Conference Calls for Policy Changes to Advance Africa's Digital Future

Following the conclusion of the Internet Society's 2025 Internet Development Conference (apo-opa.co/3XavxCL), key stakeholders are calling for policy action to address critical challenges and opportunities for Internet development across Africa.
The conference brought together policymakers and tech leaders in Addis Ababa, Ethiopia, to discuss Internet development in the Intergovernmental Authority on Development countries (Djibouti, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda). 250 attendees representing stakeholders across Africa heard from 50 speakers, including the Minister of Innovation and Technology for Ethiopia and the Director General of the Ethiopian Communications Authority, who shared insights on the most pressing Internet-related topics in the region, from governance and infrastructure expansion to digital literacy and policy improvement.
The Internet Development Conference 2025 reinforced the importance of regional collaboration, investment in digital infrastructure, and progressive policy changes to build a stronger, more inclusive Internet ecosystem in Africa.
The conference produced ten key policy calls to action:
Strengthen Regional Collaboration and Integration: Promote cross-border infrastructure development, harmonize policies, and establish regional regulatory bodies to facilitate seamless connectivity and economic growth.
Prioritize Infrastructure Development and Sharing: Accelerate investment in essential Internet infrastructure, including expanding backbone and last-mile connectivity, promoting the development of carrier-neutral data centers, and encouraging infrastructure sharing among operators.
Expand IXP Deployment: Support the establishment and expansion of Internet Exchange Points (IXPs) to improve local traffic routing, reduce latency, and lower Internet costs.
Bridge the Access Gap through Targeted Interventions: Implement universal access policies and targeted subsidies to connect underserved and rural areas, addressing both connectivity and device affordability.
Develop Digital Skills and Literacy Programs: Invest in comprehensive digital skills training programs to empower citizens with the skills needed to utilize the Internet effectively.
Harmonize Digital Strategies and Regulations: Harmonize regulatory frameworks across the continent and streamline bureaucratic processes to facilitate investment and cross-border connectivity.
Promote Innovation and Entrepreneurship: Foster a supportive environment for local content development, tech startups, and innovation in the digital sector.
Support Open Data Standards for Infrastructure Mapping: Promote the adoption of open data standards for telecommunications infrastructure to improve transparency and facilitate informed investment decisions.
Encourage Public-Private Partnerships (PPPs): Leverage private sector expertise and investment through PPPs to expand internet access and infrastructure development.
Measure and Monitor Internet Connectivity: Utilize data-driven tools to monitor Internet performance, identify outages, and track progress toward universal access goals.
These calls to action are grounded in the recognition that a resilient and accessible Internet is crucial for Africa's social and economic development.
According to the Internet Society's Pulse tool (apo-opa.co/4b1T9iR), an index that tracks key metrics related to infrastructure, performance, security, and market readiness, Africa's overall Internet resilience score now stands at 34, reflecting a one-percentage-point increase between 2022 and 2023—the latest data available. This means more reliable access to essential online services like education, healthcare, and economic opportunities for millions across the continent.
Western Africa and Middle Africa demonstrated the most significant regional improvements, each with a 2-point increase in their overall resilience scores. East Africa also continues to strengthen, with gains spread across multiple countries, including Ethiopia.
'While we see promising growth in Internet resilience across Africa, challenges remain in connecting the unconnected and ensuring equitable access for all,' said Dawit Bekele, Regional Vice President for Africa at the Internet Society. 'This conference has reinforced the importance of infrastructure development and paves the way for deeper regional collaboration on Internet infrastructure, regulatory advancements, and digital innovation."

Germany's Culture Ministry is planning to bring a law to tax the American online giants like Alphabet of Google and Meta of Facebook. The rate of taxation is to be 10 per cent. The grounds on which taxation is to be imposed are interesting and even new. German Culture Minister Wolfram Weimer told the magazine, Stern, 'These corporations do billions in business in Germany with extremely high profit margins and benefit enormously from the country's media and cultural output as well as its infrastructure – but they pay hardly any taxes, invest too little, and give far too little back to the country.' There is more than an element of truth in Weimer's statement. Google and Facebook thrive much from the media content that populates their platforms, which is one of the reasons that millions of Net users throng them, to get the news in a jiffy as it were. Both Google and Facebook do not create an iota of their own content. They thrive on what they take from others, either directly or through their own users. Australia overcame the problem by giving in to the demand of newspapers and other old media, that Google should pay them for using their content. Weimer is stating the fact that the online platforms are using cultural output of the country – whether it be music, films, art – and they do not do anything to sustain the cultural events. Similarly, the Internet penetration in the country and the infrastructure that sustains it is what enables millions of Germans to use Google and Facebook, and it is on the large number of users that these online companies earn their revenues. It is but reasonable that the online companies should be made to pay taxes of some kind. Weimer has even suggested voluntary contribution on the part of Google and Facebook. But this may be impracticable. No company will be willing to make voluntary contribution in lieu of taxes. The American online platforms have an advantage over national players because they have worldwide footprint because of the investments they made in the search engines reaching the ends of the globe as it were. They are indeed reaping benefits from it. But do they have an obligation to the regions and countries in which they operate? Google and Facebook can argue that they have built the cyber bridges to connect the different places, and they are allowing a free use of it. The owners of these platforms would not let these sites remain free if they were not earning enough revenue in billions of dollars. If they did not make money, they would have imposed some user-charges from the thousands of millions who use them around the globe. They can say that they have boosted other businesses through the space they have opened up for other businesses. These arguments do not however discredit the demand for tax payments from national governments. That these online payers use national airwaves is a fact. It can be argued that it is the telecom companies in these countries which have the right to charge these companies. But the search engines with enormous Cloud or memory power which sustain these platforms do cost enough money, but the revenue generated by advertisers outstrips the investment and costs of maintenance. National governments have a legitimate right to demand tax from the online platforms because they operate within the sovereign territory of a country. Facebook and the Google do not have the solidity of an iPhone, but they are at the same time cyber-products. They can be treated as taxable products or services. The rate of taxation should remain flexible enough so that the thriving business of connecting people is not affected or dampened.

The initiative focuses on offsetting greenhouse gas emissions from ink, paper, and electricity used in Canon-related printing operations across the bank. The project aims to compensate for 25 tons of CO2 emissions annually. Currently, Ajman Bank manages over four million print impressions each year. This move reflects a strong commitment to environmental responsibility from both organizations. The bank revealed that the program uses advanced software to calculate emissions from Canon printers and multifunction devices. It then supports certified projects that compensate for an equal amount of CO2 in other regions. Canon's Managed Print Services and digital workflow solutions, such as uniFLOW, are integrated into the program. These tools help optimize operations while reducing energy use and environmental impact. Zohaib Ali Zahid, Head of ESG at Ajman Bank, stated that the bank is committed to sustainability across its operations. He highlighted that the initiative supports efforts to reduce the environmental footprint of paper and printing activities. Abdulaziz Al Ali, Head of Administration at Ajman Bank, added that this is one of several initiatives to cut greenhouse gas emissions. He reported that the bank is also adopting energy and resource-efficient practices internally. Canon confirmed that this project is part of its global climate compensation efforts. These include: Wind energy developments in India and Indonesia Clean cookstove programs in Uganda Reforestation projects worldwide Shadi Bakhour, B2B Business Unit Director at Canon Middle East, emphasized that Canon is dedicated to sustainable practices aligned with its philosophy of Kyosei. He said the collaboration with Ajman Bank serves as a model for responsible print operations in the UAE and the Middle East. The initiative is certified by Gold Standard and verified by Climate Partner. It meets ISO16759:2013 standards for carbon footprint quantification. Ajman Bank reported that the program also aligns with growing interest in ESG-compliant procurement. Canon continues to work with various stakeholders, including businesses, governments, and academic institutions, to promote environmentally conscious practices.
