Use of pepper spray authorised at young offender institutions in England and Wales

Children as young as 15 face being incapacitated with pepper spray after Shabana Mahmood on Thursday authorised its use at young offender institutions [YOIs].
The justice secretary for the first time signed off the use of Pava spray, a synthetic form of pepper spray, for use across three of the five YOIs in England and Wales.
The plan, first reported by the Guardian and announced in parliament, has dismayed prison reformers, who say it will create further divisions between staff and minors in their care. The Howard League for Penal Reform said it might challenge the decision in the courts.
In a written statement, Mahmood told MPs: 'I have decided to authorise the issuing of Pava to a specially trained and selected group of staff in the three public sector YOIs (Feltham A, Werrington and Wetherby) for a 12-month period.
'This is not a decision I have taken lightly, but I am clear that this vital measure is needed to urgently prioritise safety.'
Squirted from a canister, Pava spray, or pelargonic acid vanillylamide, causes searing pain and discomfort in the eyes for about 40 minutes and a burning sensation to skin.
In 2018, it was rolled out in men's prisons in England and Wales. Since then, there have been claims of its disproportionate use against disabled people and those from minority ethnic backgrounds.
Andrea Coomber, the chief executive of the Howard League, said: 'This is a direct consequence of a failing system that keeps boys as young as 15 locked in their cells for up to 23 hours a day without meaningful access to education or social interaction.
'It reflects a profound failure on the part of those responsible for children in custody that they would consider introducing weapons in the name of safety.'
Pia Sinha, the chief executive of the Prison Reform Trust, said there was a 'real risk' that Pava spray would be used disproportionately against children, and called for independent scrutiny of its use.
'Under the proposed arrangements, the youth custody service will effectively be marking its own homework. The government should commit to undertaking a local authority-led rapid review every time Pava is deployed or used on the children's estate,' she said.
YOIs hold 300 to 400 children aged between 15 and 18, most of whom have convictions for violence and many of whom have previously been in care.
A report in October by HM chief inspector of prisons Charlie Taylor found that only one of five of the institutions was deemed to be 'safe'.
Inspectors visited the Cookham Wood, Feltham, Werrington, Wetherby and Parc YOIs and found 'institutions dominated by violence and disorder and weak education provision at every YOI', said Taylor, who has previously spoken out against the use of Pava spray in youth justice.
Figures released on Thursday show there were 534 assault incidents from October to December in 2024 across YOIs, secure training centres and schools – rates that are 14 times higher than in the adult estate.
A senior youth custody source said the spray was needed because there had been an escalation in the ferocity of violence used by inmates held in the youth estate, and an influx of gang members ready to make and use weapons.
'We've seen a change in the profile of the risk of the young people coming in who have a readiness to turn to weapons as part of violence, a propensity to carry out acts of serious violence against another group,' the source said.
Officials claim Pava will only be deployed in limited circumstance by specially trained officers when there is serious violence or an imminent risk of violence taking place.
Between January and August 2024, almost 800 men in prison had Pava used against them.
Ministry of Justice data shows that in 2022, 34% of those targeted with Pava in men's prisons were Muslim, despite Muslims only making up 18% of the prison population. In December 2022, black British prisoners made up nearly half – 43% – of all adult inmates who had been targeted with Pava, but only 13% of adult male prisoners.
Mark Fairhurst, the national chair of the Prison Officers' Association, said the government had recognised the 'urgent need' for protective equipment in youth prisons. 'Staff should never be expected to tackle violence without adequate protections in place,' he said.

A man who tried to murder a police officer while armed with Molotov cocktails has been jailed for life with a minimum term of 22 years. Alexander Dighton, 28 from Pontyclun, Rhondda Cynon Taf, was wearing body armour when he carried out the attack outside Talbot Green police station in January. Counter terror police said Dighton was interviewed by officers a year before the attack, but was believed not to be a threat. Dighton injured several officers and admitted trying to murder a police officer with a knife and was sentenced at the Old Bailey in London. Due to the time Dighton spent on remand he will spend a minimum term of 21 years and 235 days before he can be considered for parole. The court heard he was also made subject of terrorist notification requirements for 30 years. Judge Mark Lucraft KC said the crimes committed by Dighton "satisfies all the offences have terrorist connections." "You targeted the police as a keystone of government power," he added. He added Dighton had wanted to make a statement that the government had failed in its duties to uphold law and order and his attack had involved "significant planning" with the intent of "serious violence". "I note your online activity shows increasing fixation on issues like diversity, paedophilia, immigration, anti-Islamic sentiment and dissatisfaction with the British government," he added. Frank Ferguson, head of CPS special crime and counter terrorism division, said: "By his own admission he wanted to take the life of a police officer, to cause damage and spill blood." Dighton arrived at Talbot Green police station in January armed with a hatchet, a pole and Molotov cocktails. Brandishing his weapons, he told PC Stephanie Fleming, who confronted him: "I'm fed up, I'm done." Dighton threw one Molotov cocktail at a police van, but it failed to ignite, so he poured petrol onto another and set it alight. He then used a long wooden pole to smash the van's windows. Dighton was tasered and sprayed with Pava spray, but it had no effect. He attacked Sgt Richard Coleman in the station foyer, hitting him in the head with the pole, and then punched Det Con Joshua Emlyn. At this point three police officers attempted to restrain Dighton, and he stabbed Det Con Jack Cotton in the leg, wounding him. Dighton represented himself in court at a previous hearing and admitted attempted murder with a knife, attempted arson, attacking two other police officers, and threatening a third - pleading guilty to a total of 11 charges. Two officers were treated in hospital for their injuries. The judge told the Old Bailey on Friday the officers were in a state of shock and some thought they were going to die. Before sentencing, Ch Supt Stephen Jones, of South Wales Police, said the officers were doing "remarkably well", but said it has had a "profound impact" on their families. "Ultimately officers are public servants, but they're also fathers, mothers, wives and husbands and sons and daughters, and the impact on their families has been really heartfelt," he said. "We face these perils, and quite often unexpectedly", he said. He said the officers had to respond to a "committed, lone individual who was exceptionally aggressive". After, Ch Supt Jones insisted Talbot Green remained a "very safe and quiet area" but acknowledged it had experienced two separate major incidents within a few weeks of each other. "We have increased patrols and increased the number of officers working out of Talbot Green to protect the community," he added. At a previous court hearing Dighton told the judge, Mrs Justice Cheema Grubb: "Authority is not my problem - but the use of authority that I have seen since I was 15, that is my problem." Dighton was motivated by anti-government ideology, and when he was arrested he said: "I've been damned from birth." Police believe Dighton began planning his attack a month before the incident. When his home in Pontyclun, was searched journals containing anti-immigrant ideologies and a return to "traditional" society were found. Dighton was already known to counter-terrorism police in Wales, he was interviewed by officers a year before the attack. He was referred to the Prevent, a counter extremism programme in January 2024, by his sister where officers carried out a three week "detailed assessment" of Dighton. Prosecutor Nicholas Hearn said she had stated he was "vulnerable as he has gone missing previously and has attempted suicide." Det Supt Andrew Williams of Counter Terrorism Policing Wales said: "He was referred to us following concerns around his anti-immigration stance, his anti-Islam stance and his general racist views." He said Dighton was interviewed "at length" and "due-diligence checks" were carried out to make sure officers "knew about him and his history". He said Dighton "did not fit the criteria" to be included on the Prevent programme. "There was no information at all from that assessment or from that referral that would give any indication whatsoever that Alexander Dighton would go on, a year later, to commit an attack of this nature," Det Supt Williams said. He said he believed the initial assessment of Dighton was correct. "I am very confident in the assessment and skills of those officers and support them completely in the decisions they undertook," he said. Asked if he was satisfied Dighton was de-radicalised, or did not present a threat, Det Supt Williams said: "I am happy that's the case, yes." Dighton previously pleaded guilty to attempted arson and attempting to murder Det Con Jack Cotton. He also admitted assaulting Sgt Richard Coleman, threatening PC Stephanie Fleming, assaulting Det Con Joshua Emlyn, having an adapted wooden pole as a weapon, having a knife, having a hatchet, damaging a police van, and damaging a second police van.

Feds detain two Palestinian visitors at SFO who arrived for humanitarian mission

Two Palestinian visitors expected to participate in a Bay Area interfaith speaking series were detained at the San Francisco International Airport Wednesday, despite having valid visitor visas, and are being denied entry into the U.S., advocates told the Chronicle. San Francisco Supervisor Bilal Mahmood told the Chronicle early Thursday morning that there was an 'urgent situation unfolding' at the airport after police detained the two men, who were scheduled to speak at a series of Bay Area interfaith events. Protesters were already expected to swarm SFO to support the two men, whose identities are being withheld to protect their safety. The two men, residents of a Bedouin village on the West Bank, were invited by local faith communities, including the Kehilla Community Synagogue and the Buena Vista and Los Altos United Methodist Churches, according to the Council on American-Islamic Relations. One of the men is an artist and photographer. The other is a teacher. Both are parents. Phillip Weintraub, a lead organizer of the Kehilla Community Synagogue's partnership with the men's village, said both men were not connected to any Palestinian political organizations and were committed to nonviolence. One had met previously with congressional representatives, including the late Sen. Dianne Feinstein, Weintraub said. The two activists had speaking engagements in Alameda, Santa Clara, Oakland and other Bay Area cities. 'They had valid visas but were invalidated on entry without cause,' Mahmood said in a text. 'I am here with their Jewish sponsors, whose synagogue they were here to speak at tomorrow.' Mahmood said in a social media post that the two activists have been held at the airport since 1 p.m. Wednesday and were prepared to send them back on a plane to the Middle East. Bay Area faith leaders demanded that the two men be released immediately and for the State Department and Department of Homeland Security to 'stop targeting Palestinian travelers' and uphold the right to free speech and 'peaceful interfaith exchange.' Weintraub said his community has had a relationship with the men for three years as part of an interfaith 'reparative alliance' envisioned as connecting American Jews, Israelis and Palestianians to promote non-violence in Israel and Palestine. 'They're known, wonderful folks,' Weintraub said. 'Coming over to connect, promote interfaith connection between Christian, Jewish and Muslim communities. They're trying to survive and live in peace.' Weintraub said he arrived at the airport after 1 p.m. yesterday to pick them up for a flight from Doha, but they never showed up. The same media who told you in 2020 that the violent Black Lives Matter riots were 'fiery, but mostly peaceful' are at it again, pretending that your eyes are lying to you: No, they claim, there are no rampaging throngs or marauders waving foreign flags and attacking the forces of order. And the peaceful protests in Los Angeles are spontaneous. Nobody is organizing them. Advertisement Or so pretends the media. 'The Trump administration's immigration raids in the California city prompted mostly peaceful protests,' blared the leftwing British paper The Guardian. Of course, these supposedly perfectly serene public gatherings then 'escalated when the president sent in the National Guard — and then the US Marines,' added the Guardian. So, no, the scenes of mayhem and invasion that played on TV for days before the first National Guard unit arrived in the City of Angels didn't prompt Trump to act — don't believe your lying eyes. A Polling Insights newsletter that the pollster Scott Rasmussen sends out reports that, 'In the current stand-off, 57% approve of efforts by immigration officials to find and arrest illegal immigrants in Los Angeles. Fifty-two percent approve of President Trump's decision to send in the National Guard.' Other opinon surveys support this trend. So, if the American people largely support the deportation raids by Immigration and Customs Enforcement (ICE), who is organizing the riots against them? Advertisement We can see, from the placards and signs captured in photographs, that one key group organizing the protests comes from what one can call the list of usual suspects: the Party for Socialism and Liberation (PSL). The PSL, a communist party, has been involved with BLM and pro-Hamas terrorism violence. The PSL has organizational ties with the ANSWER Coalition, which the Network Contagion Research Institute says has ties with the Chinese Communist Party. ANSWER was involved with organizing a rally in sympathy with the Los Angeles rioters on June 10 in Columbus, Ohio. The PSL is an old-style communist party that will seize on any crises to try to dismantle the United States. It says that 'the United States today is a dictatorship of the capitalist class. This reality will not change without a socialist revolution.' It is funded indirectly by donations from Neville Roy Singham, an American millionaire with close ties to the CCP who lives in Shanghai. Advertisement Elias Rodriguez, the terrorist who shot and killed the couple at the Jewish Museum in Washington, DC, in late May, was a member of both the PSL and ANSWER. Another group involved in organizing the LA riots is the Service Employees International Union (SEIU), a radical leftist American union with extensive overseas ties. It is a regular attendee at the conferences and workshops held by the Foro de Sao Paulo, a hemispheric network of Marxist parties founded by Cuban dictator Fidel Castro and Brazilian President Inazio Lula da Silva. Advertisement The Coalition for Humane Immigrant Rights LA (CHIRLA), also an organizer, received $33 million in government grants in FY2023. Then there are the 'charities' helping the rioters, such as Mutual Aid Los Angeles Network, Operation Healthy Hearts, LA Poverty Department, and Mutual Aid/Social Therapy. These riots are sure to expand in the days to come, which means that it is a good thing that some congressmen are looking to investigate who these groups are, and why they are seeking to destabilize our streets.
