Woman demands justice for sister who was hit and killed while on horseback

GLEN WHITE, WV (WVNS)– In July of 2024, two lives were cut tragically short after a vehicle struck a woman and her horse in a head-on collision. The man who hit them was driving on a suspended license, but was never charged.
Now, Jessica Massey is coming forward to demand accountability and justice for her sister Robin's death.
'My sister was a wonderful person…and she died in the most horrific way that I could ever imagine.'

On July 7th, 2024, Robin Massey and her friends were returning home after a late night horseback ride, after a gear problem delayed them until almost 10 p.m.
They were crossing the street on Lester Highway and Church Street, and according to Nathan Cook, Massey's friend, they made sure to take all the proper safety precautions. Despite their precautions, however, a truck coming from the opposite direction failed to stop and hit Robin and her horse, Chaos, in a direct collision, killing her instantly.
They were almost home.
'She was trying to stop him,' said Cook. 'We saw headlights and she waved her arms for like a second if that, and he had to have been flying, he wasn't paying attention at all. There's no way he didn't see her. We all had lights and she had that flashing speaker on the back of her saddle.'
According to the police crash report, the driver, named Jesse Acord, was not only driving too fast for the conditions that night, but was driving on a suspended license. A license that he also didn't have on him at the time of the incident, which can be seen in the body cam footage 59News obtained by a FOIA request.

Despite Robin passing away at the scene, the police report said that Acord was not drug tested or given a sobriety test that night, even though he has multiple driving charges on his record, including past DUIs, according to West Virginia Magistrate records.
Acord left the scene that night without a single charge, even though the police report documented that he was driving illegally.

After reaching out to the Raleigh County Prosecuting Attorney's office for comment, we received the following statement from Assistant Prosecuting Attorney, Ashley Acord, in return:
'At this time there is insufficient evidence in the investigation of the accident resulting in the death of Robin Massey to support prosecution of more than Driving on an Administratively Suspended License, which is a misdemeanor…Our office is currently awaiting follow-up investigation by Law Enforcement to determine whether distracted driving was a factor in this matter.'
Ultimately, Massey has been fighting for months to make things right in her sisters' name. She has been on a journey toward justice in the hopes that no one else will face the same tragedy.
'To know that the outrage is not just within me, that it's within other people that love her, gives me the strength I need to keep fighting,' said Massey.
Robin Massey was loved deeply by so many friends and family, who all want to make sure she is never forgotten.
'She was an amazing person,' said Cook. 'She seemed like more of a mom to me than my real mom was, and my best friend.'
Cook's wife, Marissa, added that 'she was all-around an amazing person. I've never met anybody that had anything bad to say about her. She always welcomed everybody, she was just an all-around good person.'
Massey said that she is planning a protest soon to raise more awareness for Robin's story and advocate for change. The date and time will be announced on the 'Justice for Robin' Facebook page, where you can also find all the latest updates.

Police said Rivera and her partner stopped a man who eventually ran into a building. When officers chased him, police said they were confronted by a man with a gun. "Rivera was in the process of investigating someone in possession of a gun. At some point, a weapon was pointed in the direction of those officers", said CPD Supt. Larry Snelling. "How the officer got in between her partner and the person he was firing at we don't know, but that's certainly one of the risks of entering a room like that," Snelling said. Authorities are investigating the initial stop prior to the deadly shooting. Rivera worked for the department for four years. She was described as hard-working and a mentor to younger officers. She also leaves behind a 10-year-old daughter. Chicago police are asking the city to pray for Rivera's family as well as her partner. "That officer is in a very tough place, it's unimaginable what they're going through right now", Snelling said. (KRQE) – Historically, jobs in law enforcement have been considered male-dominated, which is why the 'Women In Blue' over at APD are encouraging other women in the community to grab a seat at the table. They hope to inspire the next generation of female officers. Twenty years ago, Lt. Jennifer Garcia left her former career as a counselor to become a police officer when there weren't many opportunities for women. 'We need to have a seat at the table,' shared Garcia. It took decades for women to have the ability to move up the ranks and take on the same roles as their male counterparts, which has deterred women from seeing themselves in those positions. 'We don't have any problem recruiting male applicants, but sometimes female applicants are a little more apprehensive,' explained APD Sgt. Chermain Carter.
