
Opinion Spirit of Indus Waters Treaty has been gravely undermined by Pahalgam
Transboundary water sharing can be a source of resilient cooperation or trenchant conflict. The Indus Waters Treaty (IWT) has been celebrated globally as the most resilient water sharing treaty, remaining strong even when India and Pakistan engaged in wars. But this time, the horrific terrorist attack in Pahalgam has pushed the needle too far. Can putting the IWT in abeyance get Pakistan, in the words of our Cabinet Committee on Security, to 'credibly and irrevocably abjure its support for cross-border terrorism'?
Despite its celebrated resilience, the IWT has been under strain in recent times. It is fair to say that all the parties involved contributed to this, including the third party with a limited role, the World Bank.
In a unique way, the IWT provides for the geographic division of waters in the Indus river system. India has rights for the unrestricted use of waters in the eastern rivers of Ravi, Beas and Sutlej; and Pakistan in a similar way over the western rivers which are Indus, Jhelum, and Chenab. Driven again by geography, India has rights over domestic use, non-consumptive use (navigation, flood control, etc), run-of-river hydropower generation, and some limited rights for irrigation. Conversely, Pakistan too has rights over limited domestic and non-consumptive use over the eastern rivers.
In exercising its rights, India has pursued run-of-river hydropower projects like Salal, Baglihar, Kishanganga and Ratle. Pakistan has objected to all these projects. The early Salal was resolved bilaterally. The others led to disputes, with the treaty's provisions for resolution through a Neutral Expert (NE) or the Court of Arbitration (CoA) being invoked. The disputes delayed the projects, although in most cases, India's stance was eventually vindicated. While the resolution tested the treaty provisions with some novel issues and advances in technology, it contributed to the treaty's evolution and advanced the interests of both parties. For instance, the NE's decision on Baglihar supported India's designs accommodating advances in sedimentation engineering, with a nuanced interpretation of the provisions. In other instances, like Kishanganga, the CoA's decision allowed India's design but required minimal flows to Pakistan to be maintained. The IWT became resilient through such antagonistic but productive contestations.
In recent times, this has changed. India's proposed projects were increasingly met by Pakistan's litigious strategies, often by subterfuge. India firmly resisted its recent escalation of the settled differences over Kishanganga and the Ratle projects, disagreed with Pakistan's initiation of parallel CoA proceedings and chose not to participate. Such actions, combined with Pakistan's assessed support to cross-border terrorism, have led to India's growing distrust of Pakistan and disenchantment with the IWT. The World Bank's passive approach has not helped either.
This regressive turn, away from building resilience, fundamentally contradicts the spirit of the treaty and defeats its aspirations of cooperation for optimal development of the Indus rivers. Cooperation is crucial and critical for both countries, not only for development but also to cope with emerging risks such as climate change. Pakistan's petty and ultimately self-defeating projects of subterfuge and terrorism have squandered the spirit of goodwill and friendship upon which the treaty was founded. The terrorist attacks in Uri, Pulwama, Pahalgam serve as stark evidence of Pakistan's failure to reciprocate the spirit of the IWT.
India's decision to put the IWT in abeyance can be seen as the culmination of its deepening dissatisfaction with it, and growing frustration with Pakistan's actions. The specifics of what India means remain to be seen and there is a good strategic reason to maintain a degree of constructive ambiguity. At the least, it would mean suspending the institutional processes of coordination and dispute resolution under the Permanent Indus Commission, which comprises one commissioner each of the two governments. The Commission is the core of the treaty's resilience. The institutional processes include annual meetings, exchange of hydrological data, periodic inspection of each other's projects, etc.
Further, as an upstream state, India will be free to pursue its development interests on the western rivers, limiting Pakistan's ability to have its concerns addressed. While some of the current rhetoric in India can be seen as empty, critics fail to recognise that the continued suspension of the IWT provides India the required time and means to build infrastructure to affect flows substantively and accumulate an irrevocable leverage.
Those familiar with the complex and intricate dynamics of transboundary water sharing will understand that India does not need to build the infrastructure for there to be an immediate impact on Pakistan. The absence of data and means to resolve differences by themselves can exacerbate uncertainties and vulnerabilities downstream, adversely impacting the economy and livelihoods in the Punjab region of Pakistan. It is entirely up to Pakistan whether it wants to risk the slide of the IWT from its current state of mutual benefit to greater benefits for India.

Berlin [Germany], June 8 (ANI): Former Union Minister MJ Akbar, who is part of the all-party delegation led by BJP MP Ravi Shankar Prasad, highlighted India's firm stand against terrorism, saying, 'An invading army at the border will not be stopped by eloquence. It will be stopped by military force'. Akbar is currently in Berlin as part of India's diplomatic outreach to explain the country's zero-tolerance policy on terrorism. Adressing the Indian diaspora in Germany, Akbar emphasised the unity and power of the nation that has enabled it to defeat terrorism not just within its borders but globally. 'That is the unity, that is the power today, which has defeated the terrorist state of Pakistan not only in Kashmir, not only in Punjab, not only in Rajasthan, but in every frontier across the world. We are ending our mission, this phase of our mission, your mission is only beginning. Please remember that,' Akbar stated. Akbar also praised India's economic growth, citing the World Bank's report, which shows that the number of people living in extreme poverty in India has dropped below 5 per cent. 'We have not only become the fourth largest economy in the world, but last night the World Bank released that those living in hardship poverty in India are less than 5 per cent now. That is the economic growth we want,' he said. Addressing the issue of terrorism, Akbar stressed that military force is necessary to counter invading armies and terrorists. 'An invading army at the border will not be stopped by eloquence. It will be stopped by military force,' he said. 'And that military force has been exhibited and evident to the world since the first attack of October 5 1947. Since then, when 5,000 terrorists came. Till today, thousands of terrorists are coming till today they are being defeated,' he added. Akbar also warned about the global threat of terrorism in the name of religion. 'There will come a time in this century when the world will realise that the challenge before the world is the challenge of terrorism in the name of religion,' he stated. 'Humanity and peace are really what religion teaches, not faith. And a state which encourages or which feeds, breeds and perpetrates violence of the most barbaric and brutal kind in the name of religion doesn't belong to this century,' he added. Meanwhile, BJP MP Samik Bhattacharya said while addressing the Indian diaspora, 'We want Akhand Bharat. PoK was ours. If not today, then tomorrow it will come back to us.' At the start of the community event, the Indian diaspora observed a two-minute silence to pay tributes to people who lost their lives in the Pahalgam terror attack in Jammu and Kashmir. The delegation is currently in Berlin. During their visit, the delegation met with German Foreign Minister Annalena Baerbock and several members of the German Parliament (Bundestag). The delegation, led by Ravi Shankar Prasad, includes BJP MPs Daggubati Purandeswari, MJ Akbar, Gulam Ali Khatana, and Samik Bhattacharya; Congress MP Amar Singh, Priyanka Chaturvedi from Shiv Sena (UBT), AIADMK MP M Thambidurai and former diplomat Pankaj Saran. The delegation arrived in Germany after concluding their visit to Belgium. Earlier, Ravi Shankar Prasad said they raised strong concerns about terrorism during their visit to Brussels and generals of Pakistan 'run that country with the help of a military terrorist coalition', which is a 'threat' to democracy and humanity. The Indian Armed Forces carried out targeted strikes against terror infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir, resulting in the deaths of over 100 terrorists. India repelled subsequent Pakistani aggression and pounded its airbases. (ANI)

Delhi: National Workshop on Alternate Data Sources and Frontier Technologies focuses on policy making
New Delhi [India], June 7 (ANI): The Ministry of Statistics and Programme Implementation (MoSPI), in partnership with NITI Aayog and the World Bank as a knowledge partner, organised a two-day National Workshop entitled 'Using Alternate Data Sources and Frontier Technologies for Policy Making.' This event took place at Bharat Mandapam in New Delhi on June 5 and 6. The National Workshop concluded with a Valedictory Session on 6 June. According to the release, the Valedictory Session was graced by Prof. Ajay Kumar Sood, Principal Scientific Advisor (PSA) to GoI as the Chief Guest; Prof. Abhay Karandikar, Secretary, D/o Science and Technology; Dr. Saurabh Garg, Secretary, MoSPI and P.R. Meshram, Director General, MoSPI. The two-day workshop was attended by over 450 participants from central ministries, state governments, international organisations, including the World Bank, academic and research institutions, and private sector entities. In his address, Prof. Ajay Kumar Sood, Principal Scientific Advisor to GoI and the Chief Guest of the event, emphasised that alternate data sources and frontier technologies are increasingly becoming critical for policy making. These high-frequency indicators are more dynamic and offer timely insights, enabling policies to be more agile and responsive. While traditional data sources reflect where we have been, the alternative data sources indicate where we are heading. He added that though alternative data sources provide real-time information at a much granular level, they cannot replace traditional data sources. He emphasised the need for the best policy, which blends both traditional and alternative data sources. He highlighted various use cases where alternate data sources have been effectively used. He stressed the need for collaboration between the Government, academia, researchers, industry and international organisations for the effective use of new technologies. He also called for the ethical deployment of AI and said that data security and privacy concerns cannot be compromised. Further, he asserted that the development of the techno-legal framework for Digital Public Infrastructure is a gift of India to the World. Prof. Abhay Karandikar, Secretary, D/o Science and Technology, in his address, remarked that the policy-making process is a complex exercise which involves gathering of data, consultation with stakeholders and drawing insights. AI/ML has facilitated the timely processing of data for designing actionable policies. In this age and time, the challenge is not to collect data but to make sense of the data. The real challenge lies in addressing issues relating to data privacy, data security, regulatory framework, and institutional readiness. He emphasised the need for an institutionalised hybrid data ecosystem which has equal place for both traditional and alternative data sources. Dr. Saurabh Garg, Secretary, MoSPI, in his address emphasised the need to foster collaboration with various stakeholders for developing a robust statistical system to address the data needs for policy making. He opined that as survey data becomes available with a time lag, alternative data sources can be used to supplement traditional data sources for policy making in real time. While quoting the United Nations Fundamental Principles of Official Statistics, he emphasised that for statistical purposes best combination of the four data sources, namely surveys, censuses, administrative records and alternate data sources, may be drawn with quality and timeliness, along with limiting cost and respondent burden. He expected that in the next 3-6 months, MoSPI would be able to implement some of the use cases that have been identified to harness alternate data sources and the application of frontier technologies. He thanked the World Bank for conceptualising and NITI Aayog for collaborating with MoSPI in organising this workshop and expressed that India will be at the forefront of integrating alternate data sources and frontier technologies in the National Statistical Frameworks. In the welcome address, P.R. Meshram, Director General (Data Governance), expressed gratitude to NITI Aayog, World Bank, and other participants for their active involvement during the two-day event. He added that the workshop has not only deepened our understanding of the challenges in the integration of alternate data sources in the statistical system of the country, but also helped chart out the solutions to the challenges. The key highlights of the four technical sessions on the subjects, viz, AI and Data Science for Official Statistics; Mobile Phone Data for Tourism Statistics; Geo-spatial Data for Sampling, Ocean Accounting and Data Dissemination and Scanner data for CPI compilation held during Workshop were also discussed during the valedictory session along with key takeaways. Some of the salient points of the technical sessions are as under: Technical sessions on the subject started with setting the context for the use of AI and data science in official statistics and identifying key stakeholders. Way forward for National Statistics Office, considering the stage it is in, i.e. from pilot stage to production stage, was discussed during the session. Abhishek Singh, CEO, India AI and Debjani Ghosh, Chief Architect, Frontier Tech Hub, NITI Aayog, Ankit Bose, Head AI, NASSCOM, Prof. Balaraman Ravindran, IIT-Madras, Richard Campbell, UK ONS, and Thomas Danielewitz, Malar Veerappan, Shreya Dutt from World Bank were among the key speakers. Technical Sessions on the subject also focused on discussion to devise a methodological framework using mobile phone data for tourism statistics tailored to Indian needs and covered relevant issues like data privacy and regulatory challenges. Use-cases from other countries for tourism, urban mobility and infrastructure assessment were discussed during the technical session. Safi A. Rizvi, Advisor, NDMA, Siim Esko, International Project Development Lead, Positium, Esperanza Magpantay, Senior Statistician, International Telecommunication Union, Titi Kanti Lestari, Atma Jaya University, Indonesia, Asit Kadyan, D/o Telecommunication, GoI and Sagar Mathur, Vice President, Airtel, were among the key speakers. Technical Sessions on Geo-spatial Data for Sampling, Ocean Accounting and Data Dissemination of the workshop highlighted the transformative potential of geospatial technologies in enhancing official statistics, with a focus on updating sampling frames in urban areas, improving data collection, integration, and dissemination. The latter part of the technical session was devoted to exploring the application of geospatial data in ocean accounting. The session featured enriching presentations and discussions by Richard Campbell, Deputy Director, UK Office for National Statistics; Kate Hess, Solution Engineer, ESRI; Srikant Shastri, Chairperson, Geospatial Data Promotion & Development Committee; Anija Shukla, Environment Specialist, World Bank; Rashmi Verma, Co-Founder, MapMyIndia, along with experts from NRSC, INCOIS, NCCR and various academic and research institutions. Speakers demonstrated advanced geospatial tools integrated with AI techniques for feature extraction, change detection, and spatial stratification, showcasing use cases that illustrated the value of GIS-AI convergence for dynamic visualisations, real-time dashboards, and evidence-based policymaking. Technical sessions on the subject covered concepts and methodologies related to scanner data, web scraping techniques, requisite IT infrastructure and other available alternative data sources for integration in Consumer Price Index (CPI). Key speakers in the session were Federico Polidoro, World Bank; Luigi Palumbo from the Bank of Italy, Prof. Himanshu from JNU, Dr. Aditi Chaubal from IIT Bombay, Anand Agarwal from V-Mart, Sonu Shah from Nielsen IQ and many others from industry and academic organisations. Sessions provided valuable insights for accelerating MoSPI's ongoing efforts for the integration of alternative data sources, particularly scanner data and e-commerce data in CPI compilation methodology. The workshop concluded with a vote of thanks by Dr. Ashutosh Ojha, DDG, MoSPI. He expressed gratitude to the Chief Guest, other dignitaries, participants from Multilateral agencies, industries, academia, researchers, as well as officers from both central and state governments for gracing the event. 'Criminal betrayal of our soldiers': Congress slams Modi Govt over 'failing' to isolate Pakistan
The Congress on Saturday (June 7, 2025) alleged that the Modi government has failed to isolate Pakistan on the global stage after the Pahalgam terror attack, calling it a "criminal betrayal" of Indian soldiers and citizens. Congress' head of media and publicity department, Pawan Khera, said instead of strong action against Pakistan, China armed it with fifth-generation jets and missiles and the World Bank and the ADB gave more aid to the neighbouring country. He claimed that the UN Security Council also named Pakistan Vice-Chair of the Anti-Terrorism Committee, just days after the terror attack on Indian soil. "After the brutal terrorist attack in Pahalgam, we expected strong actions and global isolation of Pakistan, but what has actually happened? "China is arming Pakistan with 40 fifth-generation stealth J-35A fighter jets armed with cutting-edge PL-17 missiles. Azerbaijan is investing $2 billion in purchasing 40 Pakistani JF-17 fighter jets," Mr. Khera said. "The World Bank has pledged USD 40 billion for Pakistan's development. The IMF approved USD 1 billion bailout to Pakistan. Russia has signed a USD 2.6 billion agreement to rebuild a steel plant in Karachi," he said in a post on X. Khera also claimed that Kuwait and the UAE have relaxed visa rules and offered 10 billion-dollar investment deals and Pakistan has joined the China International Mediation Organization, gaining greater influence in Asian diplomacy. "The UN Security Council has named Pakistan Vice-Chair of the Anti-Terrorism Committee, just days after a terror attack on Indian soil! "This is not just a diplomatic failure. It is a criminal betrayal of our soldiers and citizens," Mr. Khera said. Another Congress leader Renuka Chowdhury said in a post that IMF gave $1 billion to Pakistan on May 9, the World Bank decided to give $40 billion to Pakistan soon after Operation Sindoor and ADB gave $800 million to Pakistan on June 3, even though the ADB president met PM Modi on June 1. "Have we failed in our Foreign Policy?" she asked. "Why are the 4 terrorists who indulged in Pahalgam carnage still alive and going around?" she said. "You are able to eliminate Naxals, but not able to eliminate these 4 terrorists, even after a month? Who is responsible for the intelligence failure? "151 tours, 72 countries, many hugs, kisses and gifts. Still no results. India needs answers," Chowdhury said. The Congress leader also said that a special session of Parliament was required to ask questions on US President Donald Trump's claims, more than 11 times, of "brokering a ceasefire" between India and Pakistan. "Why is PM Modi not denying his claim?" she asked.
