Sarawak assembly passes Bill to boost grassroots governance, raise councillor numbers in key councils
KUCHING, May 20 — The Sarawak legislative assembly has unanimously passed the Local Authorities (Amendment) Bill 2025, aimed at strengthening grassroots governance and improving public service delivery across the state.
The Bill, tabled by Deputy Premier and Minister of Public Health, Housing and Local Government Datuk Amar Dr Sim Kui Hian, amends the Local Authorities Ordinance in response to Sarawak's growing population and increasingly complex community needs.
'There are currently 27 councils under my ministry, including the newly established Gedong, Sebuyau, and Siburan district councils. All operate under the councillorship system to serve their local communities,' he explained.
Eight assembly members took part in the debate involving key amendments to Sections 10 and 11 of the ordinance to increase the number of councillors in five major councils.
Under the amendment, the Kuching South City Council, Miri City Council and the municipal councils of Sibu, Padawan and Kota Samarahan will each have 33 councillors, up from 30.
'This number excludes the mayor, deputy mayor, and deputy chairman,' he added.
Dr Sim said the increase in councillors was necessary to manage the rising workload, particularly in urban areas where public demands are becoming more varied and complex.
'This move will boost grassroots participation, strengthen community engagement, and enhance service delivery to the rakyat,' he said.
An amendment to Section 172A also empowers the State Cabinet to revise all schedules under the ordinance, allowing greater flexibility in managing local government affairs.
Dr Sim reiterated the importance of the councillorship system in promoting inclusive participation and good governance, ensuring development is people-centred and locally relevant.
'With this amendment, councils will be better equipped to meet expectations for efficient and effective service delivery,' he emphasised. — Bernama

MACC freezes over RM750mil in assets linked to Daim's wife, family

(Bernama pic) PETALING JAYA : The Malaysian Anti-Corruption Commission (MACC) has obtained a court order to freeze £132 million (RM758.2 million) worth of assets in London belonging to Naimah Khalid, the wife of the late former finance minister Daim Zainuddin, and her family. The assets include two commercial buildings, five luxury residences, and one bank account, Utusan Malaysia reported. Kuala Lumpur High Court judge Justice Azhar Abdul Hamid granted MACC's application to freeze the assets in an ex parte proceeding today. The court order will be sent to UK authorities for enforcement. According to MACC, investigations revealed that the assets were linked to suspected offences under Section 4(1) of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001. The commission said the freeze was part of ongoing efforts to trace and recover assets believed to be connected to unlawful activity. MACC chief Azam Baki previously said the commission was considering seizing over RM2 billion in undeclared assets linked to Daim, his family, and proxies. Eight new investigation papers were opened after the receipt of fresh information from foreign agencies. In January last year, Daim claimed trial to a charge of failing to comply with the terms of an asset declaration notice issued by MACC. He was accused of not disclosing his ownership of 38 companies, 19 land plots in five states, six properties, two unit trust accounts, and seven luxury cars. MACC said he had asked for five deadline extensions but still failed to comply. Naimah also faces an asset declaration charge. She is accused of failing to declare her ownership in various companies, several plots of land here and in Penang, and two vehicles. After Daim's death on Nov 13 last year, the prosecution withdrew the charges and the court granted an order discharging and acquitting him.

Muhammad Shahrul Ikram is the former Foreign Ministry's secretary-general. According to a post on Sultan Ibrahim's Facebook page, the ceremony was also attended by the Deputy Foreign Minister Datuk Mohamad Alamin and the ministry's secretary-general Datuk Sri Amran Mohamed Zin. Muhammad Shahrul Ikram replaces Datuk Seri Nazri Aziz, whose term concluded on Feb 8. The Pahang-born Muhammad Shahrul Ikram holds a Bachelor of Science (Hons) in Ecology from Universiti Malaya and has attended the Advanced Management Program at Harvard Business School in the US. He started his career as an Administrative and Diplomatic Officer in the Ministry of Foreign Affairs in 1988 and served as Chairman of the Secretariat of the Ministry of Foreign Affairs from Jan 6, 2019, to May 31, 2022. Throughout his 35 years in public service, Muhammad Shahrul Ikram has been posted as Malaysian Ambassador to Qatar, Malaysian Ambassador to Austria and Permanent Representative of Malaysia to the United Nations in New York. While at the Foreign Ministry, he had served as deputy secretary-general (Bilateral Relations), director-general of the Asean-Malaysia National Secretariat (during Malaysia's 2015 ASEAN Chairmanship) and Secretary of the Multilateral Political Division. Follow TikTok's lead and join Content Forum to curb online harm, comms minister tells Meta, X
KUALA LUMPUR, June 3 — Communications Minister Datuk Fahmi Fadzil today called on social media platforms, Meta and X, to be part of the Communications and Multimedia Content Forum (CMCF) as he deemed their measures to create a safer online environment are 'far from satisfactory'. Fahmi added that he has approached these platforms, asking them to follow the lead of TikTok — which voluntarily became a CMCF member. 'In my conversations with Asia-Pacific counterparts from Indonesia, Australia and Fiji, we found most of these social media platforms think they are bigger than the laws of governments of any country,' he said, after launching the Suicide Content Guidelines at Menara Star here today. 'But, we cannot have social media platforms just wash their hands off on (irresponsible) contents.' Meta operates Facebook, Instagram and Threads, while X (formerly Twitter) is owned by tech mogul Elon Musk. Fahmi said that a collective, regional policy response would be the best way to deal with social media companies that refuse to adhere to local laws. He said the Kuala Lumpur Declaration on Safe and Responsible Use of Social Media Platforms by Asean leaders recently was one such initiative. The Malaysia-led initiative to combat digital harms across the region is set to be formally adopted at the 47th Asean Summit in October. Established in February 2001, the CMCF or better known as the Content Forum was designated as an industry forum to oversee and promote self-regulation of content over the electronic networked medium.
