MCD urges public to verify permissibility of commercial activities

NEW DELHI: TheMunicipal Corporation of Delhi has requested the public to verify whether any proposed commercial activity is permissible under the Master Plan-2021 before depositing conversion, parking, registration, or Health Trade License (HTL) charges.
This verification can be done either through the official MCD website or by visiting the relevant MCD office.
The civic agency informed that it has developed a software application for issuing Health Trade Licenses and for accepting conversion, parking, and registration charges. However, it clarified that the use of any premises for commercial purposes is strictly regulated by the provisions of Master Plan-2021. Accordingly, a Health Trade License can only be issued for activities that are permissible under the plan.

Meerut leads India in implementing Transit Oriented Development (TOD) zones, integrating them into its 2031 Master Plan. This initiative combines urban development with transit projects, creating potential real estate prospects in the area. The Meerut Development Authority (MEDA) has allocated 3,273 hectares for TOD, with 2,442 hectares divided into seven TOD zones and two special development area (SDA) zones along the Namo Bharat and Meerut Metro routes. "While the majority of the land is privately held and we will earn revenue through FSI, we are also planning a 300-hectare township where we will auction land to private developers," Vijay Kumar Singh, town planner at MEDA told ET. "We are doing the zonal planning in consultation with NCRTC ." The National Capital Region Transport Corporation (NCRTC) is constructing India's inaugural Namo Bharat corridor connecting Delhi, Ghaziabad, and Meerut. This represents India's first Regional Rapid Transit System (RRTS) train service. "By harnessing the potential of transit-oriented development and value capture financing, NCRTC is enhancing the financial sustainability of the Namo Bharat project," said Shalabh Goel, managing director, NCRTC said according to the report. "This integrated approach is poised to redefine the future of transportation infrastructure, fostering vibrant, liveable communities and generating economic value that benefits both the region and its residents." The SDA zones comprise 458 hectares in Meerut South and 373 hectares in Modipuram, situated at opposite ends of the Meerut metro section. Uttar Pradesh established its TOD policy in 2022. International cities including Stockholm, Copenhagen, Hong Kong, Singapore, and Tokyo have effectively utilised TOD to support public transport and improve urban planning, resulting in enhanced economic productivity and living standards. The Delhi-Ghaziabad-Meerut Namo Bharat corridor spans 82 km, with 68 km in Ghaziabad and Meerut districts. The infrastructure will additionally support local metro services in Meerut. The 2017 National Metro Rail Policy emphasised viewing urban mass transit projects as transformation initiatives rather than mere transport projects. It required states to explore various revenue options for long-term financial viability. The housing and urban development ministry introduced value capture financing policy, enabling states and union territories to utilise their assets, including unused land, for infrastructure development. According to UP's TOD policy, areas within 500 metres of city mass transit systems and 1.5 kilometres alongside intercity transit systems like Namo Bharat constitute TOD zones. These zones permit taller, mixed-use developments including residential, commercial, and office spaces with public facilities. The base floor area ratio will increase from 2.5 to 4 in developed areas and 5 in undeveloped areas. Ghaziabad has identified its TOD zones and included them in its master plan, awaiting state government approval for implementation.

The Central Consumer Protection Authority (CCPA) has directed over 50 digital platforms to remove dark patterns and complete self-audits within three months. What are dark patterns, and why is the CCPA sounding the alarm? Mint explains. What are dark patterns? Dark patterns are deceptive practices used on websites or apps of digital platforms to influence users into actions they may not have planned. These tricks are designed to benefit the platform at the user's expense, and can lead to a financial loss for the user. Dark patterns could include a range of actions like requiring users to submit unrelated private details to continue, enabling automatic renewal of subscription without user-consent or making it hard for the user to unsubscribe, adding new items or increased quantity of a selected item without consent, showing ads disguised as content, among others. What's the CCPA advisory? The Central Consumer Protection Authority last week issued an advisory to e-commerce platforms, urging them to take concrete steps to eliminate unfair trade practices that fall under the category of dark patterns. The advisory called upon platforms to conduct self-audits within three months of the issue of the advisory to identify such practices and submit a self-declaration stating that they are not involved in dark patterns. This move comes in the wake of growing regulatory scrutiny, with the CCPA having already issued 11 notices related to dark patterns, according to Consumer Affairs Secretary Nidhi Khare. Which are the companies under the lens? Notices went out to e-commerce firms, travel aggregators, food-tech platforms, ride-hailing firms, meditech start-ups, streaming services, and fintech firms. Companies include Amazon, Flipkart, Meesho, Paytm, Uber, Apple, Meta, Nykaa, Zomato, Swiggy, Tata 1mg, BookMyShow, BigBasket, Namma Yatri, and Snapdeal among others. How would it monitor dark patterns? The consumer affairs ministry has set up a joint working group (JWG) to strengthen oversight of dark patterns. Comprising key ministries, regulators, consumer rights groups and law universities, the JWG has been tasked with identifying violations, monitoring compliance with dark pattern guidelines, and recommending enforcement actions. It will also propose consumer awareness initiatives and policy measures aimed at curbing deceptive practices and promoting a fairer digital marketplace. Have there been any earlier guidelines? The Consumer Protection (E-Commerce) Rules, 2020 mandate that platforms must obtain user-consent through 'clear and affirmative" action. Meanwhile, the Consumer Protection (Direct Selling) Rules, 2021 hold entities directly accountable for engaging in deceptive or misleading trade practices. In 2023, the CCPA introduced the Guidelines for Prevention and Regulation of Dark Patterns, aimed at curbing 13 manipulative design tactics such aw 'false urgency,' which pressures users into immediate purchases.

1 2 3 Mohali: In a significant move towards urban development and land optimisation, the think tank for New Chandigarh has unanimously approved an amendment to the Master Plan that will allow mixed land use (MLU) for the truck transport terminal zone. The zone, located within the revenue limits of Bharojiya village and adjoining HR-2 road, was previously designated solely for transport-related infrastructure. The decision came after a brainstorming session under the chairmanship of Mohali deputy commissioner Komal Mittal at the District Administrative Complex. The session saw participation from a diverse panel comprising representatives from various government departments, private enterprises, public sector institutions, and social organisations. DC Komal Mittal said, "The approved proposal will now move through formal administrative procedures to be incorporated into the revised Master Plan of New Chandigarh. It was much required for the development of the New Chandigarh area." Officials believe that this amendment will help in attracting more investment to the region while addressing long-term infrastructure and housing demands. The mixed land use model is expected to provide flexibility for development and improve the overall liability of New Chandigarh.
