
How to buy a cheap luxury car
Fancy buying a used car for a lot less than you might normally pay? It's possible but with catches: you'll need to do some work to find the car you're after. If you do discover a motor made for you, it may be slightly damaged. And it will almost certainly have an 'interesting' history.
More people than ever are choosing to buy cars that have been seized and then re-sold by the authorities, often using either the Proceeds of Crime Act (POCA) or the Police and Criminal Evidence Act (PACE).
You can get some real bargains
I spotted a 2018 Audi SQ5 Quattro on the RAW2K Vehicle Auctions website. It was deep metallic blue, had done only 31,000 miles and I could overlook its 'bling' side steps for an initial high bid of £13,600. For comparison, on a popular sales website, a similar 68-reg SQ5 that had done 57,000 miles was selling for £28,320. Others were £30,000-plus.
With half an hour of its auction to run, the SQ5's price remained encouragingly low. Then the sale lit up. Increasing in increments of anything from £10 to £200, bidding eventually stopped at £17,310. Including VAT plus the 6 per cent buyer's premium and £25 release fee, the total cost was £22,048 – so at least £6,000 cheaper than buying a similar example from a dealer.
At the same time, a 2019 Citroen Relay 35 van that had done 48,000 miles was going through. Bidding started at £180 and it eventually sold for £3,260 (£4,248 including VAT and fees). Although tatty around the edges, that's still only about two thirds of the price of a much higher mileage version on a van sales site.
There are big savings to be made
On the face of it, an Audi with structural damage for 20 per cent less than a cheap 'legit' one might not look that appealing. But it starts to make sense provided you can carry out any remedial work yourself. And in terms of 'seizure bargains', the Audi looks like an outlier; the Citroen more usual.
Mark Bennett, head of RAW2K, told us: 'Typically you can get a car for 60 per cent of its CAP value [the guide most dealers use]. Some will have a full MOT, be in very good condition and have a standard mileage.
'We get a lot of private individuals buying and fixing them up as a side hustle, plus businesses which turn them round and sell them.' And with seizures frequently being high-end models from prestigious makes such as BMW, Audi and Bentley, they can be an attractive potential money maker.
Addison Pye, the director of auctioneer John Pye and Sons, revealed: 'We're selling more vehicles on behalf of the government and police authorities each year, both due to increased supply as well as our success in securing government contracts.'
But there are catches…
If you're considering going down the route of buying a police seizure, it's not all cheap cars for no effort.
The Audi I was interested in was a Category S write-off, so requires professional repair before it can be legally put back on the road. And since these are online auctions, the website is clear that you can't see the cars in the metal – let alone drive them – before bidding.
Also, both the Audi and Citroen were located in Preston, so not particularly convenient for where I live on the south coast. And if you win the auction, the cars cannot be driven away so you need to arrange transport to your home or workshop.
But at least both cars had keys with them, which isn't always the case. Bennett said: 'You'd think we must have the keys but actually about 50 per cent of the cars we sell don't. They often get lost in the process [by the police] or perhaps the car's owner wants to be a nuisance and throws them away.'
Cars will also have a variety of damage. Bennett added: 'Some will be clean, others will have minor damage, some major. But it's often just cosmetic bumper damage or similar.'
Where do cars seized by the police end up for sale?
There are a number of auction houses that feature sales of vehicles seized by the authorities. RAW2K disposes of seized cars from 26 of the UK's 45 police forces. According to Bennett, around 18,000 cars a year go through its sites around the country, about 95 per cent of them being police seizures.
John Pye and Sons works with more than 25 police and government authorities. These seizure contracts make up around 75 per cent of the 15,000 vehicles it sells annually and the number is growing.
Some police forces even have their own Ebay shops for selling POCA seizures and other surplus equipment. Sussex Police, for example, had a set of Skoda Octavia locking wheel nuts for £10, although it doesn't sell complete cars this way. 'Cars that can be re-sold as working go through Brightwells (auctions),' a spokesperson told us.
How can police sell stolen cars?
Pye explained: 'POCA enables authorities to seize and sell assets, including vehicles, that are linked to criminal activity. This can happen through confiscation orders (after conviction) or civil recovery (without conviction).
'John Pye auctions sells these vehicles on behalf of UK law enforcement agencies, such as the police, HMRC and the National Crime Agency (NCA). The proceeds from these sales are typically reinvested into crime prevention, law enforcement or public services.'
Auction houses also get vehicles that are taken as evidence through PACE but are never reclaimed. And, of course, as these vehicles come via the police, you're never going to buy a cloned car from one of these auctions. There can be downsides, however. 'We did have one car that had a turtle in a tank in its boot,' Bennett said. 'And vans tend to have lots of rubbish in them.'
The auction houses clear out personal belongings and retain personal belongings such as driving licences and bank cards in case they are reclaimed. But they do draw a line: 'Cars with needles from drug users in them are crushed, as is any vehicle that's got blood splattered around it,' Bennett said.

The quality is exceptional, though, and the materials are first-rate. While the overall design will be familiar to A4 owners, the low-slung, sportier driving position will not. Audi's Virtual Cockpit digital dashboard and slick 10.1-inch MMI infotainment system feel thoroughly modern, too. At 450 litres, it's also a significant 50 litres larger than the C-Class Coupe's load bay. Used Audi A5 deals For: Elegant looks, soft ride, easy access to rear seats Against: Numb steering, clunky infotainment set-up Mercedes is known for upmarket, classy styling and cruising comfort, and these qualities have been distilled in the Mercedes E-Class Coupe. With curvier surfacing, chrome details and a tapered rear, it's a more adventurous design than the Audi. Skip advert Advertisement - Article continues below The driving experience is laid-back; it has a pliant ride and smoothes poor surfaces well, although the lifeless steering is a letdown. But the nine-speed automatic gearbox is smooth, while its short ratios offer strong in-gear punch. A 2019 27,400-mile 194bhp E220d, with a 0-62mph time of 7.4 seconds, is within budget at around £24,000. The E-Class's interior is just as stylish as the exterior, with a swooping dash architecture, metal switchgear and lavish detailing throughout: the speakers for the optional Burmester stereo are a particular highlight. However, look more closely and the material quality isn't quite as consistent as its rivals', and the tech is ever so slightly off the pace. Skip advert Advertisement - Article continues below On the road, its well tuned rear-drive chassis is the most rewarding of this trio, with taut body control and direct steering encouraging the driver to get stuck in. The 4 Series isn't as cosseting as the C-Class over broken surfaces, but it isn't uncomfortable, either. For £21,500, you can buy a first-gen 2020 420d with 187bhp and 13,000 miles on the clock. The 2.0-litre diesel engine achieves around 50mpg. While the 4 Series might be the most engaging car here from behind the steering wheel, the interior isn't particularly inspiring. The 4 Series makes do with a dull design and black plastic switchgear that doesn't have the same sense of occasion. It's very well built, but lacks the opulence of its competitors from Audi and Mercedes. BMW's iDrive infotainment system is the most intuitive of the three, though, despite lacking some of the modern technology that is fitted to the Audi. The rear seats are usable for most adults, despite the car's swooping silhouette, and the boot capacity is definitely competitive, at a reasonable 445 litres. JOHN MURDOCH'S DRIVE TIME: We take a spin in the new KGM Actyon and highlight AUDI's new entry-level model to its e-tron range
The Actyon has strong kerb appeal and features Korean-flag inspired daytime running lights, upright tail lights, black roof rails and privacy glass. In this instalment of John Murdoch's Drive Time, John takes a spin in the new KGM Actyon, a smart-looking SUV from Korea, and highlights how AUDI is releasing a new entry-level model to its e-tron range. The stylish five-door Actyon is the first offering from KGM, the company that recently acquired SsangYong, and it is hoping that the newcomer will be a sales success. Featuring a 1.5-litre petrol engine and available in just one smart trim, the Actyon is an eye-catching coupe-SUV from the Korean company and it combines good looks, advanced technology and practicality for just under £37,000. The Actyon has strong kerb appeal and features Korean-flag inspired daytime running lights, upright tail lights, black roof rails, privacy glass, and handsome 20-inch alloy wheels and lots more. The interior is also impressive and boasts eight-way power-adjustable seats in a mix of Nappa leather and suede and are both heated and ventilated. There is a nice hexagonal leather steering wheel which offers bags of adjustment and features heating and controls. A pair of 12.3-inch screens sit behind a curved glass panel with the left screen handling all the on-board tech, including the navigation, Apple CarPlay and Android Auto smartphone connectivity, Bluetooth, a rearview camera, and ambient lighting. Behind the steering wheel the other screen displays all the essential driving information and there is also a favourites button on the wheel which allows the driver to customise frequently used features for quick access. This means you don't constantly have to fiddle with touchscreen menus. There is stacks of space inside for five to travel in comfort with lots of head, shoulder and legroom. A powered tailgate opens to reveal a substantial 668 litre boot which can be boosted to 1568 litres with the rear seats folded down. A hands-free kick sensor lets you open the boot by waving your foot under the rear bumper and there are lots of additional storage spaces inside the large cabin. The only engine available is a 1.5-litre petrol unit which produces 161bhp and 280Nm of torque and is matched to a six-speed automatic gearbox. It is good for 0 to 62mph in 10.8 seconds and has a top speed of 119mph. That performance will be good enough for most buyers but it is quite thirsty with a WLTP-tested combined fuel efficiency of 33.1mpg and CO2 emissions of 194g/km resulting in higher day-to-day running costs. The automatic transmission makes for smooth and quiet progress and there are three drive modes called Normal, Sport and Winter to choose from. Sport does sharpen things significantly and you can also play with steering wheel-mounted paddles for extra engagement. In town, light steering and a 360-degree camera proved to be a bonus and the suspension dealt well with rough surfaces and potholes. It cruised well at motorway speeds and provided good grip on country roads. It has all the latest safety features and driver aids and comes with eight airbags and a suite of smart safety features, including Autonomous Emergency Braking, Safety Distance Alert, Lane Departure Warning, Front Vehicle Start Alert, Forward Collision Warning, Lane Keeping Assist, Speed Limit Warning, Rear Cross Traffic Assist, Blind Spot Assist, plus Safety Exit Warning. For the more adventurous, the Actyon can tow up to 1,500kg (braked) or 750kg (unbraked) and can also wade through water up to 300mm deep and boasts impressive approach and departure angles of 17.6 and 21.4 degrees, respectively. According to KGM the name 'Actyon' combines 'Act Young' and 'Act On,' and invites customers to live life fully. With smart styling, lots of tech and decent driving dynamics this newcomer is also very practical at a very competitive price. It is competing in a very crowded market and its fuel efficiency does let it down but you still might be tempted after a test drive. In other motoring developments, German giant AUDI has added an entry-level GT variant to its e-tron range with prices starting from £88,555, with the new seven model range topping out at £149,925. The e-tron GT quattro can call on up to 584ps while also covering up to 384 miles when its battery is fully charged. The new entry level Grand Tourer is available to order in the UK from this month and deliveries are due to begin in August. The Audi e-tron GT quattro rounds off the existing GT family, which comprises the S e-tron GT, RS e-tron GT and RS e-tron GT performance. It has a system output of 503ps (584pswith Launch Control). Thanks to a gross battery capacity of 105kW and a range of up to 384 miles, it can fulfil the Grand Tourer role but is equally at home in city traffic. The newcomer also features a charging capacity of up to 320kW. This means that only short charging stops are needed, as around 177 miles of range can be regained in 10 minutes. From a practicality perspective boot space is 405 litres and there is also a front compartment with a volume of 77 litres. Like the other GT models, the new version is produced at the Audi Sport plant in Neckarsulm. In the UK it is available as the e-tron GT quattro or the e-tron GT quattro Vorsprung, which adds features such as all-wheel steering, a head-up display, Fine Nappa Leather upholstery and Bang & Olufsen audio to the equipment list. *Don't miss the latest headlines from around Lanarkshire. Eight used cars that *could* do over 50mpg for under £10k
Advertisement Range Rover Evoque TD4 (L538) It may be a divisive car, but there's no doubting the Evoque has a bit of presence. It also opened up the Range Rover marque to a broader audience, and since there's no petrol-slurping supercharged V8 offering, you may as well double down on efficiency and opt for a four-pot turbo-diesel like this. Estimated combined mpg: 58.9 Advertisement - Page continues below An underrated gem, the 6er's sleek body has all the cues and dimensions of a proper sporting coupe, but beneath sits a diesel straight-six. It's claimed to nudge just past 50mpg, provided you don't keep using the entirety of its 309bhp. Here's a red one for nine grand. Estimated combined mpg: 50.4 You might like Or, if you'd rather some red paint splashed over a four-door that's even more economical, here's a Lexus IS300h. The four-cylinder hybrid package puts out 220bhp and makes it the first entry this week to skip past the 60mpg threshold. Some serious bang for buck at £9.9k. Estimated combined mpg: 61.4 Advertisement - Page continues below Is the A6 Allroad the only car you'll ever need? Firstly, it's a big Audi. Secondly, the 3.0-litre V6 scurries it along to 62mph in six seconds, and on to a familiar vmax of 155mph. Thirdly, there's over 427lb ft of torque to go with the raised suspension and rugged styling, so it'll go just about anywhere. Factor in the strong mpg, and we'd say the answer becomes quite obvious. Estimated combined mpg: 50.4 Ford Fiesta Active X (seventh generation) A handy, hardy, comfy little thing, replete with a cheerily flexible three-pot. This Active X is nicely kitted out, with a touch infotainment screen, privacy glass and built-in sat nav. Plus, it's only clocked up 29,000 miles in six years. Estimated combined mpg: 56.5 Nice, right? This one gets soft-grain leather trim, a 380-watt Meridian sound system and a reversing camera. And a 2.0-litre diesel four-cylinder with 178bhp. Nice, right? Estimated combined mpg: 60.4 Mercedes-Benz CLS 220d (C218) This CLS gets black alloys, black accents and a matte grey paint for some added menace. Behind the facade, it's fairly docile. Being a '220d', it has a similar engine and output to the Jag, albeit with a slightly lower economy rating. The sunroof does compensate somewhat. Estimated combined mpg: 57.5 Advertisement - Page continues below The GTI is a double-edged sword: it can be efficient on motorways and long drives, but develop a serious drinking habit if you open it up. So the economy depends massively on how often you're going to treat it like a GTI. You'll get over 50mpg from the turbocharged four-pot when you don't, and closer to 35mpg when you do.
