
WASA seeks approval of key water project's PC-II
The Rawalpindi Water and Sanitation Agency (WASA) has prepared the PC-II for the Daducha Dam Water Supply project and sent it for approval.
The Rs50 million PC-II has been submitted to the Punjab secretary of housing and forwarded to the Planning and Development Wing (P&D) for final approval.
Upon completion of the project, Rawalpindi will have access to an additional 35 million gallons of water per day.
Once the PC-II for the Daducha Dam Water Supply project is approved and funds are released, the project's design will be finalised, including the route and network for bringing water from the dam to the filtration plant and to people's homes.
After the completion of PC-II, the project cost will be determined, and PC-I will be prepared.
The project will provide an additional 35 million gallons of water daily to Rawalpindi.
The completion of the Daducha Dam project is being carried out under the Punjab Irrigation Department, while WASA will finalise the route for the water filtration plant, mainline installation, and water distribution network to ensure the supply of 35 million gallons of water per day to Rawalpindi's residents.
WASA's Managing Director, Muhammad Saleem Ashraf, stated that work will commence once the PC-II is approved and the funds are released.
He emphasised that WASA aims to complete the project as soon as possible to begin providing water to the citizens.
Ashraf also said that work is ongoing in phases on the Chehan Dam Water Supply Project, and the project to upgrade the water supply from Rawal Dam is also under process.
These projects will collectively provide 25 million gallons of water per day.
Once the task of supplying 60 million gallons of water per day from Chehan Dam, Rawal Dam, and Daducha Dam is completed, it will help balance the growing demand for water with the increasing population, ensuring a steady supply of water.
Rawalpindi currently faces a water shortage crisis which deepens in summers.
The successful completion of the Daducha Dam Water Supply project, along with the ongoing initiatives for the Chehan Dam and Rawal Dam upgrades, is expected to significantly address Rawalpindi's water shortage issues.

Islamabad: rates of sacrificial animals increase
ISLAMABAD: The prices of sacrificial animals have registered an increase of 75-100 per cent this year as compared with the prices of past year, revealed a survey carried out by Business Recorder. Animal traders have stated various reasons for such a huge increase in the prices including increased input costs, transportation costs, government fees and others. While the buyers have condemned animal traders for unilaterally increasing prices manifold, saying in the past they had some valid reasons but this year there is no smuggling to Afghanistan, petrol/ diesel prices are stable for the past one year, fodder prices have also not increased and the authorities have better managed animal market ridding the traders of extortion. According to buyers, on this Eidul Adha the prices of animals across major cities like Lahore, Karachi, and Islamabad have skyrocketed, resulting in leaving many buyers frustrated, with rates rising by up to 75 to 100 per cent compared to last year. Last year, a smaller heifer could be purchased for Rs100,000-125,000, but this year even a low-weight one is priced at Rs200,000 or more. Buyers are increasingly voicing concerns about the lack of official regulation in animal pricing, which has led traders to set prices arbitrarily, forcing consumers to haggle for a better deal. Animals are primarily sourced from larger markets in Punjab and Sindh, with medium-sized traders incurring additional costs for transportation to metropolitans like Karachi and Lahore, including fuel, taxes, and maintenance at the local markets, which include expenses for lighting and security. Once all these costs are accounted for, traders add their margin, which can range from Rs15,000 to Rs50,000 for smaller animals and up to Rs200,000 for larger ones. A bull with three maunds of meat was priced between Rs 120,000 to Rs150,000 last year, whereas, this year, the price ranges from Rs150,000 to Rs200,000. Mosques have fixed the price of one share in a cow or bull between Rs40,000 to Rs50,000 against Rs35000 to Rs50,000 per share last year. Cattle farms in major cities such as Karachi, Lahore, Rawalpindi, and Islamabad cater to the demand for large animals, with prices ranging from Rs0.5 million to over Rs10 million for some elite bulls. The goat market has also seen similar price increases. Medium-weight goats, which were previously sold for Rs30,000 to Rs35,000, are now priced between Rs60,000 and Rs75,000. Rates of some goats are reaching up to Rs300,000 depending on their breed and build. Rams and sheep are also experiencing a price surge, with prices ranging from Rs40,000 to Rs200,000 or more, influenced by factors like weight and appearance. Camel prices have also increased, with traders noting a growing interest in camel sacrifices over the past two years. Camels brought in from different parts of Sindh are now priced at Rs400,000 and above. According to a preliminary data compiled by Pakistan Tanners Association (PTA), in 2024 around 6.8 million sacrificial animals were slaughtered on Eid-ul-Adha of which 2.9 million cows, 3.3 million goats, 385,000 sheep, 165,000 buffalos and 98,700 camels. Zardari roots for broad national consensus
President Asif Ali Zardari has said the country urgently needs political stability and broad national consensus, stressing that all democratic forces must work together to ensure progress and prosperity. During a meeting with senior party leader Barrister Aamir Hasan in Lahore, President Zardari said public service should be kept uppermost, adding every individual and group will have to play their role to resolve public issues. The president urged youth to step forward for the country's progress. He called for a uniform strategy to make Pakistan economically vibrant. Zardari directed the PPP leaders to work hard for party's reorganization. Barrister Aamir Hasan proposed that competent and ideological workers be appointed on PPP's key organizational posts. Meanwhile, President Asif Ali Zardari also held a meeting with PPP central executive committee (CEC) member Chaudhry Manzoor Ahmed. They discussed the problems of labourers and government employees, and exchanged views on increasing the minimum wage by 50 per cent in the upcoming budget. Chaudhry Manzoor proposed that the minimum wage be increased to Rs50,000 and EOBI pensions by 100 per cent. Zardari expressed hope that the government will consider the welfare of labourers and workers as a top priority in the budget. He said society cannot progress without giving relief to labourers.

K-Electric write-offs: NEPRA allows Rs50 billion as ‘full and final claim'
The National Electric Power Regulatory Authority (NEPRA) on Thursday issued its decision on K-Electric's (KE) write-off petition, allowing Rs50 billion as 'full and final claim' against the company's claims worth Rs76 billion pertaining to the Multi-Year Tariff (MYT) control period spanning FY17–FY23. The authority had reserved the decision on KE's plea last month. 'The authority hereby approves Rs50,013 million on account of write-offs pertaining to the billing of MYT 2017-2023 for K-Electric as full and final claim in line with the write off criteria stipulated in the final determination against write-off claims of Rs76,033 million,' the NEPRA said in its order. Source: NEPRA 'The authority, while allowing the write-offs is conscious of the fact that all possible efforts have already been made by K-Electric, as confirmed by the auditors. 'However, in the interests of the consumers, KE is directed to continue to actively pursue the recovery of the maximum possible amount. In case a written off amount is subsequently recovered by KE, the benefit of such amount shall be passed on to the consumers in the immediate quarterly adjustments and KE shall be required to separately disclose this amount,' the order read. KE CEO draws criticism at NA committee meeting The NEPRA further said KE shall also be required to submit certificate from its auditors each year, clearly mentioning the recovery of written off amounts, if any, pertaining to MYT 2017-2023. '….out of the requested write-offs of Rs76,033 million, approximately Rs24,337 million pertains to the previous MYT period before July 1, 2016. The previous MYT was performance based and losses were to be borne by KE and gains, if any, beyond allowed limits were subject to claw back mechanism. 'The write-off mechanism in no way allow KE to claim write-off of the previous MYT. Allowing write-offs of the previous MYT will be a clear duplication of cost. Therefore, there is no justification to allow write-offs of Rs24,337 million pertaining to the previous MYT period and the same is being set aside and disallowed,' the order read. According to KE, additional claims between FY17 and FY23 were related to unrecoverable dues against chronic defaulters filed by the utility. KE is allowed to claim these costs in the Multi-Year Tariff awarded to the utility, which is independent of the rates of electricity charged to customers in monthly bills under the uniform tariff policy. 'With this decision, majority of items pending to the previous control period have come to a close. KE looks forward to the MYT for the control period spanning FY 24 to FY 30, committed to meeting its serviced territory's energy needs,' KE CEO Moonis Alvi said. During the hearings on the KE's plea, majority of the stakeholders had objected the additional and pending write-off claims. The representative of Jamaat-e-Islami (JI) had raised the issue of 'bogus bills' which they said had been subsequently claimed as write-off. Representatives of the city's business communities had also raised concerns similar concerns. Net-metering in Pakistan: A solution for clean energy or a grid crisis? K-Electric filed its integrated MYT petition on March 31, 2016, requesting determination of MYT for a period of ten years commencing from July 01, 2016 to June 30, 2026. The said petition was decided by the authority, vide determination dated 20.03.2017, allowing KE a MYT for a period of seven years from July 2016 to June 2023. Privatised in 2005, KE is the only vertically integrated power utility in Pakistan supplying electricity to Karachi and its adjoining areas. The approval of the claims had been termed critical by the utility for its financial sustainability. Last month, the NEPRA approved KE's new MYT for transmission and distribution (T&D) network segments for FY2024 to FY2030 (MYT Period). Later, the authority also approved the utility's new MYT for the supply segment for the same period.
