Judge tells victims of fugitive paedophile: ‘Only one person to blame'
A judge has told victims of a paedophile former scout leader and school housemaster that only one person was at fault for the abuse they suffered.
The Honorary Recorder of Chester, Judge Steven Everett, made the remark at the sentencing hearing of 81-year-old Richard Burrows, who systematically abused 24 young boys across the Cheshire, West Midlands and West Mercia areas between 1968 and 1995.
Burrows spent 27 years on the run using a stolen identity as he fled to Thailand after he failed to attend a court hearing at Chester Crown Court in December 1997 to face allegations of child sexual abuse.
Last March he was arrested after he flew to Heathrow airport when he ran out of money.
He was charged with further offences which had been reported after he disappeared.
Last month, Burrows was found guilty by a jury at Chester Crown Court of 54 offences including indecent assault of boys, buggery, attempted buggery and indecency with a child.
He pleaded guilty at an earlier hearing to another 43 offences including indecent assault, making indecent images of children, possession of indecent images of children and four counts of possession of false identity documents with intent.
His offending in Cheshire took place between 1969 and 1971 while he was employed as a housemaster looking after vulnerable children at Danesford Children's Home in Congleton.
His victims in the West Midlands and West Mercia areas were abused between 1968 and 1995, the majority through local Scout groups where Burrows worked as a leader.
In each case he befriended the victims by using his position of trust.
On Tuesday, numerous victim personal statements were read out at Chester Crown Court, including some from the witness box as they faced the perpetrator as he watched on from the dock wearing headphones.
One told the court that Burrows had 'stripped away my humanity' after he was taken away to the defendant's tent on his first camping trip with the Scouts and subjected to an eight-hour ordeal.
He said he twice attempted to take his own life and felt 'perpetual trauma, shame and despair'.
Judge Everett told him: 'You have done nothing to be ashamed of.'
Another victim said at the time he hid the abuse from his parents, could not tell any of his friends or trust a grown-up any more.
He said: 'I had no-one to turn to and just internalised it all. It totally affected my future relationships and behaviour.
'Even now I keep going through my head: 'Why did you assault me? I looked up to you.''
Judge Everett told him: 'I want to be crystal clear. There is only one person at fault here and he is sitting opposite me in the dock.
'I suspect every single person in the courtroom, bar one, feels totally sorry for you.'
The court heard Burrows was dismissed from Danesford Children's Home after one of his victims, who has since died, complained at the time that he had been indecently assaulted.
He later told police in 1995 that he thought he was not believed at the time and added: 'I believe deep inside Mr Burrows should be prosecuted and it should have happened a long time ago.'
At trial, Burrows denied all the offences at Danesford as he claimed his change in career path was an effort to do good rather than seek out more victims.

Suspect in custody following aggravated robbery in Fort Smith
FORT SMITH (KNWA/KFTA) — A suspect is now in custody after an aggravated robbery that took place in Fort Smith on Sunday. Moriah Burrows, 25, was arrested by the Fort Smith Police Department and charged with one count of aggravated robbery. Burrows was on active parole for a previous aggravated robbery conviction from May 2025. Pedestrian killed on I-90 in Moses Lake area
Jun. 8—MOSES LAKE — The Washington State Patrol is investigating a fatality that occurred Sunday afternoon, which was a one-car vs pedestrian collision on 1-90 near exit 175 at Lakeshore Drive heading eastbound, said Trooper Ryan Michael, a public information officer for the Washington State Patrol's sixth district, which includes Moses Lake. "Traffic is being diverted to the exit and slowly moving," said Michael. According to a press release later issued by WSP, a gray Subaru Forester was driving along the interstate when it struck an unidentified pedestrian at milepost 176. Neither the driver nor passenger, both from Everett, Washington, was injured in the accident, though there was damage reported to the vehicle.

Mom wants justice for son, cousin shot outside Everett apartment complex

EVERETT, Wash. - An 11-year-old is fighting for his life after a shooting in Everett and police believe they have the person who pulled the trigger in custody. A 17-year-old was also hit. Police say the suspect, a 20-year-old man, opened fire on the group, who were allegedly putting graffiti on the side of a building. It happened at an apartment complex in Everett off of 21st Drive Southeast on Monday night at around 6:30 p.m. The Snohomish County Sheriff's Office says the shooting appears to be gang-related because of the nature of the graffiti. The 17-year-old victim's mom says her son, TJ, told her he was going for a walk around the complex, as he did most nights, and five minutes later, he and a cousin had been shot. "We just arrived home from the store," said the mom of the 17-year-old. "They walked outside and said they were going to walk around the apartment complex like normal, and not even five minutes later we heard gunshots." The mom says the other boy who was shot in the head is also a family member. "The 11-year-old victim is my cousin," she said. She says the boys did not know the shooter, who was accused of pulling up on a scooter before opening fire. "He was on a moped, a motorized scooter…and him and my cousin tried to run and they were hit before they knew it," said the mom. She says the two collapsed near a building, which is covered in graffiti. "My son first thought he got hit in the head, because all he kept feeling was fire something was burning. My cousin, all I heard was him screaming for help," said the mom. The 11-year-old was flown to Harborview with critical injuries, her son was treated at Providence and released. "It penetrated through the bottom of the jaw out to the other side," said the mom of the 17-year-old. The sheriff's office says deputies arrested the accused shooter about two miles away near 37th Drive Southeast. "He took off on foot, threw the gun, said Renee Cooper, Snohomish County Sheriff's Office spokesperson. The sheriff's office says detectives initially believed the victims were in a group that was spray-painting graffiti on a building when the suspect approached. "Saw a group of teenagers graffiting on a building. There was believed to be a verbal altercation between the two, and he shot them," said Cooper. The 17-year-old victim's mom disputes any claims the boys were part of any spray-painting of graffiti, saying they were shot near the street, and then ran towards the graffitied area to escape. "We just want justice, that's it, we want him to get put away, they are innocent, they didn't do anything," said the mom. FOX 13 reached out to the Snohomish County Sheriff's Office on Tuesday night for clarification based on the mom's statements. Spokesperson Courtney O'Keefe sent a statement back Tuesday night, saying, "Detectives are still working out the exact details of the altercation. However, we received reports of the graffiti occurring and when deputies arrived the paint was still wet, and it was crossing out one gang's name/sign and was writing over it with another gang sign." The sheriff's office says that the suspect was also known to law enforcement. He was booked into the Snohomish County Jail for assault.
