
UP govt issues notices to 51 dealers, 28 ARTOs for vehicle registration irregularities
Lucknow, The Uttar Pradesh Transport Department on Tuesday said it has issued show-cause notices to 51 vehicle dealers and 28 Assistant Regional Transport Officers across the state following a review that uncovered significant irregularities and delays in the vehicle registration process.
The action comes as part of a state-wide effort directed by the Yogi Adityanath government to ensure that the system is timely, transparent and citizen-friendly, it said in a statement.
The department conducted a regular review of the Dealer Point Registration system, analysing data entered into the Vahan 4.0 portal between January and March 2025. This analysis revealed widespread non-compliance with established procedures.
Investigators found numerous instances where dealers allegedly delivered vehicles to owners before completing the registration process.
Other common violations included uploading of incomplete, illegible or inconsistent documents to the portal, and failing to rectify issues even after applications were rejected and returned by the department.
Critically, many owners reportedly did not receive their Registration Certificates in a timely manner.
The specific grounds for the crackdown include delivery of vehicles before registration, repeated uploading of unreadable, incomplete or inconsistent documents and failure to make corrections despite departmental rejection of files.
Also, the crackdown involved the non-provision of the Registration Certificate to the vehicle owner on time, according to the statement.
"Based on these findings, show-cause notices have been served to 51 dealers, including a prominent dealer in Lucknow. They have been given 14 days to provide a clear and satisfactory explanation. Failure to do so could lead to the suspension or cancellation of their Trade Certificates according to official procedure," the Transport Department said.
Transport Commissioner Brajesh Narayan Singh said the department's main goal is to provide timely and smooth services to citizens, according to the government's intention.
"Negligence at any level will be taken seriously and strict action will be taken against the responsible persons or organisations according to the rules," he added.
He further clarified that vehicle registration services are directly connected to the public and any kind of negligence whether by dealers or department officials will not be tolerated. Failure to follow departmental orders will also be dealt with seriously and action will be taken as per the rules, he added.
The review also highlighted administrative indifference and lack of oversight within the transport offices themselves.
Lapses at the ARTO level reportedly included significant pendency of registration files, approval of applications with errors and a failure to adequately review compliance.
Consequently, 28 ARTOs from the relevant districts have also been issued show-cause notices for these supervisory failures, according to the statement.

Uttar Pradesh Cabinet approves 20% reservation for former Agniveers in police recruitment
The U.P. government on Tuesday (June 3, 2025) approved a proposal to provide 20% reservation to former Agniveers for recruitment to various posts in the Uttar Pradesh Police. The horizontal reservation will apply in direct recruitment as Police Constable, Provincial Armed Constabulary (PAC), Mounted Constable, and Fireman. 'The main objective of this decision is to ensure meaningful post-service employment opportunities for Agniveers, who complete their four-year tenure under the Agneepath scheme. This reservation will be applicable across all categories — General, SC (Scheduled Caste), ST (Scheduled Tribe), and OBC (Other Backward Class) —within their respective groups. For example, an SC Agniveer will get the benefit within the SC category, and similarly for OBC and other groups,' Suresh Kumar Khanna, U.P. Finance Minister, said after the State Cabinet meeting. The U.P. government also said that former Agniveers applying to these posts would be eligible to a three-year age relaxation. The first batch of recruitments under the policy is expected to be initiated in 2026, coinciding with the return of the first batch of Agniveers. 'This decision not only honours the service of Agniveers but also ensures their continued contribution to national security in a new capacity,' the State government said in a statement. The Agneepath scheme, introduced by the Union government, enables youth to serve in the Indian Army, Air Force, and Navy as Agniveers for a period of four years. In July 2024, Uttar Pradesh Chief Minister Yogi Adityanath declared that the State government would provide reservations to Agniveers in government services. 'When Agniveers return after their service, the Uttar Pradesh government will provide these youth the facility of adjustment in the police service and PAC on a priority basis,' Mr. Adityanath had said.

Newly appointed (DGP) of Uttar Pradesh Rajeev Krishna LUCKNOW: The newly appointed Director General of Police (DGP) of Uttar Pradesh has outlined a roadmap for overhauling the state's law enforcement machinery, pledging zero tolerance towards crime, improved public service delivery, and greater use of advanced technology, including artificial intelligence. In his first interaction, the DGP expressed heartfelt gratitude to Chief Minister Yogi Adityanath for placing his trust in him to lead the world's largest police force. He described it as a 'significant responsibility' and vowed to take the UP Police to 'unprecedented heights of excellence.' He noted that the past eight years of policing under the Chief Minister's dynamic leadership have provided strategic clarity and consistency. Building on this foundation, the DGP said the police force would now advance with renewed energy and sharper focus to ensure a secure, responsive, and technologically empowered policing environment across the state. A strong emphasis will be placed on a zero-tolerance policy towards crime and criminals. The DGP also pledged to improve the reach and efficiency of citizen-facing police services, making them more accessible, responsive, and aligned with public needs. Internally, the welfare of police personnel will receive focused attention. The leadership aims to address both administrative and personal challenges faced by personnel to ensure they remain motivated and mission-ready. He further emphasised the need to identify and deploy officers with specialised skills in key areas of policing to foster a culture of professionalism and excellence within the ranks. Technological modernisation will go hand in hand with institutional reforms. The police chief said artificial intelligence and data-driven policing models will play a critical role in improving operational outcomes. 'Technology will enhance our efficiency and accountability at all levels,' he said. The importance of ongoing training and capacity-building will also be prioritised. The DGP said continuous in-service training would be treated as a strategic imperative to prepare the force for evolving law enforcement challenges. 'These ten focus areas will act as guiding principles for the UP Police going forward,' he said, adding that the entire force stands united in its commitment to law, justice, and public service.
