Town's council opposes merger with neighbour
A town's council bosses have decided to send a post-devolution plan to the government which makes it clear it could not support a merger with its neighbouring authority.
Burnley Council's ruling executive, made up of Burnley Independent Group and Liberal Democrat councillors, voted to send its preference for five unitary authorities, rather than two, to ministers.
Burnley's full budget council previously agreed the opposition to any plans to amalgamate into a single East Lancashire all-purpose local authority including Blackburn with Darwen.
The executive said it remained "open to district configurations as long as the districts of Burnley and Blackburn were in separate unitary councils".
The full budget council had earlier opposed any large unitary council as proposed in a government White Paper, saying it was not "the right solution for our area".
At its meeting, the executive resolved to "note and endorse that Lancashire leaders submit a high-level interim plan for local government reorganisation in Lancashire with multiple options".
It said it was "crucial for Burnley to take a proactive stance".
Meanwhile, Blackburn with Darwen Council leader Phil Riley, who chaired the first meeting of the new Lancashire Combined Authority on Tuesday, told senior colleagues on his borough's executive board he accepted that the 15 existing councils would not support a single proposal for local government reorganisation post-devolution.
However, he said after "an outbreak of common sense" their leaders seemed set to sign an initial letter of response to the government.
He said it would be "pretty bland to be honest" in order to secure all 15 signatures.
But he said with the government wanting the new all purpose councils to serve populations of at least 500,000 it was pretty clear what the direction of travel was.
Riley added he firmly believed a new East Lancashire unitary authority with Blackburn with Darwen at its heart would be created.

The platform has marked the clip as "altered or synthetic content" while the channel has previously uploaded AI clips of Traore (archived link). An analysis of the circulating footage spotted visual errors that are hallmarks of AI. The fingernails on Traore's hands disappear at the 6:30 mark and his hand blurs at the 11:55 mark. A team of experienced prosecutors will be analyzing police reports starting today in an attempt to find the protestors who assaulted and vandalized public property. 'You want to put officers' lives in danger, damage public property, we are going to hold you accountable,' District Attorney Nathan Hochman told NBC Los Angeles. The investigation will utilize social media platforms such as Facebook, Instagram, and TikTok to track video evidence of the crimes committed. 'You have the ability to track down some of those who committed those crimes,' Hochman said. 'We can track these posts down to a real person. It might take us a while, but we will get there.' Despite being a minority of the thousands of peaceful protestors, the group of people who destroyed, looted, and vandalized our city will not go without punishment. Hochman suggests that the consequences will be more than simply a 'slap on the wrist,' and his office must enforce the law to the fullest estimated 72 people were arrested over the weekend, but there are more to be made. "Everything from vandalism, felony vandalism charges, assaulting police officers. We saw a whole bunch of stores that were being looted as part of this. People just took the opportunity to go ahead and break into stores and take everything they wanted. So, burglary, robbery charges could also potentially be brought," Hochman said to ABC News. "Any violent offenses that have been engaged in -- people are looking at years of state prison time for these criminal violations."The DA will also be tracking who is considered a 'professional agitator,' with prior cases of violent demonstrations.
