Tunnel project: Are you willing to re-tender, SC asks MMRDA

Mumbai:
Supreme Court
on Monday expressed surprise that MMRDA considered Larsen & Toubro (L&T) technically non-responsive for the Thane-Ghodbunder-Bhayander twin tunnel and elevated road project despite the construction major having executed iconic large public infrastructure projects.
While hearing L&T's challenge against Bombay high court vacation bench's dismissal on May 20 of its petitions seeking a stay on the opening of financial bids for the Rs 14,000-crore project, a bench of CJI Bhushan Gavai and Justice A G Masih asked solicitor general Tushar Mehta and senior counsel Mukul Rohatgi, appearing for MMRDA, to consult the state govt and take instructions on whether the public authority was willing to re-tender.
It did not pass any order but asked MMRDA to re-think its next steps, adding that it would otherwise pass interim orders on Thursday, pending the bidding process. The CJI noted that the firm—"the very name of the bidder"—had been selected by the Centre to execute Central Vista's construction.
Once executed, the twin tunnel and elevated road, collectively stretching around 16km, would become the second longest such project after the 21km Atal Setu (which L&T, as the largest engineering company, helped build).

In HC, MMRDA said L&T and two others among five bidders were held non-responsive, and that it was not obliged under the tender terms to inform bidders of the result during the bidding process and would do so once the winner was awarded the contract. L&T argued that guidelines of the state's public works department (PWD) required bidders to be informed of the technical rounds as well. MMRDA said it was not mandatory.
HC cited the public importance of the project, the delay that may ensue and SC orders in the bullet train project to not stay the opening of the price bids, but asked MMRDA to keep all bids sealed for two weeks to enable L&T to go in for an appeal.
It said the firm suppressed certain bid clauses when it came to court and said the petitioner must come to court with full disclosure.
Senior counsel Janak Dwarkadas for L&T argued in HC that MMRDA had flouted central vigilance commission's (CVC) guidelines on transparency and accountability. HC found "much merit" in the submission of senior counsel A M Singhvi for L&T that the tender terms were contrary to PWD and CVC guidelines. It observed that the tender conditions were prima facie "opaque and could give rise to the tendering authority acting in an arbitrary and non-transparent manner", but it noted that L&T accepted the terms and participated without challenging them.

L&T launches Green hydrogen portal to aware people of clean energy transition

New Delhi [India], June 5 (ANI): On the occasion of World Environment Day, a website, 'Discover Green Hydrogen,' was launched by L&T GreenTech. The website focuses on the global clean energy revolution, providing insights, expert analysis, and real-time updates on the rapidly evolving Green Hydrogen industry. Powered by L&T GreenTech, a key division of L&T Energy's Green & Clean Energy Business, the newly launched website reflects L&T's unwavering commitment to sustainability. This website is designed as a collaborative hub where industry experts, practitioners, analysts, and media professionals can converge, contribute, and stay informed. It offers rich, in-depth content on every aspect of green hydrogen and the broader energy transition, empowering stakeholders with the knowledge needed to drive innovation and investment. Green hydrogen is produced through water electrolysis powered exclusively by renewable energy sources like solar and wind. It offers a truly carbon-free fuel alternative. Unlike traditional hydrogen derived from fossil fuels, it emits no greenhouse gases, making it a powerful tool to tackle climate change and a critical driver of the global energy transition. Earlier, the government of India launched the National Green Hydrogen Mission, a move aimed at accelerating commercial-scale production for domestic consumption and positioning India as a leading exporter of green hydrogen. The mission aims to develop 5 million metric tonnes (MMT) of green hydrogen production capacity annually by 2030--a transformational step towards a sustainable energy future. However, despite its immense potential, the green hydrogen industry remains nascent, with limited in-depth understanding, even among insiders. This knowledge gap highlights the urgent need for a centralised, authoritative platform that provides comprehensive insights, expert analysis, and real-time updates on this rapidly evolving sector. The ' has been created to fill this critical void. As a global energy leader, L&T has set formidable ESG targets: achieving water neutrality by 2035 and carbon neutrality by 2040. Through its climate leadership initiatives, L&T aims to reduce greenhouse gas emissions by approximately 300 tonnes annually, impacting both its own operations and those of its clients. Green hydrogen is at the heart of L&T's clean fuel strategy and is indispensable to fulfilling these ambitious carbon and water neutrality goals. embodies this vision, uniting knowledge, innovation, and action to accelerate the adoption of green hydrogen and secure a sustainable energy future for India and the world. This website will empower the entire industry by serving as a centralised, trusted platform--providing critical insights, fostering collaboration, and accelerating informed decision-making. It will help stakeholders navigate the complexities of technology, policy, and market dynamics, ultimately driving faster innovation, investment, and large-scale deployment of green hydrogen solutions across sectors. In doing so, will play a vital role in shaping a cleaner, more sustainable energy landscape for the industry and society at large. (ANI)

Middle-class Indians found themselves at heart of nation's progress in these 11 years: Centre

New Delhi [India], June 5 (ANI): The Modi government at the Centre, just days away from turning 11, said people's hopes, needs and aspirations have not just been heard, but also acted upon with purpose, as it highlighted several initiatives taken up by the government. In a report released by the Press Information Bureau Research Unit on Thursday, the government said that, from tax relief leaving more money in people's hands to pension schemes that promise security in old age, the last eleven years have seen a steady and sincere effort to make life easier, fairer, and more dignified for Indians. 'The government has cut through red tape, simplified rules and made everyday systems work better. Be it filing taxes, buying a home, commuting to work or affording medicines, things have become simpler and more accessible. These are not scattered changes but a pattern of reforms that speak to the real concerns of ordinary citizens. What stands out is the consistency,' the report's preamble read. Over the past eleven years, the government said it has gone beyond token measures to make a real difference in the lives of the middle class. From lowering income tax rates to simplifying returns, every move, it said, has been aligned with the core idea of letting citizens keep more of what they earn. 'The approach has been clear. Listen to citizens, simplify the system and deliver on promises,' the report card said. The most recent tax reforms, especially those in the Union Budget 2025-26, are a clear sign that the Government has placed its trust in the middle class as a pillar of national growth. It said the effort has been constant and focused, whether raising the income threshold for zero tax, introducing a simplified tax regime, or making return filing easier than ever. A major change was announced in the Union Budget 2025-26: individuals earning up to Rs 12 lakh annually will now pay no income tax, except on special incomes like capital gains. With the standard deduction of Rs 75,000, even those earning Rs 12.75 lakh will pay no tax. These enhanced tax exemptions led to the government giving up nearly Rs 1 lakh crore in revenue. The government has once again lauded itself for making income tax return filings simple. According to the government, the simplification in ITR filing is reflected in the rise of individual ITR filings, which increased from 3.91 crore in 2013-14 to 9.19 crore in 2024-25, a 135 per cent rise. On the inflation management front, the government boasted that the price rise remained under control under the current administration. 'Things began to change from 2014. Over the next eleven years, inflation came under firm control. From 2015-16 to 2024-25, the average rate fell to just 5 per cent. The difference is visible not only in the numbers but in daily life. Stable prices gave families breathing room,' the report read. The report touched upon reform-oriented initiatives such as Unified Pension Scheme, Smart Cities Mission, Pradhan Mantri Awas Yojana (Urban), expansion in metro network, UDAN scheme, Ayushman Bharat, Jan Aushadhi scheme, Pradhan Mantri Kaushal Vikas Yojana, among others.
