FLC recognizes Jonathan Hayes as a 2025 Home Rule Hero

PANAMA CITY, Fla. (WMBB) – The Florida League of Cities has recognized City Manager of the City of Panama City, Jonathan Hayes, as a 2025 Home Rule Hero on Wednesday.
According to a news release, the FLC recognized Hayes for his exceptional advocacy during the 2025 Legislative Session.
The prestigious award honors municipal officials who relentlessly defend the principle of home rule, the right of local governments to address community needs with local solutions, free from excessive state interference.
The 2025 Home Rule Hero Award honors almost 180 municipal officials statewide. The FLC Chief of Legislative Affairs, Casey Cook, commended the leaders for their dedication.
'The dedication and effort of these local officials who tirelessly advocated for local decision-making was a difference-maker this legislative session,' Cook said.
Hayes was appointed City Manager of Panama City in January 2024. He has a distinguished public service career that includes roles as Director of Public Works and Logistics.
City of Panama said that Hayes' role has included managing vital infrastructure and public services, underscoring his commitment to enhancing the City's resilience and quality of life.
During the legislative season, Hayes was constantly engaged with state lawmakers, their staff and senior agency officials, where he provided valuable local perspectives on important issues.
Hayes's efforts contributed to the advancement of the League's legislative agenda, promoting glocal voices in policymaking.
City of Panama said that Hayes's resignation as a Home Rule Hero emulates his unwavering commitment to empowering the City's residents and businesses through effective local governance and advocacy.

BAY COUNTY, Fla. (WMBB) – Panama City's City Manager, Jonathan Hayes, has received a statewide honor for his work in Tallahassee. Florida's League of Cities has given him the Home Rule Hero Award. The Home Rule Hero Award goes to someone who effectively advocates for their city on issues concerning residents. Hayes lobbied lawmakers about three major bills. One involved the elimination of Community Redevelopment Agencies, or CRAs. Another involved eliminating or reducing TDC bed tax revenues, and the third was the elimination of property taxes. Hayes says he was concerned about the effects these bills could have on Panama City. 'There's always a question of, you know, what are the unintended consequences? So, you know, affecting the CRAs in a negative way, reducing the ability for us to market our state through our tourist development councils and some of those tourism efforts, and then elimination of property taxes, which really fund a lot of our operations here locally. Again, some of the basics of police, fire, and infrastructure,' Panama City City Manager Johnathan Hayes said. Panama City commissioners instructed Hayes to write a letter to Senator Jay Trumbull and Representative Griff Griffitts, voicing their concerns. Hayes was bullish even with Trump's tariffs in place. The analyst has predicted that Bitcoin will soon break the seven-figure price mark. The past few months have been a wild ride for investors in almost every market as President Donald Trump's erratic tariff policies yanked prices in every direction. Amid recent legal developments, however, the sustainability of these tariffs have come under question. And BitMEX co-founder and Maelstrom investment chief Arthur Hayes has suggested that this may offer a significant buying opportunity. 'Buy everything round dos,' Hayes said Thursday on X in response to the U.S. Court of International Trade's ruling labeling Trump's global tariffs as illegal and blocking them throughout the country. Bitcoin has surged nearly 7% since then to clinch new record highs near $112,000. Meanwhile, the Nasdaq and S&P 500 have surged about 6% and 3%, respectively. The market analyst's latest remarks came as a federal trade court's ruling promised to further defuse trade war tensions and improve risk sentiment in the market. Indeed, the markets initially ticked up in response to the decision. Bitcoin climbed about 1% from $107,600 to $109,000. The Nasdaq notched a modest 0.4% gain in after-hours trading. At last look, however, Bitcoin has roundtripped its gains to trade 1% lower on the day, falling to $106,000. The Nasdaq also experienced wild swings but held on to its initial 0.4% gains at market close. The volatility comes as a federal appellate court has stirred uncertainty by temporarily suspending the trade court's ruling while it considers motions from both sides. He claimed that the Treasury would quietly step in to manage the fallout from tariffs with bond buybacks. He said these buybacks will inject liquidity into the market and prop up risk assets. For Bitcoin, in particular, Hayes framed current market conditions as a win-win. Beyond the prospect of fresh liquidity, he said that Trump's tariffs would push investors away from U.S. assets toward non-sovereign assets, such as gold and Bitcoin. 'Now that the global community believes Trump is a madman crudely and savagely wielding the tariff weapon, any investor with U.S. stocks and bonds is looking for something whose value is anti-establishment. Physically, that's gold. Digitally, that's Bitcoin,' he wrote at the time. According to Hayes, this will help drive the price of Bitcoin to a staggering $1 million per coin by 2028. This prediction suggests a nearly 10x price potential from current levels. In the short term, he has predicted that the asset will trade between $200,000 and $250,000 by year-end.
