Mark Scott has a money problem and it is not finding the time to spend the $1.33m he was paid to be vice-chancellor of the University of Sydney last year.
It's the perception that his pay packet encourages, and it is the same for university leaders across the country. As a class, V-Cs look opulent, out of touch and indifferent to public opinion. For institutions that still rely on public funding this is a big problem.
Anthony Albanese is not about to 'Trump' the oldest and richest Australian universities, but if he did hit – like Harvard has been hit in the US – universities in Sydney and Melbourne would be light on for community support. Tasmanian senator Jacquie Lambie gets this. She introduced a bill in the previous parliament to cap V-C pay at the $435,000 the commonwealth Treasurer makes.
There were 400-plus reader comments sent to The Australian on Natasha Bita's Friday coverage of the 10 NSW public universities' annual reports, and what V-Cs were paid kept coming up.
Other V-Cs should be pleased Scott was top of the pay pops – his $150,000 pay rise is a sure-fire ire attractor. Not all had huge hikes. University of NSW V-C Attila Brungs made only $700 more on 2023, leaving him to subsist on $1.15m. But in 2024, every V-C in the state made more than the Prime Minister's $607,000 base pay.
The University Chancellors Council ignores the comparison to Albanese's wage in its submission to the Senate committee that was considering Lambie's bill, instead offering unconvincing justifications for why the V-C pay packets they approve should not be capped.
They argued, 'caps fail to account for university size and complexity'. But the way university councils set V-C pay do not either. Last year, Deborah Terry was paid $1.158m to run the huge and complex University of Queensland, which had $2.83bn in revenue. Up the road, Helen Bartlett received $935,000 to lead the University of the Sunshine Coast, a challenger brand with $435m in income.
Plus, the chancellors claimed that setting ceilings on pay would discourage global top talent. The problem is Australia already pays a premium. The president of Harvard University had a total package of $US1.5m last year but will take a 25 per cent pay cut next month due to tough Trump times. According to the QS global university rankings, Harvard is consistently in the world's top-five institutions, while the University of Sydney was 61st this year.

The chancellors add that they were already on to pay, working on remuneration codes, but they know the jig is up. 'We are committed to restoring public trust and engagement with our universities,' their submission states.
It is so far lost that Education Minister Jason Clare has a committee working on improving university management, including executive pay. So lost that V-C income is now a proxy for community distrust of university leaderships. They could all collectively cut their pay by half and stay on the hook of public suspicion.
There are five reasons it came to this.
One is apparent management indifference to student welfare, especially for victims of sexual harassment and assault that attracted so much community attention that Clare set up a national ombudsman to assist victims when university managements apparently would not. It is not just students who need help. Last week the Australian National University released a scathing report on decades of nepotism, bullying and ill-treatment of staff as well as students.
Another is the underpayment of staff at universities across the country, mainly, but not always due to incompetence. The Fair Work Ombudsman has intervened repeatedly, including in the courts, to ensure universities pay people correctly. It still has a matter involving the University of NSW, which mentions in its annual report a $78m provision for current employees that includes underpayments.
A third is the apparent inability of some universities – notably the universities of Sydney and Melbourne – to protect Jewish students, indeed some staff, from harassment during Gaza protests last year.
There is also the failure of universities to assure the community that they are not ignoring the interests of local students by enrolling enormous numbers of internationals. The University of Sydney earned $1.6bn in international student fees in 2024 – 40 per cent of total revenue. Last year, 46 per cent of University of Melbourne students were from overseas. Both of them, and many more universities, need to do a way better job at explaining the real benefits of international education for the country. At the height of the phony argument during the election that internationals were to blame for housing costs, university lobbies complained about the revenue they would lose from enrolment caps.
Then there is the way we perceive universities. For decades, V-Cs pitched them as a national resource, but now they can appear as giant corporations, focused on their own, not community interests. V-Cs with huge pay packets and grand digs do not help.
The University of Melbourne bought a $7.1m Parkville mansion that former V-C Duncan Maskell lived in (it is now for sale). One of the reasons Scott is noticed for his plutocratic pay is Maskell, the previous top earner, has left. The University of Melbourne does not name the staffer who received a total package worth between $1,575,000 and $1,589,999, which suggests embarrassment at the size of the pay packet.
'I don't strike many people who are horrified by success, whether it's in business or on the sporting field or in the arts,' said economist (and assistant Treasury Minister) Andrew Leigh recently on the Joe Walker policy podcast. 'But in terms of Australian egalitarianism, I think there is that notion that being successful doesn't cause us to put you up on a pedestal. We are a country that doesn't stand up when the Prime Minister enters the room.'
We certainly don't give V-Cs standing ovations, and won't while universities don't protect their staff and students and appear aloof to the way they are seen in the community. Big pay packets, regardless of apparent performance, will ensure we stay seated. Certainly, universities publish key performance indicators, but they are generally aspirational. Scott is not going to get sacked if staff and student responses decline on his university's surveys of satisfaction.
But if the V-Cs are serious about 'restoring public trust and engagement' this year could be the last of ever-increasing pay for V-Cs, and their senior staff. Clare's committee could firmly suggest V-Cs link pay to public key performance indicators that cover what universities are supposed to do for students. Scores at faculty level on the national satisfaction surveys, lower attrition rates, a major – strike that – huge investment in new courses and teaching technology, would be a start, and competitive information on smaller classes would be a winner.
Leigh is right, Australians don't object to rewards for success but it has to be earned and seen to be.

The City of Perth has suspended the hire of e-scooters after a pedestrian was knocked down and killed by an alleged drunk rider on Saturday night. Thanh Phan, 51, died from a brain bleed on Tuesday after he was struck from behind by an e-scooter at the intersection of Murray and King St about 8.40pm last Saturday. British backpacker Alicia Kemp, 24, was taken into custody at the scene. Police allege she was under the influence of alcohol with a 26-year-old passenger, before she hit Mr Phan. Her charges were upgraded to dangerous driving occasioning bodily harm and dangerous driving occasioning death after Mr Phan died. He is the first pedestrian to die in WA from an e-scooter incident. Following the tragic incident, the City of Perth suspended the hire of e-scooters from midday on Thursday. Deputy Lord Mayor Brian Reynolds told the ABC it was 'appropriate' for the council to suspend e-scooter rentals in response to the 'horrible' incident. 'This is a tragedy on all levels … our thoughts are with the family and other extended family and friends,' he said. 'Information is coming to hand in every moment but, in our first instance, our responsibility is to act responsible in a respectful manner.' Mr Reynolds said the City would make a final decision once they had collected all the information they could and looked at the data around the events that led to the tragedy. WA Premier Roger Cook also told ABC Perth it was an appropriate response from the City and while e-scooters were a great way to move around and enjoy communities, there had to be regulations in place. 'We know that e-scooters are a regular feature of major cities right around the world and a way that people move around the cities,' he said. 'We have to make sure that it's safe and I think the council is moving in an absolutely appropriate way.' According to the Australian Medical Association WA president Michael Page, at least one person with major injuries caused from e-scooters presented to the Royal Perth Hospital's trauma unit each day. He told ABC Radio there was enough evidence for councils to act and seriously consider similar e-scooter bans. 'It's serious issue, we've been warning about it for years,' he said. 'There is ample evidence for city councils to act on this and to act on it in a more definitive way.' On Tuesday, Mr Phan's family and friends issued a statement calling for more governance and regulations around hired e-scooters to prevent further serious incidents and lives risked. 'We received the heartbreaking news that Thanh passed away as a result of his injuries,' the statement read. 'On Saturday night, Thanh Phan – a beloved husband, father of two, brother, and dear friend – was struck by an electric scooter and critically injured. 'We also call for a review of the governance and safety regulations surrounding hired e-scooters to help prevent further serious incidents that put lives at risk.'

Thirty years after I enjoyed the honour of editing the student newspaper On Dit at Adelaide University and engaged in all of the traditional undergraduate ratbaggery, perhaps it was only a matter of time before I got cancelled. As it turns out that moment arrived this week, in the form of the politburo running the student newspaper Honi Soit. In March, a lovely person called Imogen kindly invited me to Honi Soit 's student newspaper conference at Sydney University. 'No doubt you are a very busy person, and have lots of fantastic opportunities offered to you. However, I am hoping that you would be willing to speak in an interview for an event at our conference, to talk to a room of young Australian journalists about your work in federal politics and your role as the political editor for she wrote. 'I can say on behalf of the attendees that we would be honoured to hear you speak, and that it would really be a highlight of the conference.' Given my background as a former Adelaide university newspaper editor, where I attended with Penny Wong, Natasha Stott-Despoja, Mark Butler, Adelaide Festival director Jo Dyer and the journalists Annabel Crabb and David Penberthy in their undergraduate heydays, I thought it might be fun, and I could even take my son who is 17, who might enjoy seeing Sydney University. I even dug out some old photographs of myself with my co-editor Vanessa Almeida. As an aside there is a huge missed opportunity here. Honi Soit should have waited to flash mob me at the actual event and scream obscenities at me, which my teenage son may have enjoyed quite a lot. But I digress. Although I had considered doing the conference by zoom, I had proposed to catch the train down to spend time with my son and friends. Naturally, I was doing it for free. Alas, this charming train journey to Sydney will not occur as it turns out I am, unbeknownst to myself, a sleeper radical on the issue of Israel. It all came into sharp focus following a mysterious investigation by the Honi Soit editors. This week, they wrote a solemn email cancelling my attendance at the conference that they had asked me to attend, citing unspecified thought crimes involving Palestine. 'We are reaching out regarding your involvement in the 2025 Student Journalism Conference,'' they wrote. 'We have received community concerns about your political coverage and reporting on the Palestinian genocide. 'As a left-wing newspaper, Honi Soit recognises that Israel is committing an ongoing genocide in Palestine and we do not feel that our values align, or that we can platform your work as a result.' The truly weird aspect of this bizarre cancelling is I don't recall writing anything about Palestine recently at all, let alone anything controversial. I have literally no idea what they are on about, and regardless, even if I had written something or said something controversial that the Honi Soit editors did not agree with, so what? As it turns out, it matters quite a good deal to the editors of Honi Soit who are determined to build themselves a Peter Dutton style echo chamber where they only talk to people who they agree with. 'It is important to us that the speakers at the Student Journalism Conference have views that we can stand by, and in light of the reception to the announcement of your event, we do not feel that we can host you as a speaker at our conference,'' they wrote. 'We apologise for the inconvenience.' At first, I regarded it as some sort of amusing joke. But the more I thought about I reflected on how troubling it is that these sensitive petals at Sydney University, a good proportion of whom come from wealthy families, private schools and the world of mummy and daddy paying for their rent, are in such a froth about people that they think may think differently to them. Another panellist, the ABC broadcaster David Marr, kindly wrote a letter in support of free speech in solidarity. He's deplatforming himself from the conference. 'Imogen, I've just learned that you've deplatformed Sam Maiden because of 'concerns' about her 'political coverage','' he wrote. 'That's not my idea of how a good newspaper – let alone a student paper – should behave. Isn't the point of Honi Soit and a conference of this kind to examine different – and perhaps uncomfortable views – about the big issues of the day? I'm out.' And I didn't have to dig far into the archives of Honi Soit to find writer Robbie Mason, a self-described 'anarchist' with a very hot take on all of this in an article titled: Cancel culture is a dumb, toxic, liberal phenomenon antithetical to leftist organising. 'Cancel culture is an evangelical headhunting mission centred on public humiliation, ostracism and guilt by association,'' he wrote. 'When I think of cancel culture in its current form, I think of micro-transgressions and microaggressions. Rumours. Fight versus flight. Tears on bedroom carpets, downward glances in corridors and Twitter warriors emboldened by the poisonous sting of a keyboard. 'This encampment – this safe space – has transformed into a towering fortress. It is built upon the smeared reputations and social corpses of the most vulnerable in society – young activists, people of colour and non-university educated workers, for instance. 'As an anarchist, I am distrustful of a technocratic elite replicating the behaviour of ruling classes. 'Academic writing leaves a sour taste in my mouth. Forcing readers to continually decode the meaning of research and jargon ensures an intellectual elite remains in control of society and dominates public discourse – albeit an intellectual elite often with their hearts in the right place. This is nonetheless a form of power and hierarchy. 'As an anarchist, I am inclined to distrust hegemonic leftist arguments and mob rule.' Me too, Robbie Mason, Me too. In fact, the whole affair reminded me of Milan Kundera's first novel, The Joke, which describes how a student's private joke derails his life. Naturally, the author was my special study in Year 12 English. The novel opens with Ludvik back in his hometown in Moravia, where he is shocked to realise he recognises the woman cutting his hair, though neither acknowledges the other. In the novel, he reflects on the joke that changed his life in the early 1950s, when he was a supporter of the Communist regime. A girl in his class wrote to him about 'optimistic young people filled through and through with the healthy spirit' of Marxism; he replied caustically, 'Optimism is the opium of mankind! A healthy spirit stinks of stupidity! Long live Trotsky!' Pressured to share the contents of the letter with others in the Communist Party at school, Ludvik is unanimously expelled from the Party and from the college. Having lost his student exemption, he is drafted into the Czech military where alleged subversives formed work brigades, and spent the next few years working in the mines at a labor camp in Ostrava. I shall report back how it goes for me in Ostrava. Wish me luck.
