
Pahalgam attack: Honeymoon couples caught in terror crosshairs, 26 years apart
Gurgaon: Separated by 26 years, Rachna and Himanshi share a tragic bond forged by the ruthless hand of terrorism. Both lost their newlywed husbands — in their twenties — in attacks they were never meant to witness.
Lt Vinay Narwal (26) fell victim to Tuesday's terror attack in Pahalgam. He and his wife Himanshi had chosen Kashmir for their honeymoon after their Swiss visa plans fell through.
In a strikingly similar twist of fate, Rupin Katyal died in the 1999 hijacking of IC-814 — just 21 days after his wedding to Rachna.
Like the Narwals, the Katyals, too, were not supposed to be present at the scene of attack. In 1999, the honeymooning couple had deferred their Dec 22 flight from Nepal to 24th.
The similarities don't end there. Rupin was a Gurgaon resident. Narwal was married to a Gurgaon resident.
Tuesday's terror strike in the Valley brought back memories for Rachna, who now works with Air India.
"It's like watching my past unfold again," she says, reflecting on the haunting parallels. "They are so striking that it reminds me of everything that happened to us 26 years ago. Everything is still vivid. We, too, changed our travel plans and were caught in the hijack. Some things are not in your hands," she rues.
Rachna expresses deep concern over recurring terror attacks in the country. "Such incidents continue unabated. Why is the govt not doing anything about it? Every time such attacks take place, they show the failure of intelligence. It's a cause for concern that the terrorists involved in the

have still not been caught. What happened to me can happen to anyone," she tells TOI.
More than two decades on, Rupin's memory lives on in Gurgaon. A road abutting the Delhi-Gurgaon expressway near Iffco Chowk bears his name. His family maintains their presence through a shop in Sadar Bazar and a house in Sector 14. His father, Chander Mohan Katyal, passed away during Covid.
The hijacking of Indian Airlines IC-814 held over 170 people captive for eight days. The hijackers inflicted multiple stab wounds on Rupin on Christmas Day, and deplaned his body when the flight landed in Dubai. According to reports, Rupin — the sole fatality in the attack — had one stab wound in the abdomen, four on the chest, two on his neck and six stabs in the face.
The body was eventually cremated in Gurgaon.
Rachna — just 21 then — remained unaware of his death while in captivity. Rupin was barely 27.
Twenty-six years on, the widely circulated image of a devastated Himanshi beside her husband's lifeless body in Pahalgam serves as a stark reminder of terrorism's enduring brutality and its helpless victims.

Gang rape at beach throws spotlight on tourist police cell infra, staff shortage
1 2 3 Bhubaneswar: The gang rape of a 20-year-old college student on a beach in Ganjam district on Sunday has raised questions about the effectiveness of tourist police cells in ensuring safety of visitors. Eight tourist police cells were set up in 2015 in various locations — three in Bhubaneswar (at Lingaraj, Dhauli and Nandankanan police stations), three in Puri (at Sea Beach, Konark and Brahmagiri police stations), and one each at Gopalpur and Chandipur police stations. The cells are facing challenges in effective functioning due to inadequate infrastructure and staff shortage, operating with existing police station personnel. "While each cell has a sanctioned strength of at least a sub-inspector, an assistant SI and six constables, they are running with half the number. Even though they are supposed to deal with tourist related matters, these personnel are being engaged in routine policing job," said a police officer, requesting anonymity. We will again pursue the matter." Sources in the home department said the tourist police cells will be strengthened soon. "Recruitment plans are under consideration of the govt," a home department official said. Deputy chief minister Pravati Parida, who also holds the tourism portfolio, emphasised tourist safety is a priority. "I have already spoken with state police to enhance the safety measures at tourist destinations," Parida said. The Bureau of Police Research & Development (BPR&D) had prepared a 'Tourist Police Scheme' report in 2022, advising states to develop standard operating procedures, implement training for 'tourist cops', and establish uniform guidelines. "We will conduct security audits and training programmes for tourism stakeholders. Proposals will be sent to local administrations to improve lighting systems and install CCTV cameras at popular tourist destinations. We will also improve police visibility and surveillance," a senior police officer said. Police said the state witnesses minimal tourist-related crime. "Molestation of a Swedish woman near Lingaraj Temple in 2024 was the lone case against a foreigner reported in the state in the last four years. The case ended in conviction of the accused within three weeks. The number of offences involving theft and snatching of articles of domestic tourists is minimal," the police officer said. The state received about 1.09 crore domestic and 53,392 foreign tourists in 2024, with Puri, Konark and Chilika lake the key attractions.

E-seva employee dupes waste picker of Ladki Bahin aid
1 2 Pune: A waste picker, Savita Ankushe, approached e-sena kendra (citizen facilitation centre) to complete online formalities for Ladki Bahin sheme where the facilitator used his friend's contact and bank details in the form instead of Ankushe. She is still waiting to receive monetary benefit due to the alleged forgery in filling the form. Unable to complete form filling and other online formalities of the scheme herself, she approached the e-seva kendra, but now she is losing money as the money is being transferred in the facilitator's friend. Ankushe, with the help of an organisation working for the welfare of garbage collectors, approached the police regarding the cheating. Ankushe said she waited for months to get the funds, but did not receive any. She approached the centre operator for help and the operator did not cooperate and denied giving money to her. Hence, she filed a complaint with the police. According to police officers, they received the complaint and are acting on it. "We will carry out an investigation in this matter. If the operator is guilty, the offence will be registered," said Nilesh Jagdale, inspector of Hadapsar police station. She has been following up on the matter for the last two months. "Action against the operator should be taken. I should get the funds that I deserve," she said. Yogesh Manjula, a worker of the organization, told TOI that this is just one case that has surfaced. "There is a possibility that many more women could have been deceived by such centres. A detailed probe is necessary. These women are from financially weaker sections and need financial aid from the scheme. Their issue should be taken on priority," he said. The scheme of the state govt provides with benefits based on five key criteria. The beneficiaries have to be within the age limit of 18-65 years, they must be domiciled in the state, and their family income has to be within Rs 2.5 lakh per year. Additionally, those with a four-wheel vehicle and a member of the family in a govt job are excluded from the scheme. Those who receive benefits from other govt schemes can do so as long as the combined benefit is within Rs 1,500 per month. The scheme was launched in 2024 ahead of state elections.
