Mizoram contemplates confiscating IDs of refugees who often cross border to and from Myanmar

The
Mizoram government
is considering confiscating the identity cards of
Myanmar refugees
who repeatedly cross the international border to and from the neighbouring country, an official said on Friday
During a meeting with
Ministry of External Affairs
Joint Secretary Surinder Bhagat in Aizawl on Thursday,
Chief Minister Lalduhoma
told him that there are many refugees, who are obedient and follow the laws, while some of them are "repeatedly crossing the border to go to
Myanmar
and come back to Mizoram taking advantage of the crisis in the neighbouring country".
The chief minister said that these refugees often violate the country's laws, and the state government would take stringent action against them, according to the official.

"The Mizoram government will take stern action against those refugees who misbehave and often violate the laws. We have been thinking of seizing Myanmar IDs from those refugees, who repeatedly cross the international border during their stay in Mizoram," the official quoted Lalduhoma as saying.
The chief minister also briefed Bhagat about the state government's plan to collect
biometric details
of Myanmar refugees taking shelter in Mizoram.

Lalduhoma had also informed Bhagat, who is also the
Protector General of Emigrants
, about the issue of "
illegal overseas recruitment
by some
placement agencies
in the state".
He had said that the licences of such agencies have been cancelled by the state government for illegally sending youths for overseas employment.
Lalduhoma had also stressed the need for obtaining prosecution sanction orders from the Protector General of Emigrants (PGE) against those fraudulent placement agencies.
PGE under the Ministry of External Affairs is the authority responsible for protecting the interests of Indian workers going abroad.
Bhagat urged people to exercise caution while seeking jobs abroad.

The Delhi High Court Monday allowed the Canadian government to recover Rs 65.9 crore from two Indian private bank accounts of Sanjay Madan, a former Canadian bureaucrat of Indian origin, who had allegedly embezzled and diverted the funds into his account. Madan's counsel had informed the Delhi High Court that he had Rs 38 crore in IndusInd Bank and Rs 29 crore in RBL Bank. The Canadian government had sought to recover funds allegedly diverted to India by Madan as part of a Rs 290 crore fraud that he had perpetrated over several years. Canadian authorities claimed that Madan had 'exploited' his senior position within Canada's Ministry of Education to 'manipulate the payment system of the Support for Families Program (SFFP)' to divert substantial sums into bank accounts which were either under his direct or indirect control. The Canadian government also submitted that Madan colluded with other officials to 'rig the selection process for IT Consultants' within the Canadian Ministry of Education and to 'secure illicit commissions from vendors through a kickback scheme.' It had come on record before a Canadian court that funds allegedly diverted by Madan had been used to buy properties in India. The Canadian court had sentenced Madan to 10 years in prison in April 2023 under multiple offences like fraud, breach of trust, and money laundering. He agreed to repay the entire 'defrauded' amount over a period of 15 years as part of a settlement.

RAIPUR: In a fresh twist to the ongoing teacher rationalisation process, Women and Child Development and Social Welfare Minister Lakshmi Rajwade has instructed Surajpur District Collector S. Jayavardhan to conduct a cross-departmental inquiry into alleged irregularities in the district. The directive followed a meeting with the Shikshak Sanjha Manch (Teachers' Joint Forum), which has been strongly opposing the state government's rationalisation policy and had flagged alleged corruption and mismanagement by District Education Officer (DEO) Bharti Verma. The teachers' forum presented evidence of alleged corruption in the surplus teacher adjustment process. Despite repeated protests and memorandums from teacher associations, no action was taken against the DEO, prompting the forum to seek the minister's intervention. Teachers' associations have continuously raised concerns about the lack of transparency and fairness in the rationalisation process, from identifying surplus teachers to their postings. These teachers were left in limbo, making rounds between the Block Education Officer (BEO) and DEO offices for nearly 20 days. Subsequently, the DEO abruptly cancelled the double-posting orders and issued a vague directive regarding re-posting upon the availability of vacant positions. The situation escalated when, two days after this order, the DEO's office began telephonic counselling for lecturers late at night, pressuring them to select posts in three remote schools. Teachers, taken aback by this sudden telephonic counselling, refused to select posts over the phone. The Manch office-bearers, meeting Minister Rajwade at the district-level 'Shala Pravesh Utsav' (School Enrolment Festival) at Tilsiwan auditorium, informed her that the DEO and her office staff were coercing teachers into telephonic counselling. They questioned the sudden appearance of vacant posts for telephonic counselling when, after the first round, there were no posts left in high schools and higher secondary schools for the division. This, they argued, was unjust to lecturers from the division who were posted in distant areas like Kondagaon and Dhamtari due to a lack of vacancies. The forum also highlighted that the double postings were a result of the DEO's error, and innocent teachers should not have to suffer by accepting postings in remote areas. They also sought a resolution for the salary payment issues for these teachers from the date of their relief until now. The Shikshak Sajha Manch also complained about the DEO's alleged rude and undignified behaviour towards the public and teachers, demanding strict disciplinary action. Minister Rajwade took serious note of the concerns raised by the Manch and instructed the District Collector to initiate an investigation, clarifying that the probe would not be limited to the education department and the rationalisation committee but would include officers from other departments to ensure accountability. Meanwhile, District Collector S. Jayavardhan told TOI that he has forwarded the matter to the Additional Collector.
