MedTech Zone Puts Vizag on the Science Map of India
Visakhapatnam: In a major boost to Vizag's growing scientific stature, the Andhra Pradesh MedTech Zone (AMTZ) has firmly placed the city on India's science and technology map. During a high-level meeting in New Delhi, the Principal Scientific Adviser to the Government of India, Prof.
Ajay Sood, released the Science and Technology (S&T) Clusters Annual Report 2024–25, featuring the Vizag Science and Technology Cluster based at AMTZ as one of the country's eight strategic innovation hubs.
Launched in 2024, the Vizag Science and Technology Cluster is the youngest of India's S\&T Clusters but has already made its mark by fostering collaboration across medical technology, automation, circular economy, advanced materials, and e-waste management.
Spearheaded by AMTZ, the cluster brings together researchers, startups, industry, and academic institutions to create scalable impact through technology.
At the meeting, Dr Jitendra Sharma, MD and founder CEO of AMTZ and anchor of the VSTC, shared the cluster's broader mission. "The Vizag S&T Cluster is a catalyst for convergence—linking science, industry, and innovation. We're translating this synergy into self-reliant healthcare solutions that advance Make in India and Atmanirbhar Bharat."

Located within Asia's largest medical technology park, AMTZ, the Vizag S\&T Cluster has launched several impactful initiatives. Among them is a sustainable e-waste management facility, 'e-yantram', being developed in collaboration with the National Metallurgical Laboratory (NML), supporting scientific collection, dismantling, and recycling of electronic waste. In cardiac care, it has advanced the indigenous development of pacemaker leads through a technology transfer, and other efforts are underway to localize device manufacturing and reduce import reliance.
Beyond infrastructure, the cluster is fostering collaboration between industry and academia through initiatives like the Vizag S&T Cluster Industry Meet. The S&T Clusters Annual Report 2024–25 outlines key achievements from clusters across Bengaluru, Hyderabad, Pune, NCR, Jodhpur, Bhubaneswar, and Chandigarh—but Vizag's rapid ascent within a year of inception is being seen as a model of how science and innovation can be localized for maximum national benefit.

South Goa highway project to use AI-driven construction technology
Panaji: The Union ministry of road transport and highways (MoRTH) has chosen highway projects across the country where AI-driven technology will be implemented. Of the 16 pilot projects chosen across the country for the implementation of the technology in 2025-26, one is the Rs 700 crore project in Goa for the four-laning of 22km of the highway from Bendordem to Canacona. The ministry will use Automated and Intelligent Machine-aided Construction (AIMC) for this project, which was successfully tested in the construction of the Lucknow-Kanpur expressway project. Officials said that the Bendordem to Canacona project was sanctioned and will be awarded soon. The new technology will ensure faster, efficient and accurate construction with minimum human intervention. 'AIMC involving GPS-aided motor grader, intelligent compactor and stringless paver were used in the Lucknow-Kanpur expressway project. For the Bendordem to Canacona project, the ministry has said it will facilitate the contractor to get the required licence for the needed radio frequency range to use the technology, from the department of telecommunications,' said an official. Officials said that AIMC was found useful in projects requiring a significant amount of earthwork like the Goa project. Pune: From questions about internships to securing the best scholarships, queries related to MBBS admissions abroad and bachelor's programmes in Germany were addressed on Sunday as part of the Mission Admission, an initiative by The Times of India and Astute Academy. The seminars were conducted in two sessions by chairman of Astute Academy, Tushar Deoras, at the Progressive Education Society's auditorium. Flipping farm land for cash? ITAT's ruling may close India's oldest black money trick
Mumbai: The old trick of flipping farm land to white-wash cash is in the crosshairs of the taxman. While the views of the Income Tax Appellate Tribunal (ITAT) pertain to an otherwise innocuous case of alleged tax evasion and are not linked to any dodgy deals, its observations strike at the heart of this laundering machine that thrives on buy-sell of farm lands. ITAT is a quasi-judicial authority and hears disputes before matters are challenged before the High Court. Consider this: a person with unexplained cash cuts a deal with an agriculturist to purchase land, having a market value of ₹10 crore. Live Events Here, the official land value in the sale deed is quoted as ₹2 crore while the balance ₹8 crore is paid in cash. The seller, probably a farmer who pays no tax and is not tracked by the I-T department, has no qualms in accepting cash. Besides, he may have genuine use of the cash for paying labourers, buying seeds, fertiliser etc. A few years later, the buyer of the land sells the land for ₹10 crore (its true value) receiving the entire money as cheque or bank transfer, with the registration documents recording the sale at the fair market value. The two transactions-first buying the land and later selling it-enables the original buyer of the land to convert cash or 'black money' of ₹8 crore (the difference between ₹10 crore and ₹2 crore) into 'white'. How? By virtue of the asset being agricultural land, no tax is paid for purchasing the land at a price much lower than the ready reckoner value-unlike a transaction involving any non-farm, urban land where the buyer must pay tax on the difference between the market price and transaction price. Again, no 'capital gains tax' is paid by the seller when the land is later sold at the full value of ₹10 crore because agricultural land is excluded from the definition of 'capital asset'. Farm land is 'Immovable Asset' While the Ahmedabad bench of ITAT has endorsed the exemption of capital gains tax on sale of farm land, it has questioned the non-payment of tax on the first leg of the transaction (where a ₹10 crore worth asset is bought for ₹2 crore). Under Section 56(2)(x) of the I-T Act, full income tax is levied on the difference between the market value and transaction price of such "immovable property" (among other assets). The ITAT in its May 27 ruling said, "The term 'immovable assets' has not been defined in section 56(2)(x) or in any other section in the I-T Act. This renders the word to be used in general parlance. In general understanding of the term, the word 'immovable asset' means an asset which cannot be removed without destroying or altering it. Therefore, going by the general definition, 'immovable property would, in our view, include any rural agricultural land, in absence of any specific exclusion in section 56(2)(x)." If this view is upheld by the High Court, buying-selling farm land to launder bribes and cash payments would run into a serious hurdle.
