Distribution of 56 kiosks marks first phase of roadside vendors' rehabilitation

The Kochi Corporation has initiated the rehabilitation of roadside vendors, starting with the distribution of kiosks to 56 vendors in Fort Kochi as part of the first phase on Tuesday (June 10).
The move was in keeping with the provisions of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014. Cochin Smart Mission Limited designed and built the kiosks.
In the next phase, roadside vendors will be moved into dedicated vending zones. No vendor will be allowed space beyond 25 sq ft. Vending hindering the movement of pedestrians will not be allowed, nor will they be permitted to expand the vending space by drawing overhead sheets, said Mayor M. Anilkumar.
An effective rehabilitation plan will be drawn up. Even smaller kiosks are being prepared at select locations. Vendors will be responsible for the treatment of waste that their units generate. Encroachment on roads will not be allowed. The Corporation Council has taken all necessary measures for a more beautiful Kochi.
The Act, among other things, has provisions for issuing identity cards to vendors, their registration, and the identification of vending zones. The town vending committee played a critical role in the rehabilitation of roadside vendors. The Corporation has identified 2,351 vendors through a survey conducted with the help of various agencies. So far, 69 vending zones have been recognised.
Nine representatives have been elected from among the recognised roadside vendors. Mr. Anilkumar hailed the cooperation extended by various trade unions to the endeavour.
According to the Act, municipal corporations are required to draw up separate vending by-laws. Councillors P.S. Viju, Priya Prashanth, Antony Kureethara, and V.K. Minimol were entrusted with preparing the by-law. The draft by-law was approved by the vending committee and the Corporation Council and submitted to the State government, which approved it on October 9, 2023. The government approved the vending plan on June 27, 2024.
Mr. Anilkumar said the Corporation was the first civic body in the State to prepare a vending by-law and vending plan and identify separate vending zones. 'The by-law prepared by us now serves as a guide for other corporations,' he said in his inaugural address after distributing the vending kiosks. Deputy Mayor K.A. Ansiya presided over.

The Union Cabinet on Wednesday approved two line doubling projects of the Indian Railways, namely, the 133-km Koderma-Barkakana Doubling and the 185-km Ballari-Chikjajur Doubling, which cover a total of seven districts in Jharkhand, Karnataka and Andhra Pradesh. The total estimated cost of the projects is Rs 6,405 crore. The Koderma-Barkakana line passes through a major coal producing area of Jharkhand. Along with this, it serves as the shortest rail link between Patna and Ranchi. The cost of doubling of the line is Rs 2,063 crore. According to the Ministry of Railways, line doubling will facilitate an additional cargo of 30.4 million tonnes (mt). It will connect four districts of Jharkhand, namely, Koderma, Chatra, Hazaribagh and Ramgarh. The project will be challenging from an engineering point of view since it will involve the construction of 17 major bridges, 180 minor bridges, 42 road over bridges (ROBs) and 13 road under bridges (RUBs). The project will provide connectivity to over 900 villages, the Indian Railways said. The second project Ballari-Chikjajur line crosses Ballari and Chitradurga districts of Karnataka and Anantapur district of Andhra Pradesh. The total cost of the project is Rs 3,342 crore. According to the Indian Railways, the doubling of the rail line will facilitate the movement of additional cargo of 18.9 mt. It will cater to transport of iron ore, coking coal, finished steel, fertilisers, foodgrains, and petroleum products, among other items. The 185-km project will involve the construction of 19 stations, 29 major bridges, 230 minor bridges, 21 ROBs and 85 RUBs. The line will connect over 400 villages on the stretch. These two projects together will increase the existing network of Indian Railways by about 318 km and additional freight traffic of 49 mt per annum. Vijayawada: Andhra Pradesh real estate regulatory authority (APRERA) in-charge chairman and municipal administration principal secretary S Suresh Kumar has cautioned public against purchasing flats in the apartments or plots in layouts which were not registered with the AP RERA. He said that such purchases would land prospective buyers in trouble. "It has come to our notice that some developers/promoters/builders are collecting advance payments from buyers under the guise of 'pre-launch' activities for proposed real estate projects prior to obtaining registration with APRERA. It has also been observed that some real estate agents are involved in marketing such pre-launch projects. As per section 3 of the Real Estate (Regulation and Development) Act, 2016, no promoter shall advertise, market, book, sell, offer for sale, or invite persons to purchase any plot/apartment/building in any real estate project without registering the project with APRERA. Further, as per Section 10 of the Act, no real estate agent shall facilitate the sale or purchase of any plot/apartment/building in a project that is not registered with APRERA," said Suresh Kumar. He asked all developers/promoters/builders and real estate agents to refrain from engaging in any financial transactions or promotional activities with buyers in the name of 'pre-launch' for unregistered real estate projects. He said that any violation will attract strict legal action by APRERA under the provisions of the Act. "Buyers may contact the APRERA helpdesk for information on specific projects or to seek redressal for issues such as delay in possession, poor construction quality, or other grievances," said Suresh Kumar.

Vijayawada: State govt directed the officials to ready the guidelines for repealing the Andhra Pradesh Agricultural Land (Conversion for Non-Agricultural Purposes) Act, 2006. The Nala Act governs the conversion of agricultural land to non-agricultural use. The cabinet sub-committee comprising finance minister P Keshav, municipal administration minister Dr P Narayana, revenue minister Anagani Satyaprasad held detailed discussions with the officials on the issue on Wednesday. Chief minister Chandrababu Naidu had announced repealing of the NALA Act during the third district collectors' conference in March. The decision to repeal the Act has been taken the grievances of real-estate developers and commoners into consideration. The cabinet sub-committee reviewed the progress on the issue and directed the officials to immediately prepare proposals to simplify land conversion by allowing automatic conversion upon payment of taxes, eliminating the need to visit multiple offices. Minister Narayana explained that the decision to repeal the Act was taken to alleviate public inconvenience. He said that several organisations had raised objections to the high NALA tax rates. He said that they have asked the officials to propose how much the tax can be reduced on the existing rates.
