on Saturday launched the
Mukhyamantri Adhivakta Swasthya Bima Yojna
, a medical insurance scheme for advocates and their families which will provide up to Rs 5 lakh for general ailments and up to Rs 10 lakhs in cases of serious diseases. Advocates in the state have welcomed the move.
During a function held for the occasion at the Harivansh Tana Bhagat Indoor Stadium in Khelgaon, Hemant announced that his govt was taking steps to set up a top-grade law university in Jharkhand.
The scheme, which is effective from May 1 this year, would cover 14,937 advocates from across the state in the first phase even as the govt has promised to expand its scope in future.
The Jharkhand State Arogya Society (JSAS), which is the nodal agency for the scheme, would implement it in collaboration with TATA AIG. The list of empanelled hospitals in Jharkhand and other parts of the country in this regard is available on the JSAS and TATA AIG websites.

According to a state health official, the beneficiaries would not have to shell out a penny to avail of the insurance as the premium would be paid by the state govt.
The official added that the scheme would also cover the treatment of pre-existing ailments of beneficiaries during registration.
The official further said in case the beneficiaries get treatment in hospitals, which are not empanelled under the scheme, they could submit the expense receipts at JSAS and the amount would be reimbursed to their accounts.
Addressing the function, the CM said his govt is sensitive towards the issues of every section of society and the insurance scheme was a step to lessen some of the responsibilities of the advocates. He hoped that Jharkhand would also produce advocates of national fame in future.
Commenting on his detractors, the CM said, "Whenever our govt implements a project, the critics say it is meant for vote bank. I would say that I work for people and they support us naturally. We approach people based on our work and seek support. I express gratitude towards them for allowing my govt to serve the state again."
Health minister Irfan Asari said he would form a WhatsApp group which the advocates could join and inform him about difficulties in getting medical treatment under the scheme. Finance minister Radha Krishana Kishore reiterated that given the shortfall in the Centre's aid, the state was mobilizing its internal resources for various schemes.
Advocate general Rajiv Ranjan described the scheme as historic. Additional chief secretary (health) Ajay Singh reiterated that the scheme was the first of its kind in the country.
The CM also symbolically distributed the insurance cards to around a dozen advocates.
Ministers Sanjay Yadav and Sudivya Kumar Sonu, MP Mahua Majhi, Kanke MLA Suresh Baitha and office bearers and members of the Jharkhand State Bar Council and the bar associations were present at the function.

Jaipur: Rajasthan govt has decided to impose maintenance costs on individuals or groups who donate medical equipment, ambulances, or machines to state-run hospitals and health facilities. The move, ostensibly to ensure that donated items are utilised properly, also points to the inadequacies in the state's health infrastructure, which the health department appears to be making an effort to fix. As per the latest govt order, state-run hospitals and health facilities will receive donations of equipment, ambulances, and medical devices through a dedicated Donation Acceptance Committee (DAC) to ensure uninterrupted functionality. "This new system aims to prevent donated equipment from remaining idle," said Gayatri Rathore, principal secretary (health). She said these committees should only accept donations if the facility has the necessary infrastructure and staff to operate them. Rathore added that sometimes diagnostic machines are donated to hospitals where specific tests are not covered under free diagnostic schemes, rendering the equipment useless. To prevent this, health department will impose maintenance charges on donors. For example, donors of ambulances will be required to pay for their upkeep to ensure functionality. If a donor is providing machines, equipment, or devices, they will need to pay for consumable items required for the functionality of the machine for five years. Health department will establish DACs in hospitals to oversee and approve donations of medical equipment, ambulances, and machines. "For ambulance donations, donors must provide funding for a five-year period to cover operational costs, including driver wages, fuel expenses, and maintenance requirements," Rathore said. This initiative addresses the issue of donated items remaining unused due to health department's limited resources to make them operational. Previously, donated equipment at hospitals which lacked resources to operate them remained idle for years. For instance, nearly half of the 140 oxygen plants built at a cost of Rs 2 crore each by donors, are lying defunct in Rajasthan. Now, committees will assess the usefulness of donated items and authorise donations accordingly. Before a hospital accepts a donation, it must ensure availability of doctors or technical staff to operate the equipment.

The outcome is visible in the recently released Vital Statistics of India based on the Civil Registration System-2022 report. A look at the numbers shows that birth registration increased from 48 lakh in 2020 to 54 lakh in 2022, while death registrations rose from 8.7 lakh in 2020 to 12.23 lakh in 2022. Also, 61.8% of the births were registered within 21 days in 2022, up from 50% in 2020. Also, 68% of the deaths were registered on time in 2022 compared to 50% in 2020. In 2021, the state's health and family welfare department came up with an order to designate all govt hospitals (even at the level of sub-centres) as registrars, with an explicit requirement to issue birth certificates before the mother's discharge, which powered this turnaround. Complementing this, private hospitals are designated as informants, responsible for seamlessly transmitting information about each birth or death to local area registrars. This institutional shift — from individuals to the state — enabled suo motu registrations at the point of occurrence, improving both coverage and timeliness. Going forward, replicating this model for death registration and cause-of-death data, especially in institutional settings, will be key," she said. Notwithstanding the achievements, a look at UP's position on the whole suggests that there is room for improvement, as UP is still far from the top-performing states and Union Territories where more than 80% registration of births to the total births and deaths to total deaths registered within the prescribed time period has been recorded.

Jhajjar (Haryana) [India], June 11 (ANI): Haryana Chief Minister Nayab Singh Saini on Wednesday laid the foundation stone of a 225-bed modern hospital at Jatela Dham in village Majra (Dubaldhan), in Jhajjar district of Haryana, on the occasion of the 225th Nirvana Day of Swami Nitanand Ji. According to the release, on the occasion, the Chief Minister also inaugurated the Swami Nitanand Ashram Gaushala and planted saplings to promote environmental conservation. He also announced Rs 31 lakh from his discretionary fund for the hospital project. Additionally, Cabinet Ministers Arvind Sharma and Krishan Kumar Bedi contributed Rs 11 lakh each from their respective discretionary funds. Extending greetings on the occasion of Purnima, CM Saini said that Jatela Dham has emerged as a confluence of faith, service, and environmental commitment and described the Dham as a spiritual hub flourishing under the guidance of saints. The Chief Minister stated that under the leadership of saints like Swami Nitanand Ji, society is guided towards righteousness, making all goals achievable and urged the people to imbibe the values preached by Swami Nitanand Ji, noting the mission's ongoing efforts to eradicate social evils. Speaking at the inauguration of the hospital's first phase, he said the institution will be a true temple of humanitarian service, set to benefit not just Jhajjar but also surrounding regions. He added that every district in Haryana will soon have modern and well-equipped hospitals. Highlighting healthcare initiatives, the Chief Minister said the state government is committed to Prime Minister Narendra Modi's vision of 'Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas.' He referred to schemes like Chirayu Yojana, Ayushman Bharat, free dialysis in government hospitals, and Nirogi Haryana. He also noted that Rs 10,159 crore has been allocated to the health sector for the current financial year. He stated that Haryana is the first state to provide free medicines for Hepatitis B and C and is in the process of establishing medical colleges in every district, increasing the total number to 15. The Chief Minister highlighted the National Cancer Institute at Badhsa in Jhajjar and shared that over 1.33 crore Chirayu cards have been issued in the state. Addressing environmental concerns, CM Saini commended Jatela Dham's initiative to plant approximately 82,125 saplings and reaffirmed the government's dedication to environmental protection. He mentioned that under the 'Ek Ped Maa ke Naam' campaign, Haryana planted over 1.87 crore saplings in the first phase and aims to plant another 1.82 crore in the second phase. A large number of Veer Naris attended the event and presented a Sindoor plant to the Chief Minister as a token of patriotism. CM Saini acknowledged Jhajjar as a land of brave soldiers and lauded its strong sense of nationalism and service.
