Duty Free Americas Creates New Brand For Lucrative $9.5 Billion Mega-Terminal At JFK Airport

Duty Free Americas (DFA)—which runs 250 travel retail stores globally, most of them in the United States—will operate the duty-free program in John F. Kennedy International Airport's (JFK) New Terminal One (NTO) when it opens in phases starting in 2026.
The Port Authority of New York and New Jersey (PANYNJ); the financial and construction consortium the New Terminal One; and URW Airports, part of shopping center operator Unibail-Rodamco-Westfield, selected DFA as the exclusive duty-free operator for the privately funded, $9.5 billion terminal which will be fully finished by 2030.
The 2.6 million square foot terminal merges the spaces of the current T1, T2, and former T3 to create a mega-terminal anchoring the south side of JFK. It will be the same size as LaGuardia Airport's two terminals combined, and will double the number of existing gates for wide-body aircraft, with 22 of the 23 new ones designed for larger aircraft
Crucially, from a retail perspective, NTO will be an all-international terminal, which means that spend per passenger is likely to be much higher than average. With this in mind, DFA has pulled out all the stops by creating a bespoke brand, Skyline Duty Free, claimed to be a 'first-of-its-kind retail experience.'
Duty Free Americas CEO, Jerome Falic, commented: 'As JFK's largest terminal, New Terminal One is set to redefine international travel to and from New York. We are especially proud to introduce Skyline, a distinctive brand for the terminal. Our stores will elevate the shopping experience, providing international travelers with an unmatched selection of premium products in a dynamic and engaging setting.'
URW's U.S. chief operating officer Dominic Lowe added: 'This project is a once-in-a-generation opportunity to redefine travel retail. Our vision is to set a new standard in the U.S. with our commercial program.'
DFA therefore has a lot resting on its shoulders. It's operation will span almost 20,000 square feet and anchor the terminal's commercial district called World's Runway. The total commercial space at NTO, including all retail, dining and lounge space, will be 300,000 square feet.
Like other new terminals at JFK, the shops will be inspired by New York City's skyline and landmarks, as well as more familiar international brands. The flagship Skyline Duty Free store will be multi-level and feature architecture in line with that of its enclosure, with another four duty-free units elsewhere in the terminal.
Referring to DFA's planned retail offer, New Terminal One consortium CEO, Jennifer Aument, said: 'This investment reflects the strength of the value proposition and reinforces our position as the terminal of choice for international airlines serving JFK Airport.' The consortium is led by Ferrovial, JLC Infrastructure, Ullico, and Carlyle, all of whom will be working to achieve a strong mix of carriers.
In a statement, DFA said: 'Experiences are measured through the memory and (we are) confident that Skyline Duty Free will create thoughtful, engaging moments, inspiring curiosity and encouraging repeat customers.'
Once through security, passengers will be welcomed by Love Local and its distinct storefront featuring products from NYC- and Queens-based businesses. Next they will encounter DFA's large Skyline store in a space that URW Airports says will be a shopping destination that 'blends Fifth Avenue elegance and Art Deco flair.'
In front of Skyline will be an experiential center where fashion, art, brand activations, and virtual reality simulators—incorporating cultural, sports and local themes—will allow passengers to indulge in some interactive moments. If done well, these activities will draw them into the duty-free shops. This area will be the heart of NTO's retail offer.
PANYNJ chairman Kevin O'Toole commented: 'As an all-international terminal, NTO plays an important role as the region's front-door to the world. A best-in-class terminal will include an unparalleled retail experience that travelers from around the world expect.'
JFK's New Terminal One will be able to accommodate double-height stores.
Delivering on O'Toole's requirement for an 'unparalleled' retail experience will be a challenge, but DFA's decision to create a new store brand is a good start. Further promises include:
More than 1,000 square feet of hand-selected local products will be prominently featured in a rotating assortment through Outside In. DFA is a long-time operator at JFK and already has some partnerships with local vendors and community leaders to get this off the ground.
When finished, JFK Airport hopes to get a 5-star rating from Skytrax (NTO is top center-right).
Also, as part of its contractual commitment to the Airport Concession Disadvantaged Business Enterprise (ACDBE) program—whose future is unclear under the Trump administration's quashing of DEI (diversity, equity, inclusion)—DFA has partnered with local ACDBE partners. It has chosen those with complementary strengths in marketing, community relations, and concessions management and among them are C&E Global Solutions, JDK19 Group, BBJ Concessions, Prevost Consulting Group, and Parkview Global. They will account for 35% of DFA's joint ventures at the terminal.
To further support local businesses, Skyline Duty Free will organize quarterly outreach programs where local vendors can pitch their products, including for seasonal markets and 'sell for the day' events.
Another difference that NTO will bring, is what it is calling a 'cash & carry experience.' Whereas other JFK shops deliver duty-free purchases to the passengers' boarding gates for them to pick up, NTO's customers will be able to take advantage of online click-and-collect and lounge deliveries. DFA said that NTO will be 'the sole airport terminal in the U.S. to offer the benefit of cash and carry.'
NTO is part of PANYNJ's $19 billion transformation of JFK into a modern global gateway. The authority aspires to obtain a Top 5 Skytrax ranking when the terminal is completed and possibly a ranking in the best shopping category which this year went to Qatar's Hamad International airport for the third consecutive year.

The Hono ­lulu Authority for Rapid Transportation's $968.3 million budget package will roll for fiscal year 2026. The City Council on Wednesday voted 8-0, with Council member Augie Tulba absent for that portion of the meeting, to approve HART's $174.7 million operating budget. On a subsequent vote, the panel voted unanimously on HART's capital budget, which features a $793.6 million capital spending plan, above the current $574 million—a nearly 38.3 % increase. HART's budgets, expected to take effect July 1 if signed by Mayor Rick Blangiardi later this month, show marked increases to debt service on the project's loans as well as increased labor costs for the over-$10 billion Skyline construction. The rail agency previously indicated other higher costs as well. HART officials indicated that due to the awarded contract of $1.66 billion for City Center Guideway and Stations, or CCGS, meant to take the rail line to Kakaako by 2031, the project's capital budget is expected to rise from $482.4 million in the current fiscal year to more than $526.9 million for 2026—a 9.2 % increase. In August, HART awarded the CCGS contract to Los Angeles-­based Tutor Perini Corp. to design and build Skyline's last 3-mile segment to Halekauwila Street. But rail staffers say because of the large contract—about $360 million above original estimates—certain rail-related projects might need to be temporarily deferred. Meanwhile, the Council's anticipated vote on the mayor's proposed $5.14 billion budget package did not immediately occur. Following daylong back-and-forth discussions, the Council took a meeting recess after 5 p.m. Wednesday. As of press time, no formal vote had been taken after disagreements erupted between the Council and city staff over budgetary issues. Those issues included Council Chair Tommy Waters' floor draft of Bill 22—the executive operating budget—which looked to redirect previously appropriated but unused, or 'lapsed, ' city departmental funds to bolster the city's sewer fund, as a way to defray the cost of anticipated multiyear sewer fee rate increases expected to start July 1. 'We have reduced approximately 33 % of inactive vacancies balances across specific departments, ' Waters said of his plan. City staff balked, however. Namely, city Department of Budget and Fiscal Services Director Andy Kawano disagreed with Waters' plan, stating such an action could harm the city's AA + bond rating, particularly as the city tackles federally mandated, multibillion dollar upgrades to its sewer treatment infrastructure and related utilities. During public testimony earlier that day, Laie resident Choon James was critical of the Council's latest budget approval for rail. 'I feel like everyone knows that the rail is the white elephant in the room, ' she said. 'The city is now trying to uncover every (nook ) and cranny trying to raise revenue for core services.' She added 'this is not fiscally sustainable in the long run for ordinary people.' 'And I wish to have this testimony for all of the finance bills there, ' James said. 'Unless we stop tax and spend, tax and spend and do some assessments here and there, local people who do not have a lot of money are going to get into so much trouble and price out of Hawaii.'

LITTLE ROCK, Ark. – The most recent figures from the Department of Finance and Administration show marijuana consumption in Arkansas is increasing in 2025. The figures through May of the year show that over 6,000 pounds of marijuana are purchased from state dispensaries each month. Records show that revenue ranges from a low of $21.9 million in February, when 6,069 pounds were sold, to a high of $25.5 million in May, when dispensaries sold 6,744 pounds. Officials stated that the total revenue for the period from Jan. 1 to May 31 is $121 million, collected by the state's 37 dispensaries. DFA spokesperson Scott Hardin said marijuana sales are putting millions of dollars into Arkansas through tax revenue. 'Tax revenue from medical marijuana is averaging $2.68 million a month in 2025, also an increase over last year,' Hardin said. 'With daily medical marijuana sales averaging $806,000, we are on track to surpass the 2023 sales record of $283 million.' Council to review city's proposed $5.14 billion budget for approval

The Honolulu City Council today is scheduled to review for approval Mayor Rick Blangiardi's $5.14 billion budget package for fiscal year 2026. Submitted in early March, the mayor's budget—which proposes a $3.93 billion operating budget and a $1.21 billion capital improvement program that, if adopted, begins July 1—touted it would cover costs without raising real property tax rates, according to city officials. The city says spending priorities include directing $143.8 million to affordable housing and homeless service facilities. The Council is expected to vote to revise the mayor's spending plan, and take action on other public business. 'The Council is preparing to vote on 15 measures during the third reading, which includes all of the budget bills for this year, ' Aron Dote, the Council's director and chief communications officer, told the Honolulu Star-Advertiser. 'Although the bills had passed out of the Budget Committee, there are some important discussions needed to address, particularly regarding vacancy funding and various allocation and appropriation discussions.' Blangiardi's budget was deemed a more than 9 % increase over the city's current $4.7 billion budget, which the mayor officially signed and adopted in June 2024. Key city revenues were highlighted. Those included a projected $45.6 million increase in the city's real property tax revenue. Currently, those revenues amount to $1.72 billion but are expected to be at $1.77 billion in fiscal year 2026. Revenue increases occurred due to changes in the assessed values for residential properties across Oahu, according to Andy Kawano, city Department of Budget and Fiscal Services director. 'The residential class assessed valuation was up only 1.4 %, and the Residential A classification was up over 5 %, ' he previously told the Council's Budget Committee. 'Those classes drive the increase in real property tax.' Other long-term liabilities involve the over-$10 billion Skyline project expected to open for public service in Kakaako by 2031. Overall, Kawano noted, city departmental budgets will increase by $147 million. Some of those include rising public transportation costs—for bus and rail—which are pegged at $48.9 million ; $39.1 million to fund Honolulu's green waste program and new wastewater billing system in sanitation ; and an increase in salaries due to overtime for public safety and staff recruitment at $34.2 million. Kawano also asserted the city's next CIP budget targets $697.9 million for the construction of police, fire, ambulance and ocean safety facility improvements as well as upgrades to city-owned parks, streets and utilities. As part of the budget process, the Blangiardi administration proposed a 10-year, 115 % sewer fee rate increase that's expected to begin this summer. City officials say proposed sewer fee hikes under city-initiated Bill 60 are necessary to support ongoing wastewater operations and maintenance efforts, as well as a $10.1 billion capital improvement program for Oahu's wastewater collection and treatment system that is planned through 2040. And they assert the work includes a $2.5 billion upgrade to the Sand Island Wastewater Treatment Plant as required under a 2010 federal consent decree. On May 27, the Council's Budget Committee approved on a split vote the passage of a committee draft of Bill 60. Budget Committee Chair Tyler Dos Santos-­Tam's version of the measure, which shaves the city's decade-­long span for increased rates down to about six years, will start Jan. 1, 2026, and run through 2031. Dos Santos-Tam's Bill 60 proposes sewer fee increases for a household that uses about 6, 000 gallons per month—deemed 50 % of all single-family households in Honolulu—equates to a 6 % increase in sewer fees in fiscal year 2026, 7.5 % in fiscal year 2027, 8.5 % in fiscal year 2028, followed by 9 % over the remaining three fiscal years. The Council is also expected to review for approval Honolulu Authority for Rapid Transportation's $968.3 million budget package proposed for city rail in fiscal year 2026. The meeting begins at 10 a.m. inside the Council chambers, 530 S. King St.
