The campaign for the return of the Elgin Marbles began almost from the moment of their removal. Byron's lines have been quoted for two centuries by restitutionists.
If there were a way to restore the mouldering shrines to the Parthenon itself, it would surely have happened by now. Who could resist making whole the Temple of Athena? There would be no need for long-term loans. My colleagues Lord Frost and Baroness Debbonaire would not be insisting that their surrender would be 'good diplomacy'.
But there is no way to restore them to the original structure. All sides agree that those magnificent metopes and pediments – bleached and numinous yet, at the same time, eerily realistic with their flowing robes and flared horses' nostrils – need to be preserved indoors.
A few carvings have found their way into collections in Paris, Copenhagen, Munich, Vienna and Würzburg. But most are housed either at the Acropolis Museum, which opened in 2009, or at the British Museum.
The argument is therefore whether to move them from one museum to another, which raises the question of what makes a successful museum. I would set the following tests. Where will any given artefact be most carefully looked after? Where can we best appreciate its cultural impact? Where is it most accessible to specialists and scholars? Where will the largest number of people get the greatest pleasure from seeing it?
The Greeks unquestionably have a great location. To admire those white Pentallic stones on the slopes of the Acropolis, glimpsing its heights through the windows, is quite an experience. But the British Museum is the most visited museum in the world (at least if we count the Louvre as a gallery rather than a museum).
Museums, as the etymology implies, are secular temples to the muses, those ancient goddesses who inspired sublime feelings in mortals. They were designed to raise the spirits of the masses, not only to spread knowledge, but also to elevate artistic sensibility.
The British Museum has been carrying out that function since the mid-18th century, and in a remarkably universalist spirit. It was the first public institution to call itself 'British', yet it never saw its vocation as national. It was intended from the start to be encyclopaedic, a place to display curios from every culture.
This universality is rarer than people realise. Most museums have a national or ethnic focus. In Washington DC, for example, you will find the National Museum of the American Indian, the Chinese American Museum and the National Museum of African American History and Culture. But the British Museum, as its former director Neil MacGregor put it, 'remains a unique repository of the achievements of human endeavour, and there is no culture, past or present, that is not represented within its walls. It is truly the memory of mankind.'
If our aim is the greatest happiness for the greatest number, there is a good case for keeping the stones divided, and using modern technology to fill in the gaps with exact replicas (the Acropolis Museum currently represents the missing stones with deliberately rough plaster casts so as to emphasise its grievance).
But this is not really about aesthetics. It is about nationalism, and the desire of successive Greek administrations to claim a direct link to the ancient city states. And here, I part ways with my House of Lords colleagues. For demands that rest on collective racial entitlements are incompatible with freedom, property and the rights of the individual.
Commentators are often conflicted about these ethnic claims. The kinds of people who insist on performing indigenous land recognition ceremonies in Canada and Australia would be horrified at the idea that second-generation immigrants to Britain were here contingently.
Yet free contract rules out ancestral claims. If my grandfather sold his house to yours, I have no right to turf you out.
There is no question that the British Museum purchased the collection legally from Lord Elgin, who had acquired it with the full permission of the authorities. Elgin had not at first intended to remove the carvings. He wanted to sketch and measure them, but changed his mind when he saw passers-by carting them off.
'The Turkish government attached no importance to them,' he told a parliamentary committee. 'Every traveller coming added to the general defacement of the statuary in his reach.' Elgin saved the stones.
Free contract and private property trump the superstitious idea that being descended from someone, or at least living in the same part of the world, establishes some kind of ownership right.
If the Acropolis Museum wants the collection, it should put in an offer. Frankly, the way Britain is going, we might soon need the money.

American-style intensive livestock farms are spreading across Europe, with new data revealing more than 24,000 megafarms across the continent. In the UK alone, there are now 1,824 industrial-scale pig and poultry farms, according to the data obtained by AGtivist that relates to 2023. The countries with the largest number of intensive poultry farm units are France, UK, Germany, Italy and Poland in that order. For poultry farming alone, the UK ranks as having the second-highest number of intensive farms at 1,553, behind France with 2,342. The top 10 countries for intensive pig and poultry farms combined are Spain, France, Germany, the Netherlands, Italy, UK, Denmark, Poland, Belgium and Hungary, according to information obtained from the European Commission, and country-specific regulatory agencies and colleges. Intensive livestock units are farms where 40,000 or more poultry, 2,000 or more fattening pigs, or 750 or more breeding sows are being held at any one time in the EU and the UK. The increase in so-called megafarms across Europe comes as the number of small farms has reduced dramatically, and the income gap between large and small farms has increased, according to Guardian research. The rise in intensive farming has coincided with a decline in birds, tree species and butterfly numbers. In the Severn and Wye Valleys, a UK hotspot for intensive poultry farming, there are 79 chickens per human, the Guardian has revealed. Across Europe the rise in large intensive poultry units is a key driver of river pollution. Chicken droppings contain more phosphates – which starve fish and river plants of oxygen – than any other animal manure. In the UK the number of intensive farms grew from 1,621 in 2017 to 1,824 in 2023, and according to data released under freedom of information laws to Terry Jermy, the MP for South West Norfolk, megafarms in England have breached environmental regulations nearly 7,000 times since 2015. The data shows that the Environment Agency carried out about 17 inspections of intensive livestock units a week in which 75% of those inspections found breaches. The breaches include slurry pits in disrepair, causing them to leak and pollute the local environment, and a serious case in which a site of special scientific interest was polluted by animal effluent. There were also some serious air pollution incidents and numerous breaches involving the over-stocking of animals. When serious breaches were found, action against the farms was rare. For the most serious breaches (category 1 and 2), more than half received either no further action, 'advice/guidance' or a warning. Fewer than half of the incidents received further action such as a formal warning, and less than 1% received a 'recommended' prosecution. Jermy said: 'These shocking numbers alongside the severity of the litany of offences clearly show that the huge increase to US-style factory farms since 2017 is harming our land and jeopardising our climate targets and sustainability ambitions moving forward. 'In my constituency farming is our lifeblood, as is the environment, and therefore, we must have a serious conversation as to what kind of farming we need moving forwards. It must be one that protects our communities, agriculture and nature, while furthering animal welfare standards as well as harnessing food security.' An Environment Agency spokesperson said: 'Environmental permitting provides a consistent, robust form of regulation, which identifies all non-compliances and requires them to be addressed, regardless of severity. In the past two years 98% of intensive pig and poultry farms have been scored in the highest bands for compliance, meaning they present a very low risk to the environment. This follows ongoing high levels of compliance over previous years. 'The vast majority of non-compliances identified are low risk, and we work with farmers to achieve compliance. Any high-risk non-compliances, or farms that fail to bring themselves into compliance, will face enforcement action.' Norfolk has been dubbed the 'megafarm capital of Europe' with statistics from Compassion in World Farming showing there are now 122 megafarms in the county and 25,748,309 factory-farmed animals. A megafarm in Jermy's constituency that would have reared almost 900,000 chickens and pigs at any one time was recently blocked by councillors over climate and pollution concerns. There were objections raised over air pollution and the impact on a water-depleted area. Revelations about the scale of livestock megafarms across Europe should be a wake-up call in Brussels, said Reineke Hameleers, the CEO of Eurogroup for Animals. '[It] goes against promises to improve animal welfare and move toward more sustainable farming. It's important that the European Commission makes smart, informed choices about the future of farming. Funding should go to farming systems that are truly sustainable, competitive, and resilient.'

Skip to: It's the sauce of the summer. Lively, tangy tomato salsa brings fresh bite to smokey barbecued burgers or a sloppy-but-healthy vibe as a tortilla-chip dip. 'Fresh' is the key word here. For cooked tomato relish, see ketchup or chutney. Salsa might just mean sauce in Spanish, but to us it is made with chopped raw ingredients, something that needs to be consumed hours – if not minutes – after assembling. That's an impossibility in Supermarket Land. Their so-called 'fresh' salsas – for 'fresh', read 'chilled' – have in fact been sitting around since manufacture, probably for days, which makes them anything but fresh-tasting. Some of them contain calcium carbonate to keep the tomato pieces from dissolving to a slop in the acid bath, which gives a curiously cardboard-like texture to the chunks. Others have tomato puree in the mix, lending a cold-pasta-sauce flavour. Most have preservatives, stabilisers, or acidity regulators, all of which mark them out as an Ultra-Processed Food (UPF). The alternative is of course to make tomato salsa yourself. When I've tested mayonnaise, ice cream, pizza and other fridge and freezer staples, many readers have been quick to point out it's perfectly possible to make these things oneself. I'm a make-from-scratch cook but I'm used to defending the corner of those who sometimes, or always, need the ease of ready-made. Not only that, on a tight budget and with a limited larder, ready-made is often cheaper than buying all the ingredients for homemade. But with tomato salsa, I may have to yield: the recipe needs no heat source, no pans or fancy equipment, just a sharp knife, a board and a bowl. It is as simple as chopping 500g tomatoes, 5 spring onions, a red chilli and a small bunch of fresh coriander, then mixing the lot with salt and the juice of a lime. No industrial ingredients required, and the flavour will make your supper sing. I calculate the cost to be about £3 to make 600g, so comparable to buying three 200g tubs of the cheapest 99p salsa, and considerably less than the posher, more expensive ones. Mind you, if you only want 200g salsa, your at-the-checkout cost for a homemade version will be higher, as you'll still have to buy whole bunches of spring onions and coriander, not to mention more chilli and lime than you need. Let's hope you can use them elsewhere. All the same, there is definitely a place for a pot of readymade salsa. Whether it's for an impromptu park picnic or to take on a camping trip, or just because it's one less thing to think about, the best will hit the spot. Read on for my verdict on the supermarket salsas that deliver satisfaction, and the ones that are just plain sad. How we tested I left the room while all the salsas were spooned into separate containers and assigned letters A-J. I returned and tasted them from a spoon and with a tortilla chip.
