Arunachal villagers embrace SUMP project, marking a milestone in water security and strategic sovereignty

Boleng (Arunachal Pradesh) [India], May 24 (ANI): In a significant development, the villagers of Pangkang (Kumku) signed a Memorandum of Understanding (MoU) with the Arunachal Pradesh government to begin the Preliminary Feasibility Report (PFR) for Siang Upper Multipurpose Project (SUMP) at Boleng in Siang district.
On Friday, the Arunachal Pradesh Minister for Panchayati Raj, State Transport, and Cooperation, Ojing Tasing; Joint Secretary for Hydropower, Hage Lailang; Chief Engineer for Hydropower, Atek Miyu; and BJP Arunachal Pradesh General Secretary and Special Emissary of the Government, Nalong Mize, witnessed a significant accord. Representing the community's consent and enthusiasm, Pangkang (Kumku) leaders Taba Tamut and Bakin Tali stood on behalf of the majority of local residents.
Siang Deputy Commissioner P N Thungon, representing the state government, signed the MoU with Taba Tamut and Bakin Tali.
The proposed SUMP promises transformative benefits for the local community in addition to strategic defense and environmental resilience.
According to the MoU, a development package of Rs 5 crore over three years will be rolled out, overseen by a newly constituted Village Development Committee (VDC).
This Committee, composed of likely project-affected families, will spearhead village infrastructure improvements, health services, and livelihood programs, ensuring the fruits of the special development initiatives are rooted in the community and leading to equitable growth.
The MoU also guarantees future consultations with local stakeholders as the project progresses, reaffirming the government's commitment to inclusive planning and development, keeping in view local priorities.
As envisaged by the government, the SUMP is not just another hydroelectric project. Besides providing economic empowerment to the local community and being a significant source of clean and sustainable energy, it will be designed as a strategic counterbalance to China's rapid construction of multiple hydropower dams on the Yarlung Tsangpo (upstream section of the Siang River in Tibet).
As India's northern neighbour accelerates its water infrastructure ambitions, the SUMP is envisioned as a timely and critical initiative to mitigate potential downstream risks from sudden upstream discharges and ensure year-round river flow vital for agriculture, drinking water, and ecological balance in Northeast India.
'The villagers of Pangkang (Kumku) have shown incredible wisdom and maturity by deciding to cooperate with the government in the conduct of PRF for SUMP,' Deputy Commissioner Thungon said.
'This is not only about power or water. It is about harnessing the potential of River Siang for collective prosperity of the local area, state and the nation,' he added. (ANI)

Senior Congress leaders in Maharashtra on Saturday accused the Mahayuti government of betraying farmers and demanded an immediate and across-the-board farm loan waiver , warning that the current agrarian crisis could spiral into a major agitation if not addressed urgently. They also alleged that the government always has money for mega projects like expressways , but claims that coffers were empty when it comes to helping farmers. "Farmers are poor and distressed. Instead of helping them, BJP leaders are rubbing salt on their wounds," former Maharashtra Congress chief Nana Patole said. "Maharashtra tops the chart in farmer suicides. The government must act decisively and wipe clean the debt records by ensuring full loan waivers for all farmers," he said. According to him, Revenue Minister Chandrashekhar Bawankule suggested that only 'eligible' farmers would get relief. Live Events "This is nothing but an insult. Farmers are by default eligible and in need. There should be no discrimination," he said. He accused the BJP of changing rules to benefit corporates while denying rightful relief to farmers. "During elections, they promised loan waivers, but now they are backing out and hiding behind committees," Patole said, adding that the Congress-led UPA government under the leadership of Dr Manmohan Singh had waived farm loans of Rs 70,000 crore without conditions, and the Maha Vikas Aghadi (MVA) government in the state had followed suit. The MLA from Sakoli alleged that the government found Rs 3,000 crore to increase contracts for a private firm, Megha Engineering, but claims to be cash-strapped when it comes to farmers. A Congress Working Committee (CWC) member and former state minister, Balasaheb Thorat, said the government should stop its "drama of forming committees" and immediately announce a blanket loan waiver. "The government had promised farm loan waivers in its very first cabinet meeting. Honouring this promise is both a political and moral obligation," Thorat said. Questioning the need for yet another committee, Thorat added, "The government always has money for expressways and mega projects but claims an empty treasury when it comes to farmers. Committees don't wipe debt, political will does." He warned that farmers, already devastated by unseasonal rains and crop losses across foodgrains, fruits, vegetables and cotton, are pushed to the brink with many forced to approach moneylenders due to denial of institutional credit. Thorat praised former MLA and Prahar Janshakti Party founder Bachchu Kadu's hunger strike for highlighting the gravity of the crisis and urged the government to stop "deception and delay". "Time is running out. If the government fails to act with urgency, it will face an uncontrollable backlash from the farming community," Thorat said. Kadu on Saturday ended his hunger strike after state minister Uday Samant assured him that his demands of farm loan waiver and hike in honorarium for persons with disabilities will be addressed by the government. Kadu was on a hunger strike in Gurukunj Mozari in Teosa taluka in Amravati district for the last seven days demanding complete loan waiver for farmers in Maharashtra and Rs 6,000 per month assistance for 'divyangjan'. How Israel-Iran Conflict May Affect Oil Prices In India

Israel's surprise airstrikes on Iranian nuclear sites have rattled global energy markets, sending oil prices soaring amid concerns that supplies from the critical West Asia region would be disrupted. The price of benchmark Brent crude surged by over $6 to cross a five-month high of $78 per barrel on Saturday. Higher crude prices mean higher fuel costs and an increase in the cost of freight. The potential negative ramifications for global trade resulted in a sharp fall in US equities too. Iran's airstrikes on Tel Aviv only served to heighten tensions further. Experts anticipate the rise in global tensions to lead to near-term volatility. In fact, the Volatility Index or the VIX, spiked nearly 8% in trade on Friday. While the escalation is bullish for near-term oil and gas prices, analysts at S&P Global Commodity Insights say it is unlikely to sustain price pressure unless it directly disrupts oil exports. "The attack is obviously bullish near term for oil prices, but the key is whether oil exports will be affected. When Iran and Israel exchanged attacks last time, prices spiked, then fell once it was clear the situation wasn't escalating and oil supply was unaffected," Richard Joswick, head of near-term oil analysis at S&P Global Commodity Insights, told news agency ANI. Even though India does not directly import large volumes of oil from Iran, it does import about 80 per cent of its oil requirement. The worry for India is that the Strait of Hormuz, which is located between Iran to the north and the Arabian Peninsula to the south, remains a critical chokepoint, with nearly 20 per cent of global LNG trade and a significant portion of crude exports transiting through the narrow waterway. Any disruption around the Strait of Hormuz, say analysts, may affect oil shipments from Iraq, Saudi Arabia, and the UAE, who are key suppliers for India. Analysts further said any disruption on the route could hurt India's exports in terms of time as well as costs. In the past, Iran has warned of blocking the key route. "There is a risk to LNG supply if Iran retaliates by threatening shipping through the Strait of Hormuz," as per analysts from S&P Global Commodity Insights. While current freight rates for Red Sea transits have remained steady, analysts say heightened conflict could reverse that trend. "Price risk premiums tend to fade unless actual supply is disrupted," said S&P analysts. The longer-term impact on oil and gas markets will depend on whether the conflict escalates into a regional war or remains contained. With OPEC+ announcing another higher-than-expected production hike in July, fundamentally oil markets remain well supplied and further Iranian supply cuts can be accommodated, the Emkay Global, a financial services provider, report states. "Our Energy team maintains a positive view on India's oil market companies on the back of strong marketing margins and core GRMs (gross refining margins) also holding up to $75/bbl Brent for the remaining part of the year. Our estimates don't see downside risks," the report added. For now, markets remain on edge, with every new development carrying the potential to tip the balance.
