J&K LG finds business rules 'contrary to Jammu and Kashmir Act', sends file back to CM Omar Abdullah
NEW DELHI: J&K LG Manoj Sinha has returned the file relating to the proposed J&K transaction of business rules (TBR), sent by the Omar Abdullah govt in early March for his approval, asking the latter to clarify if the necessary procedures were followed while framing the rules.

Sources in the elected J&K govt told TOI that the file was sent back a couple of days ago, almost two months after it was first submitted for LG's approval after being cleared by the J&K cabinet.
The TBR, which seek to offer clarity on how the secretariat and other govt offices in J&K shall function, were drafted by a high-level committee comprising senior lawyer Rohinton Nariman.
A senior functionary told TOI that the file was returned as TBR were found by the LG's office to be contrary to provisions of the J&K Reorganisation Act.
The TBR propose that all postings and transfers, including of IAS officers, must be approved by the J&K Cabinet. However, Section 53 of the J&K Reorganisation Act clearly states that LG shall, in exercise of his functions, act in his discretion in matters related to All India Services and Anti Corruption Bureau, besides matters that fall outside the powers of legislative assembly or relate to exercise of any judicial functions.
"The TBR seem to claim powers associated with statehood even without statehood. Provisions of the J&K Reorganisation Act have been misinterpreted.... no rules can go beyond the written word in an act of Parliament," said an officer.
The Abdullah govt has been complaining about the posting of IAS officers at the helm of many govt departments in J&K, which earlier were occupied or earmarked for Jammu & Kashmir Administrative Service (JKAS) officers.
Only on April 29, the Abdullah govt had issued transfer orders of 96 JKAS officers.

Jammu and Kashmir government on Tuesday declared the Amarnath yatra routes as 'No Flying Zone' as part of beefed up security measures for the annual pilgrimage. The Amarnath yatra has two routes - the traditional Pahalgam route and the shorter Baltal route. The declaration issued by Jammu and Kashmir Home Department on the orders of Lieutenant Governor Manoj Sinha said flying of any kind of aviation platforms and devices, including UAVs, drones, balloons, is prohibited from July 1 to August 10. However, the restrictions will not be applicable in the cases of medical evacuation, disaster management and for surveillance by security forces. A detailed SOP for such exceptions will be issued subsequently. The order said in view of the Shri Amarnathji Yatra, which is scheduled from July 3, various security arrangements are being undertaken for smooth and peaceful conduct of the yatra. "All stakeholders have discussed the prevailing security scenario in the UT of Jammu and Kashmir and have proposed additional logistics provisions," the order said. It said the Union Ministry of Home Affairs has also advised that the entire route of Shri Amarnathji Yatra may be declared as 'No Flying Zone' from July 1 to August 10. "Therefore, with a view to ensure strengthened security during the Shri Amarnathji Yatra, 2025, all the routes of Shri Amarnathji Yatra are hereby declared as 'No Flying Zone', including both Pahalgam axis & Baltal axis," the order said. The beefed up security measures come in the backdrop of the April 22 Pahalgam terror attack that left 26 people dead. The Amarnath yatra attracts thousands of pilgrims from all over the country reach year.

Taking steps to ensure safety of students stranded in Iran: Doda administration
Doda: Amid escalating tensions between Iran and Israel, the administration of J&K's Doda on Tuesday said it has taken proactive steps to ensure the safety of students from the region currently studying in Iran. According to officials, at least seven students from Doda district are pursuing MBBS degrees in Iran and have been caught in the ongoing conflict. Speaking to IANS, Doda's Deputy Commissioner, Harvinder Singh, said: "District administration is in constant touch with the students' families and is coordinating efforts with the Indian Embassy to secure their safety. Our immediate concern is the well-being of our students. We are working closely with the families and the Indian Embassy, which has shifted the students to a safe location." To facilitate this process, the Doda administration has issued a dedicated helpline for families to report the whereabouts of their loved ones in Iran. Citizens are urged to share all relevant details as soon as possible to aid evacuation and safety planning. The number of the helpline, set up in the control room of the DC's office, is +91 95967 76203 A standard data format has also been released to streamline the collection of information, which is being widely circulated through official and public channels. "People are advised to contact us immediately if they know of any residents who may be in Iran. So far, we have received details of seven students, and necessary arrangements are being made for their continued safety. However, there may be others, including tourists, whose information has not yet reached us," Singh added. The DC said that the administration has maintained consistent contact with the students' families. "Our Emergency Operation Centre remains active, and we are prepared to respond to any updates. The Indian Embassy is fully cooperating, and together we aim to ensure that not just students but any Indian citizen in the region remains safe," he told IANS. An advisory and a dedicated Excel form have also been circulated to gather structured data on individuals who may still be in the conflict zone. The DC urged residents to remain vigilant and proactive in sharing information. "This message goes out to all Indians in conflict zones: Indian embassies are working tirelessly to ensure your safety. If you face any problem, approach your local district administration. We are committed to ensuring every citizen returns home safe," Singh said.

Amarnath yatra routes declared ‘no-flying zones' from July 1 to Aug 10
The Jammu and Kashmir government on Tuesday declared the Amarnath Yatra routes as 'No Flying Zones' from July 1 to August 10. The annual yatra, which will start on July 3, will be the first major pilgrimage in the region since the April 22 Pahalgam attack, in which terrorists gunned down 26 terrorists in Baisaran meadow, and the four-day armed conflict between India and Pakistan in May this year. As per the orders issued by the J&K home department, on Lieutenant governor Manoj Sinha's directions, flying of any kind of aviation platforms and devices, including UAVs, drones, balloons, is prohibited on both yatra routes – the Baltal and Pahalgam axis. The order will, however, not be applicable in case of medical evacuation, disaster management or for surveillance by security forces. The decision follows the recommendations of the Ministry of Home Affairs, and other stakeholders, during back-to-back meetings held over the past week, the order further stated. A senior police officer, on the condition of anonymity, said the government did not want to take any chances with the Amarnath pilgrims' safety. 'After the attack on tourists at Pahalgam, which is close to the yatra route, extra precautions are being taken. Every possible threat is being assessed and preventive measures are being taken by the government.' The security forces have already announced 'Operation Shiva' as part of which, nearly 50,000 paramilitary personnel, in coordination with the J&K Police, will conduct daily road opening operations to detect and neutralise hidden explosives and improvised explosive devices (IEDs) on yatra routes. Jammers will be installed for the first time to protect the yatra convoy during its movement. The forces have already taken over routes that will be used by yatris and additional security is in place across J&K.
