Integration of welfare platforms via eBantuanJKM enhances efficiency
KUCHING: The Federal and Sarawak governments, in collaboration with the Social Welfare Department (JKM), have successfully integrated their respective welfare assistance platforms via the eBantuanJKM system.
Minister of Women, Family and Community Development, Datuk Seri Nancy Shukri, said the initiative aims to eliminate abuse and enhance the efficiency of welfare aid delivery.
'The system has existed for 15 years, but was only recently implemented in Sarawak. Previously, the Federal and Sarawak governments operated separate systems, which created various challenges.
'If you follow the news, there have indeed been cases where certain parties exploited weaknesses in the system,' she told reporters after officiating the launch of the eBantuanJKM system today.
As of May this year, she said a total of 55,457 recipients in Sarawak had received RM123.78 million in aid under the integrated system.
Earlier, in her speech at the event, Nancy also announced that JKM is currently developing a new platform, the Welfare Assistance Management System 2.0 (SPBK 2.0), which will replace eBantuanJKM by the end of 2026.
'The current system is now facing technological limitations. SPBK 2.0 is being developed as a high-impact solution, aligned with the MyDIGITAL initiative and the Malaysia Digital Economy Blueprint,' she said.

SSB Sibu Branch in urgent need of funds to support registered beneficiaries and cover operational costs of the care centre. SIBU (June 13): The Sarawak Society for the Blind (SSB) Sibu Branch is appealing for continued public support as it faces a monthly operational need of approximately RM13,000. The branch's vice-chairperson Datin Sri Judy Lau said the funds are essential to cover living allowances for its registered blind members and maintain the daily operations of its care centre. According to her, each registered blind individual currently receives a monthly living allowance of RM100 to help cover basic daily necessities. 'At present, there are about 80 registered recipients from the central region of Sarawak. At one point, the number had exceeded 100 individuals,' she told a press conference following a management meeting with the association on Thursday. The SSB care centre, which is operated by the branch, currently employs three full-time staff and houses one full-time resident. In the past, the centre also provided massage therapy training for the visually impaired. 'Today, many of them have become independent and are able to work on their own. 'Nevertheless, we continue to provide monthly living allowances,' Lau noted. She added that when the centre receives donated items such as rice or other essentials, these are distributed to eligible recipients. 'Every month, recipients will come to the centre to collect their allowances and any available aid,' she explained. Lau highlighted that anyone certified as blind by the Social Welfare Department (JKM) is eligible to register as a member of the society and receive the benefits provided. The Sarawak Society for the Blind (SSB) Sibu Division Branch will hold its 47th annual Open Day cum charity sale on October 12, from 7am to 12 noon, at the Sibu Blind Centre. According to organising committee chairperson Datin Sri Judy Lau, the fundraising target for this year remains at RM150,000 – the same as last year's benchmark. 'We hope the event will receive strong support and participation from the public, just as it has in previous years, so we can achieve our fundraising goal,' she said at a press conference, following a preparatory meeting on Thursday. Last year's event exceeded expectations by raising RM180,000, surpassing the original target, she revealed. Lau also expressed her gratitude to donors and supporters who have consistently contributed to the association's charitable efforts. This year's event will feature around 30 stalls, with the primary focus on food sales. In addition, a variety of items including daily necessities, ink paintings, decorative plants, and other goods will be available for purchase. To boost engagement, the organising committee is introducing two awards – 'Best Decorated Stall' and 'Top Fundraising Unit'. 'At the moment, charity sale tickets are being printed and will be distributed to confirmed participants and made available to the public soon,' Lau noted. eBantuanJKM officially rolled out in Sarawak to boost aid delivery

JKM director-general Datuk Che Murad Sayang Ramjan said the event was held to recognise the significant contributions of stakeholders involved in the system's rollout in Sarawak. 'This programme is intended to acknowledge those involved in the successful rollout of the eBantuanJKM system in Sarawak, particularly officers and staff from divisional and district welfare offices who manage federal welfare assistance,' he said. Che Murad also thanked the Accountant General's Department of Malaysia (JANM) for their role in integrating the federal government's financial and accounting system (iGFMAS) with eBantuanJKM. Recognition was also extended to the Federal Secretary for Sarawak and the Sarawak government for their support in facilitating implementation across the state. He emphasised that financial assistance remains a core service of JKM, helping targeted communities sustain a decent quality of life. 'There are currently 11 financial aid schemes under JKM and these include the Children Assistance (BKK), Elderly Assistance (BWE), and the Disabled Workers Allowance (EPOKU), the Assistance for Non-Working Persons with Disabilities (BTB), Care Assistance for Bedridden Disabled or Chronic Patients (BPT), and the Federal General Assistance (BA). 'Other schemes are the Foster Child Assistance (BAP), Apprentice Training Assistance (BLP), Launch Grant Assistance (GP), and Prosthetic or Support Equipment Assistance (BAT),' he said. As of 2024, a total of 550,416 individuals nationwide received assistance via JKM, with a combined allocation of RM2.33 billion. In Sarawak alone, 43,956 recipients have benefitted, with disbursements amounting to RM214.45 million. The eBantuanJKM system, first developed in 2006 and launched in 2007, features a centralised database to improve the monitoring and management of aid recipients at the federal level. It has enabled the elimination of manual payment vouchers, reduced the use of transit accounts, helped prevent misuse of funds, and ensured that all implementing offices comply with current financial regulations. Che Murad extended his appreciation to Women, Family and Community Development Minister Datuk Seri Nancy Shukri for officiating at the launch and to all agencies involved in supporting the efficient delivery of federal financial aid via the eBantuanJKM system.
