Police watchdog probes death of man who 'swallowed drugs' during search

The police watchdog has begun investigating the death of a man who died shortly after he swallowed a suspected package of drugs while he was stopped and searched by officers.The 40-year-old man was "briefly handcuffed before he managed to swallow a package in his possession, and shortly after he became unwell", the Independent Office for Police Conduct (IOPC) said. He died in hospital after being approached by officers on Stratford Road, Chester at about 11:30 BST on 8 May. The IOPC is appealing for any witnesses to the incident, after receiving a mandatory referral from Cheshire Police.
IOPC Director Amanda Rowe said: "Our team has been in contact with the family to explain our role, offer support and to outline the next steps of our independent investigation."Any loss of life is a tragedy, and our investigation will be thorough and independent to ensure we understand the circumstances that led up to the death. "If you believe you have any information, or footage of the interaction with police, I urge you to get in touch."
The IOPC said the man was stopped and searched, during which he managed to swallow a package and then became unwell.Officers tried to revive him while the paramedics were called but he was pronounced dead later that afternoon in hospital.A spokesman for the watchdog said: "During our initial enquiries, we are aware there will be witnesses who saw the man being stopped by officers on Stratford Road. "We believe people who may have witnessed the interaction with officers may be able to assist with our enquiries."The officers involved have given their accounts, and investigators were examining body-worn video footage and CCTV, the IOPC said. A post-mortem has been carried out but the cause of the man's death is still yet to be determined.

Curbs such as a two-hour limit per app and a 10pm curfew could be brought in to boost online safety, a Cabinet Minister has indicated. 1 But the move was heavily criticised by campaigners who warned 'sticking plasters' won't be enough to toughen up current laws. It comes after The Sun told this week that one Year 6 class - aged 10 and 11 - had exchanged 9,000 messages in a single night. Technology Secretary Peter Kyle gave a clear sign he is considering bringing in an 'app cap' for children to tackle big tech firms. He said: 'I'm looking at things that prevent healthy activity, I'm looking at some of the addictive nature of some of the apps and smartphones. "I'm trying to think how we can break some of the addictive behaviour and incentivise more of the healthy developmental and also the good communicative side of online life." Tech firms will be have to follow regulator Ofcom's code of conduct to keep users safe online, especially children. Substantial fines and blocking sites are among the penalties for those caught breaking the rules – but campaigners warn this gives the firms the ability to regulate themselves. Ian Russell, whose daughter Molly took her own life aged 14 after viewing harmful content on social media, hit out at the plans saying Ministers must 'act decisively'. He said: "Every day the Government has delayed bringing in tougher online safety laws we've seen more young lives lost and damaged because of weak regulation and inaction by big tech. "Parents up and down the country would be delighted to see the Prime Minister act decisively to quell the tsunami of harm children face online, but sticking plasters will not do the job. Mr Russell added: "Only a stronger and more effective Online Safety Act will finally change the dial on fundamentally unsafe products and business models that prioritise engagement over safety."

Three teenagers charged with attempted murder after 15-year-old injured in park

Two teenage boys and a teenage girl have been charged with attempted murder after a 15-year-old boy was seriously injured in a country park. Officers were called by the ambulance service to an injured teenage boy on Margaret Terrace in New Herrington, Sunderland, at about 6.10pm on Friday, Northumbria Police said. The boy had sustained serious injuries consistent with being caused by a bladed article, the force said. Two 16-year-old boys and a girl aged 15 were arrested and have been charged with attempted murder in connection with the incident. The teenagers, who cannot be named due to their age, remain in custody and will appear at South Tyneside Magistrates' Court on Monday. The injured boy remains in a stable condition in hospital with injuries not thought to be life-threatening. It is understood by police that the teenager was assaulted within the grounds of Herrington Country Park. Chief Superintendent Nicola Walker said on Saturday: 'Our officers remain in the area to offer reassurance and investigate, which involves some search activity within Herrington Country Park. 'While inquiries remain at an early stage, it is believed some of those involved could be known to each other.' She added: 'We know this is a high footfall area and it's likely there were lots of people in and around the park at the time of the incident. 'If you were in the area, or you witnessed anything, then please reach out and share any details with us as soon as possible.'
