Hong Kong property managers to receive mediation training in new pilot scheme

Mediation training will be offered to property managers in Hong Kong as part of a government pilot scheme, launching next month, to help them better address water seepage complaints from tenants.
Some 120 senior property management staff from around 90 private housing estates will be selected to join the pilot programme.
Six training sessions will be conducted from July until the third quarter of next year, with each session containing about 20 participants, a Legislative Council panel heard on Monday.
The city's justice secretary, Paul Lam Ting-kwok, said that the government aimed to cultivate a 'mediation culture' within society.
'Mediation is a flexible, constructive, time- and cost-effective approach in resolving disputes,' he said.
'We believe that a better understanding of mediation in the community can help build a harmonious society as it fosters a culture that embraces mutual respect, harmony, and inclusiveness.'

Official disclosures typically use vague language, avoiding precise details about the weapons but Monday's broadcast disclosed that the two-stage missile, which it described as China's 'first-generation strategic ICBM', could deliver a single nuclear warhead with an explosive yield of between 3 to 4 megatons of TNT. It added that the missile had a maximum range of 12,000km (7,460 miles) – enough to strike the continental United States and western Europe – and was accurate to within 500 metres, a critical factor according to modern military doctrines. It added that the missile was '32.6 metres in length with a diameter of 3.35 metres and a launch weight of 183 tonnes'. The missile's warhead yield – up to 4 megatons – is roughly 200 times greater than the atomic bombs dropped by the US on Hiroshima and Nagasaki at the end of World War II. Former People's Liberation Army instructor Song Zhongping said the missile, which was developed in the early 1970s and entered service in 1981, played a critical role in China's nuclear deterrence strategy.

Chinese scientists have achieved a record in quantum-based secure direct communications – trebling the distance of a multi-user network to around the same length as a drive from Paris to Brussels, according to a new paper. While the transmission rate is still too low to handle images, the researchers at Shanghai Jiao Tong University said the 300km (186 miles) optical fibre network was theoretically scalable, showing the viability of this kind of quantum network. According to the paper, published in the May issue of the peer-reviewed Science Bulletin, the quantum secure direct communication (QSDC) network uses multiple lasers or pumps to send paired photons between users, with added noise to help hide the signals. 'The transmission distance or the number of users acts as a constraint on the construction of long-distance, large-scale quantum communication networks,' the researchers said in the paper. 'The realisation of a 10,000km-level quantum communication network containing hundreds or thousands of users represents a significant challenge that requires urgent attention,' they added. There are three main forms of communication that take advantage of quantum physics phenomena to securely send data using particles – typically photons – along optical fibre cables.

Man arrested in Hong Kong over bomb hoax threats remanded in custody

A man earlier arrested by Hong Kong national security police over a suspected terrorist plot was charged with four counts of making bomb hoax threats and remanded in custody by a court on Wednesday. Zhang Kejia, who claimed to be self-employed, appeared before Kwun Tong Court for allegedly attempting to mislead police into believing that explosives were planted at Kai Tak Stadium and an unspecified central government office. A charge sheet available for press inspection stated that 35-year-old Zhang, a Hong Kong identity card holder, contacted police on several occasions via email or the force's 999 emergency hotline on May 10 and 13. Prosecutors asked that no plea be taken from the defendant as police needed time to make further inquiries. Acting principal magistrate Karen Leung Ka-kie rejected Zhang's request for bail. The defendant has reserved his right to renew his application eight days later. His case will be heard again at West Kowloon Court in late July. On Monday, police arrested Zhang and four women on suspicion of conspiracy to commit a terrorist act in breach of the national security law that Beijing imposed on Hong Kong in June 2020.
