Odisha to simplify land classifications, ownership types

1 2 Bhubaneswar: In an attempt to streamline land administration, the state govt plans to drastically reduce the number of land classifications and ownership categories, revenue and disaster management minister Suresh Pujari said here on Tuesday. The state will bring down the existing 7,000-plus types of land classifications to just 27 categories through legislative amendments. Additionally, the govt aims to slash the current 3,000 different types of land ownership to double digits, the minister said. "This simplification will make land administration more efficient and user-friendly to the advantage of both private landowners and govt authorities," Pujari said while speaking to the media. The minister said similar types of land have been categorised into different "kisams" (types) while land ownership (Satwa) has also been classified into multiple categories, which were unnecessary. These occurred because of the very old and archaic laws governing land, some dating back to pre-British era. With the changing times, the move to cut down the categories will simplify land administration process, both for land users and govt agencies, the minister said. Pujari said the notification for reducing the land types will be out within the next few days. "For renaming the ownership pattern into double-digit numbers, consultations are ongoing with various stakeholders. This process will also be completed soon," he said. While land ownership is broadly governed by the Orissa Land Reforms Act, 1960, the types are mentioned in various Acts such as the Orissa Estates Abolition Act, 1951; Transfer of Property Act, 1882; Angul Laws Regulation, 1936 and the Khondmals Laws Regulation, 1936; Madras Estates Land Act, 1908; Orissa Merged States (Laws) Act, 1950, among others. Larger categories of land are agricultural, homestead, industrial, govt and forest land, and each has been divided into multiple classifications. While agricultural land is broadly divided into irrigated and non-irrigated, land in the govt's revenue records is recorded as 'maal', 'bahal', 'bhogra' and so on. Similarly, govt land comes under categories such as 'gochar', 'rakhshit' or 'sarbasadharan', 'tanks', 'roads' and public places of worship, with all of them having different names. It's the same for land ownership with multiple classifications for each category.

UK MPs vote to decriminalise abortion amid concerns over prosecution of women; what does current law say?

British MPs on Tuesday, June 17, 2025, voted to decriminalise abortion in England and Wales after a lawmaker argued that it was cruel to prosecute women for ending a pregnancy. The House of Commons approved an amendment to a broader crime bill that would prevent women from being criminally punished under an antiquated law. Labour MP Tonia Antoniazzi introduced one of the amendments. She said that the change was required because police have investigated more than 100 women for suspected illegal abortions over the past five years, including some who suffered natural miscarriages and stillbirths. 'This piece of legislation will only take women out of the criminal justice system because they are vulnerable and they need our help,' the Labour MP said. 'Just what public interest is this serving? This is not justice; it is cruelty, and it has got to end,' he added. The amendment put forward by Antoniazzi passed with the support of 379 lawmakers, while 137 voted against it. The House of Commons will now need to pass the crime bill, which is expected, before it goes to the House of Lords, where it can be delayed but not blocked. The amendment came following growing calls demanding change in the law as the number of women investigated, arrested or prosecuted has increased in recent years. The framework of access to an abortion, which includes the requirement for two doctors' signatures and the time limits at which terminations can be carried out, will remain the same, The Guardian reported. Doctors who act outside the law will still face the threat of prosecution. Live Events But women who terminate their pregnancy outside the rules, for instance, after the time limit or by buying pills online, will no longer face arrest or prison. What does the current law say According to the prevailing law, doctors can legally conduct abortions in England, Scotland and Wales up to 24 weeks and beyond that under special circumstances, such as when the life of the mother is in danger. Abortion in Northern Ireland was decriminalised in 2019. The law saw changes during the COVID-19 pandemic. Women were allowed to receive abortion pills through the mail and terminate their own pregnancies at home within the first 10 weeks. That has led to a handful of widely publicised cases in which women were prosecuted for illegally obtaining abortion pills and using them to end their own pregnancies after 24 weeks or more. Anti-abortion groups, who were against the measures, argued that it would open the door to abortion on demand at any stage of pregnancy.

PM Modi ended country's political instability that persisted since 1984: Javadekar

'Modi government recently completed 11 years at the Centre. We all need to understand the significance of these 11 years. The first thing is that Modi ji gave a stable government to the country. Since 1984, political instability had persisted, but Modi ji ended that by giving the country a stable government in 2014,' he said. Javadekar was addressing reporters in Pune on the completion of 11 years of the Modi government at the Centre. Pune, Jun 17 (PTI) Senior BJP leader and former Union minister Prakash Javadekar on Tuesday said Prime Minister Narendra Modi ended the political instability that had persisted since 1984 by providing the country with a stable government. 'This third term will continue till 2029, and we are confident that the BJP will win the upcoming terms as well,' he said. The government works round the clock with the motto of 'sabka saath, sabka vikas', he said. 'The greatest achievement of this government is that in all these 11 years, not a single Union minister has faced any serious allegations of corruption. This is no small feat. One can recall the days under the Congress-led UPA government when, every other day, allegations of corruption were levelled against ministers, many of whom had to resign,' he said. Javadekar asserted that India's stature on the global stage has risen under the Modi government. 'Internal security has improved in the past 11 years. Schemes like Make in India, Atmanirbhar Bharat in the defence sector, abrogation of Article 370 in Jammu and Kashmir, the construction of the Ram temple in Ayodhya, and the rise of the Indian economy from 10th to 4th position globally are among the key achievements of this government,' he said. In 11 years, poor people were empowered as Rs 43 lakh crore were transferred to them through Direct Benefit Transfer (DBT), resulting in more than 30 crore people being lifted out of poverty, he added. The former minister said India sent a strong message to Pakistan's terror networks through surgical strikes, the Balakot air strikes and Operation Sindoor. The Modi government's other achievements include the revamp of Indian Railways, introduction of Vande Bharat trains, expansion of the metro rail services, reduction in bank NPAs, income tax relief for individuals earning up to Rs 12 lakh, provision of tap water connections, construction of toilets, opening of Jan Dhan accounts, and the launch of the UPI platform, according to him.
