SMME focus: Banks' agripreneur programmes boost jobs from seed to shelf

Nedbank and Standard Bank's agripreneur programmes are transforming South Africa's agriculture by equipping emerging farmers with skills, market access, and land partnerships. Through hands-on training and connections to major retailers, the programmes are addressing funding challenges, creating jobs, and boosting food security in communities.
From the prominent shelves of major retailers to the heart of South Africa's food security, the rise of small-scale farmers and agri- small, medium, and micro enterprises (SMMEs) represents one of the country's most urgent economic opportunities and systemic challenges. Where do these businesses originate, how do they take their first steps, and what support and skills propel them forward?
The unyielding reality
Despite a slight improvement in South Africa's official unemployment rate — which dropped by 0.2 percentage points to 31.9% in the fourth quarter of 2024, with 132,000 more people finding work and total employment reaching 17.1 million — the broader reality remains stark; eight million people are still jobless.
Notably, employment in agriculture declined by 11,000 jobs during this period.
Banking growth
Against this backdrop, Nedbank has invested R169-million over the past seven years in its Enterprise and Supplier Development (ESD) programme, empowering more than 5,400 businesses, creating more than 1,000 jobs, and unlocking R80-million in new business opportunities through strategic funding, mentorship and public sector partnerships.
In agriculture, the bank's support is especially impactful — the Green Agripreneur initiative, backed by R6.5-million in partnership with African Greeneurs, has helped 20 emerging farmers gain training, business support, and market access. This initiative adopts a comprehensive 360° approach, combining climate-smart agriculture with retail strategies.
Participating farmers are now supplying major retailers such as Pick n Pay while mastering skills such as:
How to cultivate their own vegetables effectively.
Understanding their target markets and developing skills to promote themselves.
Selling their produce to established retail outlets, enabling them to earn an income while honing essential entrepreneurial and farming skills.
Meanwhile, Standard Bank's Agribusiness Transformation Programme, which was launched in 2019, aims to empower small-scale and emerging black farmers in South Africa, primarily in the Free State and Northern Cape.
Through collaboration with the Department of Agriculture and Rural Development, as well as the University of the Free State, the programme has trained 223 farmers across six cohorts, focusing on sustainable, climate-smart practices, improving access to funding, expanding market opportunities, and developing agri-processing ventures.
Brendan Jacobs, the head of agribusiness at Standard Bank, said that the programme's success was attributed to its practical approach, ongoing mentorship support, and the creation of a collaborative learning community among farmers.
For some graduates of the Agribusiness Transformation Programme, like Paulina Siwawi, the impact is personal and profound. A former teacher who left the classroom to tackle food security in her community, Siwawi credited the intensive training and support from Standard Bank and the University of the Free State for the growth of her poultry business.
Her ambitions now stretch well beyond subsistence — she plans to grow her farm to the point where she has bred 10,000 chickens and has established herself as a commercial farmer with a sustainable and profitable enterprise.
Funding drought
Even as banks and new initiatives step up to support South Africa's emerging farmers, access to funding remains the single biggest obstacle to growth in the sector.
'The challenge, mostly with the new startups… is funding, because when you start a business, you need capital. Without capital it's a challenge due to (costs such as) the input needed, labour costs, and transportation,' said Kobang Maluleka, CEO of African Greeneurs.
Human faces of the harvest
After completing the 12-month Nedbank Green Agripreneur Programme in August last year, the emerging farmers — many of whom began with little agricultural experience, were immediately helped to establish their own businesses, using the programme's infrastructure as a launchpad. This support enabled them to create jobs, generate income, and contribute to local economic growth in their communities.
Daily Maverick spoke to several of these new agripreneurs, who have built viable enterprises and earned income during the programme. Yet, despite their achievements, they echoed Maluleka's concerns about the persistent challenge of securing funding to further scale their operations.
Bathabile Masemola and Mfundo Madondo of Green Leafy Growers achieved notable success on their green pepper harvest from January to March this year, generating R18,000 in income collectively and creating 10 jobs. They highlighted a common challenge faced by emerging farmers: 'We have been struggling to get funding, but at least we managed to get on the ground,' Masemola said.
The programme has also empowered Nothando Mlaudzi and Sibongile Moloi of MM Greenfields, who earned R68,000 collectively and created 13 jobs over three months (January to March), also through green pepper harvesting.
'We have created employment for 13 people, and in two months, we made sales up to R50,700 and we are supplying big giants like Pick n Pay and looking at getting more market and more clients,' Moloi said.
Madikwe Molekoa, the owner of Phutipoyane, generated an impressive income of R250,000 and created 18 jobs through harvesting different crops for more than five months (November to March).
Exit strategy
Building on these success stories, Maluleka highlighted the programme's unique exit strategy, where, upon completing the programme, participants immediately take over and operate their own businesses using the programme's infrastructure.
This approach focuses on developing entrepreneurs rather than employees, fostering a sustainable cycle of income generation, creating employment opportunities for those with entrepreneurial potential and alternative paths for those who prefer employment.
From training to thriving
The programme begins with a three-month 'activate phase' combining classroom theory and field training, followed by a nine-month 'accelerate phase' in which farmers apply their knowledge throughout a full growing season.
This structure ensures that participants gain the real-world experience necessary to run successful agricultural enterprises independently.
Beyond training, the Green Agripreneur Programme positions participants for long-term success by facilitating land acquisition and connecting them with funders, suppliers, coaches, and mentors.
Nedbank's support spans the entire agribusiness value chain, ensuring that farmers meet rigorous standards in production, packaging, and market readiness.
Farming land acquisition
'We connect the agripreneurs with various landowners,' Maluleka said.
This includes traditional landowners, municipalities, commercial farmers, and government entities, as the programme itself does not own land.
For instance, in KwaMhlanga, Mpumalanga, the team successfully facilitated access to 750 hectares of land through the Ndebele Kingdom, where they negotiated lease agreements, ensuring that farmers could use the land productively — transforming it into arable farmland and creating opportunities for sustainable farming.
One of their roles is to act as a bridge connecting farmers to their extensive ecosystem of partners. This includes linking them with funding sources, landowners, suppliers of farming inputs, infrastructure providers, and market channels.

Participation requirements
The Green Agripreneur Programme is not open to everyone and is offered selectively based on specific geographic focus areas. The programme is only advertised when sponsorship is secured, allowing Nedbank to target particular regions where they want to make the most impact. For example, in one cycle, the programme focused exclusively on 10 participants from Gauteng.Once support is confirmed- often through Enterprise and Supplier Development (ESD) initiatives or Corporate Social Investment (CSI) partners- Nedbank collaborates with sponsors to identify the target area.The programme then engages directly with the local community, advertising opportunities within that region and selecting candidates accordingly.
The Standard Bank programme leverages media channels and departmental outreach to advertise opportunities and identify candidates. Farmers are systematically identified and referred by the Free State's Department of Agriculture and Rural Development as well as the University of the Free State, targeting eligible black commercial farmers and black-owned agribusinesses primarily in the Free State and Northern Cape. The Youth Barometer, which harnesses data from Standard Bank's Personal and Private Banking and Liberty, offers a revealing snapshot of how South Africans aged 18 to 35 are navigating their financial journeys—balancing essential expenses with discretionary spending, financing their first assets, supporting their families, and planning for their long-term futures. The inaugural Youth Barometer was launched this week in Rosebank. According to the head of youth and mass market segments at Standard Bank, Tshiamo Molanda, these insights are more than data points; they are a call to action. "They challenge us to design solutions that are relevant, inclusive, and forward-looking. Solutions that not only respond to where young South Africans are now but also anticipate where they aspire to go. Because when we understand youth better, we can partner with them more meaningfully, enabling them to grow as we grow," she says. But where are young South Africans today, financially? The Barometer's findings provide answers. Data from three million youth customers reveals a shifting pattern in spending habits. Young South Africans aged 18–24 allocate the highest proportion of their income to essential expenses (58%), followed by those aged 25–29 at 53%. Only the 30–35 group shows an even split between essentials and discretionary spending—a trend mirrored among those over 35, likely due to higher earnings reducing the strain of covering necessities. However, younger generations spend proportionately less than their elders on insurance, loans, transport, and savings, while prioritising categories such as clothing, groceries, dining out, entertainment, digital connectivity, and self-care. Meanwhile, spending on education, healthcare, holidays, utilities, and family support remains fairly consistent across all age groups. The data reveals that while the digital economy is expanding, cash withdrawals remain a common habit for youth aged 18 to 24, making it harder to track their exact spending patterns. Still, the data that remains within banking systems points to top spending categories such as digital connectivity, groceries, and fast food. Interestingly, despite a decline in clothing spending from 2021 to 2024, younger customers still allocate more income to clothing than older youth, frequently shopping at brands like Mr Price, Pep, Ackermans, Sportscene, Pick n Pay Clothing, Shein, H&M, Cotton On, and Markham. Luxury brands also feature strongly, with spending patterns reflecting preferences for Farfetch, Louis Vuitton, Timberland, Steve Madden, Piccadilly, G-Star Raw, and Hugo Boss. 'This tells us that younger age groups have a higher brand affinity to luxury brands, because while we see some of this behaviour among older age bands, more reasonably priced brands feature among older youth,' says Shené Mothilal, solution owner for Digital Money Manager. Young adults aged 18–24 allocate the highest proportion of their income to groceries among under-35s, alongside the highest spend on takeouts—indicating that while older customers increasingly cook at home, younger customers prefer a balance between eating in and dining out. Among 25–29s, spending remains focused on essentials such as groceries, digital connectivity, and clothing. However, insurance and loan repayments begin rising, suggesting that many in this age group are establishing financial stability and working towards formal credit histories. Meanwhile, those aged 30–35 start exhibiting spending behaviours akin to over-35s, allocating more of their income to insurance, loans, and healthcare. With incomes rising due to career advancement, their spending shifts away from essentials such as groceries, clothing, and digital connectivity. This trend is compounded by demographic factors—many are not yet supporting children, with South Africa's median age for first-time mothers now sitting at 28.3 years. In a climate where the cost of living continues to rise and incomes remain under pressure, savings aren't optional—they're essential. To address this, Standard Bank provides tailored guidance for different age groups: 18–24: Start small, but start now. Redirecting just R50 to R100 a month from takeouts, self-care, or entertainment into an emergency fund can create momentum. Using financial tools like Standard Bank's Digital Money Manager to track spending habits can help build consistency before scaling up savings contributions. 25–29: Rebalance discretionary splurges. This group is showing increasing financial maturity through higher contributions toward insurance and loans. However, they still rank second in clothing and takeout spend, suggesting an opportunity to fine-tune their budgets further. 30–35: Leverage career gains to build a cushion. With a more balanced split between essentials and discretionary spending, this group is well-positioned to accelerate their savings toward property, education, and retirement. Redirecting even a small portion of entertainment or takeout spending into interest-bearing financial products could significantly bolster long-term security. The data reveals that despite making up nearly 60% of South Africa's population, those under 35 account for just 17% of the country's outstanding credit value. Their credit portfolios consist largely of unsecured products such as retail accounts, personal loans, and entry-level credit cards, unlike older generations, who have broader access to secured credit lines. Once credit becomes available to them, young South Africans tend to use it extensively. For example, the average credit limit for 18–24-year-olds is approximately R20,000, with utilisation rates above 70%, suggesting many rely on credit for both necessities and lifestyle expenses. Additionally, youth in this age bracket make more credit card payments per month than any other segment, averaging three payments per month. Encouragingly, youth under 35 are showing a strong and growing interest in property ownership, despite broader affordability concerns and rising living costs, the data shows. Approximately 40% of all new home loan enquiries at Standard Bank from January 2023 to April 2025 have come from this demographic, demonstrating a clear ambition to secure long-term financial assets. Similarly, insights from Standard Bank's Vehicle and Asset Finance division indicate that youth aged 18–35 remain a vital segment in the car finance ecosystem, accounting for just under 40% of vehicle finance customers. In this second report in our series on wards in Nelson Mandela Bay receiving a zero capital budget, Ward 39 is a large residential area that includes suburbs and the peri-urban area of Theescombe. Some of its residents pay the highest rates in Nelson Mandela Bay, and yet its capital budget was reduced from R1.5m to nothing. When Nelson Mandela Bay Executive Mayor Babalwa Lobishe joined the residents of Ward 39 at their integrated development plan meeting, she presented them with the 2024 budget instead of the 2025/6 budget. In that 2024 budget, the ward had a capital budget of R1.5-million – but ward councillor Margaret de Andrade and her ward committee soon pointed out to Lobishe that she was presenting the wrong budget. 'I told her there is a zero under capital budget in the new budget,' De Andrade said. 'We received nothing but R100,000 for a humanitarian fund that is almost impossible to access.' The R1.5-millon referred to by Lobishe had, in any event, already been spent on resurfacing part of a crucial road, adding traffic calming measures and fixing a busy sidewalk. This is the second ward in the metro, with mostly ratepaying residents, whose budget has been cut to zero. Ward 8, covering Lorraine, a densely populated area, also had its capital budget reduced to zero. The Nelson Mandela Bay council was to meet for the third time on Thursday to try to pass the budget. But according to a letter seen by Daily Maverick, even the National Treasury has become worried about the numbers – the metro's collection rate is at 73% and the budget is based on a collection rate of 76%. This means that there is a shortfall of R1.3-billion. Grants totalling R900-million from the national government that could have been used for capital projects were returned unspent in the past two financial years. For the current financial year, the metro has only spent 38% of its R1.9-billion capital expenditure budget. While the four wards that received zero capital budgets are wards with Democratic Alliance councillors, De Andrade, who sits on the budget and treasury subcommittee, said many ANC councillors were unhappy with the budgets for their wards. 'Hugely disrespectful' De Andrade, who has been a councillor for 19 years, said she had not had to deal with a zero capital budget before. Water leaks, sewage spills and street lights can still, in theory, be fixed under operational budgets for the metro. 'I want a million rand,' she said. 'We have a track record of looking after a capital budget of a million rand. You can't give me zero.' She said they had asked for specific evidence for this decision. She said over the medium term, the situation didn't look much better as the ward would receive only R500,000 for the next financial year. 'That is just stupid. I can tar maybe 500 metres with it.' Below are the projects the ward presented to the municipality to be taken into account for the Integrated Development Plan and the budget: Walker Drive needs to be resurfaced as it is riddled with potholes; Riverstone Road needs an upgrade and drainage; there needs to be a taxi rank constructed for Kragga Kamma; the railing of the low water bridge in the Kabega Road dip should be fixed. Parts of the ward are in urgent need of high mast lights. A substation needs fencing. Kragga Kamma Road, which carries around 5,000 vehicles a day, needs pedestrian walkways and cycle tracks to cut down on accidents. Walker Drive needs a stormwater upgrade, and several gravel roads in the peri-urban areas need tarring. Trees growing into powerlines have to be cut and old electrical infrastructure must be replaced. The ward also has illegal cables running over busy Kragga Kamma Road that often set the area on fire. De Andrade also asked for this to be dealt with. 'I think our ratepayers accept that 80% of their rates go to other areas, but it is hugely disrespectful to give us no capital budget,' De Andrade said. She said that after receiving advice from a city official, she managed to get R500,000 in unspent money to cut trees before the end of the financial year. She said that as she had her meetings about the zero capital budget, acting city manager Ted Pillay had told her to agree to this budget so that 'they can get it through' as they needed the new electricity tariffs to be approved — they would then adjust the budget in August. The electricity department projects a loss of R1.3-billion for the coming year and needs rates to ensure that it doesn't default on its payments to Eskom. In the current financial year, the municipality has already spent R600-million more on purchasing electricity than it received from sales to the public. 'But I said no,' De Andrade said. 'Councillors are delaying the approval of the budget because we want to see the capital budgets in print before we vote.' Municipality's response Municipal director of communications Sithembiso Soyaya said a mistake had been made in presenting the wrong budget to Ward 39 residents. 'During engagements in Ward 39, it was brought to the municipality's attention that the previous year's budget figures may have been presented during an initial consultation session. This matter is currently under internal review, within the relevant framework, and corrective measures will be implemented to ensure such administrative oversights do not recur. 'The concern has been noted and considered during the revision of the draft budget, and the updated, corrected figures should be reflected in the final 2025/26 budget being presented to Council on Thursday. 'The municipality remains committed to ensuring that communities receive accurate, up-to-date information in all budget consultation processes. 'On the response by the city manager, we wish to clarify the context and emphasise that any amendment to the municipal budget must follow a legally compliant process, as provided for in Section 28 of the Municipal Finance Management Act, which allows for a formal adjustment budget to be adopted by council under defined conditions. 'No informal or arbitrary changes can be made outside this regulated process. The municipality upholds these legislative requirements and remains committed to full compliance with the law.

South Africa's small businesses shoulder a heavy load, employing about 13.4 million people, and more than 70% of them don't make it past the seven-year mark. This week, Woolworths and Mr Price joined the growing queue of corporates trying to fix that, pledging millions towards entrepreneurship and empowerment. The business of doing good Woolworths is framing its new Inclusive Justice Institute as a practical demonstration of corporate empowerment, with the minister of small business development, Stella Ndabeni-Abrahams, endorsing it as a model for retail-led development. Backed by R300-million in funding — R200-million from Woolworths and R100-million from the Land Bank for emerging farmers — the institute will operate through two non-profit arms. One focuses on developing suppliers and the other on community programmes like food security and education. The retailer says it increased its procurement from SMMEs by 42% to R4-billion last year, and donated R816-million worth of surplus food to under-resourced communities. Woolworths' corporate social justice director, Zinzi Mgolodela, said: 'Our support for MSMEs [micro, small and medium enterprises] has helped stimulate economic growth by empowering beneficiaries to create jobs and expand their businesses. 'Through our NGO partnerships, we support rural and semi-urban communities to grow food and become self-sufficient, and our education initiatives have improved learning in under-resourced schools and promoted child safety, giving children the opportunity to thrive in safe, supportive environments.' The Land Bank's CEO, Themba Rikhotso, said: 'This initiative aligns directly with Land Bank's mission of empowering previously disadvantaged communities and to increase the inclusion of emerging farmers in the commercial agricultural sector, thereby enhancing the country's long-term food security.' Fishing for hustlers under 35 Meanwhile, Mr Price's Bindzu Youth Fund offers black and youth-owned businesses the chance to apply for R3-million in grant funding, spread across bootcamp training, mentorship and seed capital. The retailer's efforts seem to be focused on the right goal. Data from FinScope indicate that 30% of SMME owners are under the age of 35. To qualify, applicants must have been operating for at least 12 months, be between the ages of 18 and 34, and earn less than R5-million in annual turnover. The foundation says the goal is to help young entrepreneurs cross the resource chasm, which kills most early startups. 'The country has no shortage of young minds with bright ideas and business know-how,' said the foundation. 'So, although training and mentorship have been foundational to the success of young entrepreneurs, a greater need lies in real resources, and the willingness to release these resources to the youth.' The closing date to apply to the Mr Price Foundation is 30 June. Credit desert According to the Tips State of Small Business in South Africa 2024 report, SMMEs secure considerably less external funding than large corporations. They receive a paltry 13% of total bank credit. Corporations gobble up 51%, while regular consumer clients get 36%, which leaves small enterprises starved of working capital. The Woolworths and Mr Price programmes signal that retailers are no longer content to just manage supply chains but want to manufacture credibility. With government interventions slow and often mired in inefficiency, the private sector is positioning itself as both rescuer and reinforcer of South Africa's SMME ecosystem. DM
