Analysis-South Korea's new leader to seek more time for US trade talks

SEOUL (Reuters) -The new South Korean administration will likely make efforts to buy time for U.S. trade talks, as it studies the negotiations of bigger neighbours Japan and China for leverage, according to sources familiar with the ruling party's thinking.
President Lee Jae-myung, who is due to take office hours after winning the June 3 snap presidential election without a usual two-month transition period, said on the eve of the elections that "the most pressing matter is trade negotiations with the United States."
The future of South Korea's export-oriented economy will hinge on what kind of deal Lee can strike, with all of his country's key sectors from chips to autos and shipbuilding heavily exposed to global trade.
The new president and his liberal Democratic Party government inherit an economy that is expected to grow this year by a grim 0.8%, the weakest since 2020, and will need to unify a country deeply polarised by ousted President Yoon Suk Yeol's botched martial law attempt.
South Korea and other countries may face further pressure, as a draft letter seen by Reuters showed the Trump administration wanted countries to provide their best offer on trade negotiations by Wednesday. A trade ministry official declined to confirm if Seoul had received the letter.
But the transition of power after a six-month leadership vacuum provides Seoul with an excuse to slow down its negotiations and observe Washington's tariff talks with other countries, lawmakers, officials and trade experts from the Democratic Party said.
"The new administration will need to take a fresh look at the overall framework of the negotiations and that will be a buffer to buy time, which the U.S. cannot reject," said a trade expert who took part in brainstorming for Lee's trade strategies.
The sources added the administration may not be able to immediately ask Trump for an extension, and Lee's top diplomacy adviser has said he sees such a request being considered only after reviewing the progress.
Still, prolonged negotiations by other countries may help to buy Seoul time.
"It will be strategically right to take a wait-and-see stance because the situation is changing within the United States and around negotiations of other countries," one lawmaker said.
STRATEGIC SILENCE
South Korea, a major U.S. ally and one of the first countries to engage with Washington after Japan, agreed in late April to craft a "July package" scrapping levies before the 90-day pause on Trump's reciprocal tariffs is lifted, but progress was disrupted by continued upheavals in South Korea's leadership.
Lee has since stressed there is no need to rush into clinching a deal and the deadline of July 8 set between Seoul and Washington should be reconsidered.
During his election campaign, Lee did not make specific comments about contentious issues around the trade talks. That "silence" was a strategic move, a party official said.
In a statement after his victory, the Korea International Trade Association called for Lee to "respond quickly to the rapidly changing foreign trade order" and use all of the government's diplomatic and trade resources to pursue a practical negotiation strategy.
Trump's across-the-board tariffs on trading partners, including 25% duties on South Korea, have been the subject of ongoing litigation, but remain in place.
"For different reasons, China and Japan will be references for us, with the former on the possibility of U.S. policy changes and the latter on how to make moves under a similar circumstance," another trade expert said.
Japan, another U.S. ally slapped with 24% tariffs, no longer sees merit in striking a quick deal, unless it is granted an exemption from 25% product-specific duties on its key industry of automobiles, also a major sector for South Korea.
China agreed with the U.S. to significantly unwind their tariffs on each other in a 90-day truce signed in mid-May, but Trump last week accused Beijing of violating the agreement and threatened to take tougher actions.
When it comes to joint responses to U.S. tariffs, there is a higher possibility with Japan than China, two sources said, citing shared interest in energy purchases and auto tariffs.
Lee's party expects there to be some "two-track" transitional period, with current officials continuing negotiations as the new administration formulates its strategies, according to the official.
BETTER POSITIONED
Given its strength in key sectors of U.S. interest, such as shipbuilding and technology, some analysts see South Korea as better positioned than others in the region, as Seoul prepares a separate package of industrial cooperation for bargaining power.
"Successful outcomes require offers that support the president's domestic agenda, and this will be comparatively easy for Korea given its importance in politically sensitive industries," said Jay Truesdale, a former U.S. diplomat and CEO of TD International, an advisory firm in Washington, D.C.
Kathleen Oh, Morgan Stanley's chief Korea and Taiwan economist, said: "We believe there may be more channels and enough scope for Korea to work out a deal compared to, let's say, its exporting peer Taiwan."
South Korea has the scope to decrease its trade surplus with the U.S. via more import purchases, while it can also offer to lower tariffs on agricultural products, particularly rice, quoted by Trump as a high tariff example, Oh said.
But, for the Lee administration, that is more the reason it does not have to rush, the second trade expert said.
"In the worst-case scenario, if tariffs are adjusted after we sign an agreement, that might mean we made unnecessary concessions," the source said, adding "it's not like we don't have any leverage".

This makes sense, of course, because XRP was the one cryptocurrency destined to get the biggest bounce from a pro-crypto Trump presidency. Up until November, dark regulatory clouds were hanging over Ripple, the company behind the XRP token. The Securities and Exchange Commission (SEC) claimed that XRP was a "security" and not a "commodity." This asset class is subject to stricter regulations regarding trading, ownership, and reporting requirements. However, as soon as Trump was elected, XRP skyrocketed. The logic was simple: a Trump presidency would likely lead to a shakeup at the SEC, which would then help lift all the regulatory clouds hanging over Ripple and XRP. And that's exactly what happened. The problem is that this development has been replaced by a new narrative around global trade and tariffs. All of last year's pro-crypto euphoria has already been priced into XRP, and investors are looking for a new narrative to drive XRP higher. The most likely new catalyst is SEC approval of spot XRP exchange-traded funds (ETFs). Already, there are several spot XRP ETF applications in the pipeline, including ones from Franklin Templeton (NYSE: BEN) and WisdomTree (NYSE: WT). The thinking here is that a new pro-crypto approach at the SEC will give it the freedom to sign off on at least one of these ETF applications. The timing has been pushed back to the fourth quarter (Q4), but prediction markets are giving this a 93% chance of happening by the end of 2025. It's almost just a matter of "when," not "if." If the success of the spot Bitcoin ETFs is any guide, then these new spot XRP ETFs could result in a tsunami of new investor money flooding into XRP, helping to push up its price. As further proof of just how mainstream XRP has become, some publicly traded companies are now thinking about adding XRP as a treasury asset to their balance sheets. This is a strategy that was first popularized with Bitcoin (CRYPTO: BTC), and now it looks like the same strategy could be coming for XRP as well. One example is sustainable energy producer VivoPower International (NASDAQ: VVPR), which plans to buy $100 million of XRP for its treasury. And a Chinese company recently filed with the SEC to buy $300 million of XRP for its treasury. It remains to be seen if other companies will follow their lead, but XRP bulls are understandably enthusiastic about this development. The coin was never meant to serve as a long-term value storage system, but XRP investors aren't complaining about this new idea. That's the good news. The bad news, unfortunately, is that usage of the XRP token has fallen off a cliff over the past two months. As demand for XRP falls, it means that there will likely be downward pressure on its price. Keep in mind: XRP is essentially a bridge currency. That means it's primarily used to facilitate cross-border payments and transfer value between different fiat currencies. Typically, users convert one fiat currency into XRP, send it across the XRP blockchain to a user in another country, who then converts it into another fiat currency. It might sound complex, but it's cheaper and more efficient than using traditional finance tools. However, now that global trade has been turned upside down, the growing consensus is that XRP may no longer be as needed as it once was. After all, who's sending money across borders these days? That could help to explain why the fall in demand for XRP has been so dramatic over the past two months. This time period lines up perfectly with the announcement of the Liberation Day tariffs on April 2. Moreover, there appears to be another factor at work here, and that's the emergence of stablecoins as yet another way to send cross-border payments. Stablecoins are now a $250 billion industry, and it's clear that they are here to stay. In fact, Ripple recently launched a stablecoin of its own. While it was originally intended to help stoke demand for XRP, this stablecoin could end up cannibalizing some of the transaction activity of XRP, further reducing demand for the token. And that, of course, is going to further keep a lid on future price gains for XRP. In fact, a growing number of investors are now warning that XRP could drop below the $2 mark soon. The decision of whether or not to buy XRP is more complicated than you might think. While there are definitely near-term catalysts waiting to send XRP higher, it all comes amid a backdrop of macroeconomic uncertainty. Thus, before you decide to buy XRP, you need to be comfortable with the current situation involving global trade and tariffs. Even though XRP has enormous upside potential going forward, it may continue to trade sideways until the tariff situation is resolved once and for all. Factbox-Auto companies face shortages due to China's rare earth restrictions
(Reuters) -Automakers and their suppliers are facing shortages due to restrictions on Chinese exports of rare earths, minerals and magnets, an issue that has forced some to shut down production of certain models. Rare earth magnets are used in motors that run electric vehicles and other car parts such as windows and audio speakers. These companies have paused production or warned shortages were affecting their supply chains: PRODUCTION SUSPENDED ** Ford shut down production of its Explorer SUV at its Chicago plant for a week in May because of the rare earths shortage. ** Suzuki Motor suspended production of its flagship Swift subcompact from May 26, citing a shortage of components. It expects a partial restart on June 13, with full resumption after June 16. Two people familiar with the matter said the suspension was due to China's restrictions. Suzuki declined to comment on the reason. ** Several European auto supplier plants and production lines have been shut down because of a rare earth shortage, Europe's auto supplier association CLEPA said on June 4. SUPPLY CHAIN CONCERNS ** Indian automaker Bajaj Auto warned that any further delays in securing the supply of rare earth magnets from China could "seriously impact" EV production by July. ** Auto parts maker Bosch said bottlenecks in the supply of rare earths were affecting its suppliers, who had to furnish a lot of detailed information to get export licences. ** BMW said a part of its supplier network was affected by the shortage, but that its own plants were running as normal. ** Maruti Suzuki India's top-selling carmaker, said there was no immediate impact, and that it was in talks with the government on the matter. ** German auto supplier ZF said it sees the effect of a rare earths shortage on some of its suppliers, although it does not procure the raw materials itself. Trump, Xi speak for first time since Inauguration Day
President Donald Trump said he spoke Thursday with China's leader, Xi Jinping, breaking the monthslong silence between the two leaders. In a post on Truth Social, Trump said that U.S. and Chinese leaders will meet again 'shortly.' U.S. representatives will include Treasury Secretary Scott Bessent, Commerce Secretary Howard Lutnick and U.S. Trade Representative Jamieson Greer. The president described it as a 'very good phone call' and said that Xi invited him to visit China. This is the first call between the two world leaders since Trump's second term began. It comes at a key point for China-U.S. relations as the two countries try to deescalate a trade war Trump started this spring by levying 145 percent tariffs on China, which the Chinese retaliated against, halting trade between the two countries.
