2019 anti-CAA violence in U.P.'s Rampur: Over ₹11 lakh recovery from 195 rioters ordered

The Uttar Pradesh Public and Private Property Damage Recovery Claims Tribunal in Meerut has directed for the recovery of ₹11,08,901 from 195 individuals involved in the 2019 violence against Citizenship (Amendment) Act (CAA) in Rampur.
The three-member tribunal, chaired by Dr Ashok Kumar Singh, and comprising members Garima Singh and Alok Pandey, on Wednesday delivered the order after three years of hearing in the case titled 'State Government vs Islam & Others'.
The violence, which erupted on December 21, 2019, caused extensive damage to public and private property in Rampur. According to the tribunal's records, a mob of 400–500 people, led by one Islam and others, gathered after raising inflammatory slogans during a protest against the CAA. The crowd marched from Hamid Inter College towards Eidgah Shahbad Gate, breaking barricades, and attacking security forces with gunfire and stones at Hathi Khana Crossing.
According to the tribunal order accessed by HT, the damages included a government jeep, wireless equipment, multicoloured lights, sirens, motorcycles, fibre batons, helmets, body protectors, tear gas cans, barricading materials, iron barriers and folding barriers.
Additionally, five private motorcycles, a scooter, and a mobile phone were also destroyed, with the total loss assessed at ₹11,08,901.
In 2022, Rampur police filed a claim with the Meerut tribunal, seeking recovery from 197 accused. After issuing notices and conducting hearings, the tribunal found 195 of the accused guilty, ordering them to pay a fine of ₹5,687 each.
The Rampur DM has been tasked with recovering the total amount within 30 days as per Section 23 of the Public and Private Property Damage Recovery Act, 2020. The recovered sum will be deposited in the government treasury.
If the guilty fail to pay the fine within the stipulated period, the DM will treat the amount as arrears of land revenue with an additional 6% simple interest and recovery expenses applied until the fine is settled, the order mentioned.

COIMBATORE: A special court for the trial of cases under the Tamil Nadu Protection of Interests of Depositors (TNPID) Act in Coimbatore on Friday awarded 10 years rigorous imprisonment to the managing director of an emu farm for cheating 385 investors of Rs 7.61 crore. The court imposed a fine of Rs 7.89 crore on him. Guru alias Gurusamy, 46, was functioning as managing director of Susi Emu Farms (India) Private Limited at Perundurai in Erode district. The farm had opened branch offices in Salem, Coimbatore, Namakkal and a few other places in the state. In 2012, the firm offered various ponzi schemes to lure investors. It received investments of Rs 7.61 crore from 385 investors in Salem district, said K Muthu Vijayan, special public prosecutor for the TNPID court. The Salem economic offences wing (EOW) police registered a case against Gurusamy and two managers of the firm, Kathirvel and Suresh, under sections 406 and 420 of the Indian Penal Code and Section 5 of the TNPID Act in 2012. After hearing the prosecution and defence counsel arguments, special court judge M N Senthil Kumar delivered the verdict on Friday evening. Thiruvananthapuram: The home department by an order on Friday directed Kinfra to return the 50-cent land to a woman entrepreneur Usha Umesh, 53, from whom the land was seized by the key accused in the Nirmal Krishna deposit fraud. Until a few years ago, Umesh was operating Pooja Garments on the land at Kinfra Park, but the accused K Nirmalan evicted her using fraudulent methods. He then took over the land and the 54,000 sq ft building at the park by flouting all norms. The accused then reportedly paid Rs 89 lakh as a lease premium for the land to Kinfra. The land and factory are currently owned by one Sreejith, a close aide of Nirmalan and an accused in the deposit fraud. The order issued by the home department also directs Kinfra to remit the lease premium of Rs 89 lakh to Banning of Unregulated Deposit Schemes (Buds) Act, Authority, which initiated recovery proceedings against the accused. "Kinfra leased out the land to Nirmalan when it was already owned by me. Kinfra could not produce the pact when it was sought through an RTI query.
