this couple and really pleased with the improvements that have been done," Murphy said. "We apologize for the frustration and understand it, but we want to make sure we are doing our due diligence and going through the right steps."
Murphy said Myers is ready to start the negotiations as soon as possible.
"It is frustrating, but the city has to do what's right," Murphy said. "If there is concern about safety, we just want to make sure we are protecting our citizens and their property."

Recent mortgage rate trends Mortgage rates are closely tied to the bond market, specifically the 10-year Treasury yield, which is sensitive to investors' expectations for inflation, labor data, changes to monetary policy and global measures like tariffs. With an adjustable-rate mortgage, the interest rate is only fixed for a certain amount of time (commonly five, seven or 10 years), after which the rate adjusts annually based on the market. Average mortgage refinance rates have been volleying between 6.5% and 7% as fears of both higher inflation and an economic slowdown play tug-of-war with financial markets. Overall, rates are too high for most homeowners to save money from refinancing. After three interest rate cuts last year, the Federal Reserve has left rates unchanged in 2025 to assess the economic fallout from President Trump's policies on trade, immigration and government spending. While the Fed is expected to resume lowering interest rates this summer, a major refinancing boom is unlikely if average rates stay above 6% — which most economists and housing market experts predict. However, if you're looking to change the length of your loan or switch to a different type of mortgage, refinancing might still be something to consider. Keep in mind that mortgage refinance rates change daily based on a range of economic and political factors. Today's refinance rate trends At the start of 2025, many expected inflation to keep cooling down and the Fed to cut interest rates, which would have gradually lowered mortgage refinance rates. However, stronger-than-expected inflation and uncertainty about Trump's economic policies have changed those predictions. Even with some brief dips, mortgage rates and overall financing costs have remained stubbornly high. Investors are concerned that the president's plans for widespread tariffs, mass deportations and tax cuts could significantly increase the government's debt and fuel inflation while also driving up unemployment. What to expect from refinance rates next year Most housing forecasts still call for a modest decline in mortgage rates by the end of the year, with average 30-year fixed rates potentially edging below 6.5%. But even when the central bank resumes policy easing, experts say homeowners shouldn't expect rates to fall in tandem with the Fed's benchmark federal funds rate. While the central bank's policy decisions influence how much consumers pay to borrow, the Fed doesn't directly control the mortgage market. For refinance rates to fall meaningfully, we'd likely need to see several Fed cuts coupled with clearer signs of a slowing economy, like cooler inflation or higher unemployment. It usually takes time for these broader interest rate adjustments to show up in the rates lenders then offer to consumers. Refinancing 101 When you refinance your mortgage, you take out another home loan that pays off your initial mortgage. With a traditional refinance, your new home loan will have a different term and/or interest rate. With a cash-out refinance, you'll tap into your equity with a new loan that's bigger than your existing mortgage balance, allowing you to pocket the difference in cash. Refinancing can be a great financial move if you score a low rate or can pay off your home loan in less time, but consider whether it's the right choice for you. Reducing your interest rate by 1% or more is an incentive to refinance, allowing you to cut your monthly payment significantly. But refinancing your mortgage isn't free. Since you're taking out a whole new home loan, you'll need to pay another set of closing costs. If you fall into that pool of homeowners who purchased property when rates were high, consider reaching out to your lender and running the numbers to see whether a mortgage refinance makes sense for your budget, said Logan Mohtashami, lead analyst at HousingWire. How to find the best refinance rates The rates advertised online often require specific conditions for eligibility. Your personal interest rate will be influenced by market conditions as well as your specific credit history, financial profile and application. Having a high credit score, a low credit utilization ratio and a history of consistent and on-time payments will generally help you get the best interest rates. 30-year fixed-rate refinance The current average interest rate for a 30-year refinance is 6.84%, an increase of 6 basis points over this time last week. (A basis point is equivalent to 0.01%.) A 30-year fixed refinance will typically have lower monthly payments than a 15-year or 10-year refinance, but it will take you longer to pay off and typically cost you more in interest over the long term. 15-year fixed-rate refinance For 15-year fixed refinances, the average rate is currently at 6.15%, an increase of 2 basis points from what we saw the previous week. Though a 15-year fixed refinance will most likely raise your monthly payment compared to a 30-year loan, you'll save more money over time because you're paying off your loan quicker. Also, 15-year refinance rates are typically lower than 30-year refinance rates, which will help you save more in the long run. 10-year fixed-rate refinance For 10-year fixed refinances, the average rate is currently at 6.13%, an increase of 12 basis points from what we saw the previous week. A 10-year refinance typically has the lowest interest rate but the highest monthly payment of all refinance terms. A 10-year refinance can help you pay off your house much quicker and save on interest, but make sure you can afford the steeper monthly payment. To get the best refinance rates, make your application as strong as possible by getting your finances in order, using credit responsibly and monitoring your credit regularly. And don't forget to speak with multiple lenders and shop around. Reasons you might refinance your home Homeowners usually refinance to save money, but there are other reasons to do so. Here are the most common reasons homeowners refinance: To get a lower interest rate: If you can secure a rate that's at least 1% lower than the one on your current mortgage, it could make sense to refinance. How to Get Off the Investing Sidelines - Your Money Briefing

A turbulent spring in the stock market spooked some investors — and now, they're struggling to get back in . Host Julia Carpenter talks with WSJ's The Intelligent Investor columnist Jason Zweig about how these same folks can reshape their investing strategy with some much-needed historical perspective. Julia Carpenter: Here's Your Money Briefing for Friday, June 6th. I'm Julia Carpenter for The Wall Street Journal. What do you think the opposite of FOMO or the fear of missing out is? FOGI. The fear of getting in, and FOGI is all too common among investors these days. Jason Zweig: When people sense a high level of uncertainty in the market, it makes these kinds of decisions more complicated, because often, people are making these judgments partly based on what their peers are doing. And if all your peers are doing is expressing confusion and watching the headlines nonstop, it can be hard to figure out what to do. Julia Carpenter: After such an up and down few months in the stock market, spooked investors know they're probably playing it a little too safe, but what's the first step to jumping back in the fray? We'll talk with WSJ's The Intelligent Investor columnist, Jason Zweig, about how to conquer FOGI and maybe even how to use it to your advantage. That's after the break. Investors haven't had a quiet 2025. After the Trump Administration's tariff plan sent the market into a tailspin earlier this spring, some investors decided to pull out rather than play ball, and others had taken a step back even earlier. But now the market seas have calmed. So how do you get back in? Wall Street Journal's The Intelligent Investor columnist, Jason Zweig, joins me to talk more. Jason, one of your readers, Michael McCowin, wrote to you and coined this new term: FOGI. Or fear of getting in. How did he arrive at this FOGI place? Jason Zweig: Well, he would say a couple of things. First of all, he got old, and he became a FOGI, an old FOGI. And secondly, he has pretty strong views. He's fortunate. He's a former professional investor. He has plenty of assets to see him through. He's 86, and he feels that the potential upside from staying in the market at this point is not as great as the potential downside of staying in and perhaps losing a lot of his money without time to recover. Julia Carpenter: And after such a turbulent period in markets, you talk to some investors who say they think they should be more fully invested, but they still are in that place that Michael is in, that sort of FOGI place. Why do you think so many investors feel this way? Jason Zweig: Uncertainty is always high except at total market turning points, like say, 2020 or in 1987. And when people sense a high level of uncertainty in the market, it makes these kinds of decisions more complicated, because often, people are making these judgments partly based on what their peers are doing. And if all your peers are doing is expressing confusion and watching the headlines non-stop, it can be hard to figure out what to do. Julia Carpenter: FOGI is contagious. Jason Zweig: Yeah, it absolutely is. Julia Carpenter: And your column, which is linked in our show notes, does such a great job of giving us some much-needed historical perspective. How do the last few market cycles fit into the big picture of the last 80 years in markets? Jason Zweig: The key thing to put in perspective as an investor is that, the long run, tells us unambiguously that you should be rewarded for sticking with U.S. stocks if you can stick with them long enough. We've had over 60 instances of stocks losing 5% or more. We've had a couple dozen corrections where they went down 10 or 20%. And, just in the past few years, we've had two severe bear markets where stocks lost 20% or more. And, over time, the markets have always overcome that and delivered ample returns for people who could stick with it. However, it's not a guarantee. And, ultimately, if you try to force yourself to be the kind of investor you're not, you might end up worse off. People who really feel they need to sleep well at night should listen to that intuition, because if you compel yourself against your own gut to stick with the market during times that look tough, when times that actually feel tough come along, you may get shaken out. So, having a little bit higher allocation to cash or bonds might not be a bad thing for someone who is inclined to get spooked out of the market. Julia Carpenter: I wanted to ask you about a hindsight bias. What is it, and how should we be thinking about it as investors? Jason Zweig: Hindsight bias is a fallacy of human reasoning. It essentially trains us to think, after the fact, that what did happen is what we predicted would happen. And just think about presidential elections, for example. People say things like, "Oh, I knew all along it would be a landslide," or, "I knew all along it would be close." But if you go back and look at what they actually were saying before the election, they weren't saying that. And the advantage of what's just happened, particularly in April and the rebound in May, is that it's so fresh in all of our minds, that it's kind of hard to lie to ourselves. And it gives us a great opportunity to look back and say, "What was I actually saying and thinking? Oh, I was actually saying and thinking this was almost the end of the world, and it's turned out not to be, at least so far. So maybe the lesson I should learn is not to be so certain about my forecasts." Julia Carpenter: So thinking about investors like Michael, what would you tell them to consider as they weigh their options and try to conquer this fear of getting in? Jason Zweig: I like to say, if you must panic, panic slowly, panic gradually. Maybe take one percentage point of your allocation to stocks and reduce that each month. And, within a retirement account, where you don't have immediate tax consequences, you can do that quite easily. And making gradual change, first of all, will make you feel better, because you'll feel you're responding to the thing you're afraid of. But more importantly, it prevents you from overreacting to a fear you feel that ultimately doesn't turn out to be actual. Julia Carpenter: And just to emphasize to those who are still sort of spooked, Jason, managing investments is just one part of an overall financial plan, but it's an important one nonetheless. I wonder what would you say to someone about using the market to build wealth and this sense of security? Jason Zweig: So, the thing to keep in mind is that, while there are no guarantees, and it is not actually true that if you hold stocks long enough you're guaranteed to outperform all other assets, it's a bet about probabilities. It's highly likely that you will do extremely well if you hold stocks for the long term. And the fact that the probability isn't a hundred percent, I don't think should really discourage you from doing it. Just as it can rain on a day when the forecast is 100% sunshine, stocks can disappoint people who hold them for decades at a time, but in the long run, it is a very high probability bet. And putting most of your money in stocks, particularly when you're young and your labor income gives you a hedge against fluctuations in the value of your stock portfolio, is a good idea. It's the best bet for long-term investing, even if it's not quite a certain bet. Julia Carpenter: That's Jason Zweig, columnist for WSJ's: The Intelligent Investor.
