North and South Lanarkshire Council staff are to be balloted after unions received a two-year pay offer from local government employers Cosla.
Local government trade union UNISON said the new offer is for four per cent this year and 3.5 per cent for next (2026/27).
UNISON's local government committee has met to discuss the offer and has decided to recommend to members that they vote to accept.
UNISON Scotland head of local government, David O'Connor said: 'The threat of possible strikes by council employees has forced Cosla back to the table.
'But it should not have taken the possibility of staff walkouts closing services to get Cosla and the Scottish government to listen to the workforce.
'Local authority workers were due a pay rise in April. Despite the delay, this is a sensible offer.
'The union will be putting the new amount to council staff over next few weeks, recommending that they accept.'

FOLLOWING the Labour government's partial U-turn on the winter fuel payment for pensioners, the First Minister John Swinney has announced that no pensioner in Scotland will receive less than they would if they lived in England or Wales. Shortly after taking office, Labour announced its deeply unpopular decision to axe the universal winter fuel payment for pensioners. Starmer introduced the measure in a bid to demonstrate to his corporate backers that he was prepared to take 'tough' decisions, which of course always translate in practice to beating up the poor and the vulnerable. Taxing the rich is never on the agenda when politicians talk about being 'tough'. While it may have bought him brownie points with the City of London, the move was electorally suicidal and generated massive public anger. The decision cost the Scottish Government £140-160 million in expected Barnett consequentials. READ MORE: SNP take control of Dumfries and Galloway council from Scottish Tories Last week, faced with tanking in the polls and growing unrest on the Labour back benches, the Chancellor Rachel Reeves (below) announced a partial U-turn. The universal winter fuel payment would not be restored, but the UK Government will make the payment to all pensioners living in households with an annual income of less than £35,000. All those people born before 22 September 1959 would receive £200, rising to £300 if they are in a household with someone over 80. (Image: Owen Humphreys/PA) In Scotland, the Winter Fuel Payment which was introduced in order to mitigate Labour's cuts was guaranteed at £100 per household. When Reeves announced her U-turn, the Scottish Government was once again left in the dark about the financial implications for the Scottish budget. Responsibility for the equivalent benefit in Scotland is devolved. Last week, Social Justice Secretary Shirley-Anne Somerville said people on pension credit and under 80 would get £203, and people on pension credit and over 80 would get £305. However on Monday morning, speaking at the hospital which everyone in Glasgow knows is properly called the Southern General, the First Minister said that the Scottish Government would match the payments being made elsewhere in the UK, and said the Scottish Government will set out more details on how the UK and Scottish payments would be matched up in 'due course'. He said: "The Winter Fuel Payment kept some of the most vulnerable in society warm in winter. "It was always the right thing to do, but it was also the smart thing to do, smart because it kept people out of hospital in their own home. It kept them warm and well, and then it was gone." Here's what needs to change He insisted that axing the payment was a false economy that was never going to save the government any money, noting the links between cold weather and increased NHS bills, particularly when it comes to pensioners. The Chancellor's partial U-turn will result in an estimated £120 million in funding for the Scottish Government. This will leave a shortfall of £20 to £40 million which the Scottish Government will have to find elsewhere in the Scottish budget. Anas Sarwar will then stand up at FMQs and denounce this as SNP cuts. The BBC has reported that Scottish rubbish will have to be exported to England. The Scottish government is banning "black bag" waste from being buried in landfill from 31 December but acknowledges that there are not currently enough incinerators to meet the extra demand. The BBC has reported that up to 100 lorry loads a day of Scottish waste could be sent to England until there is sufficient incinerator capacity in Scotland, which is estimated to take three years. It seems fair enough to me. England takes Scotland's oil, gas, and renewable energy. Scotland takes England's nuclear weaponry and if Starmer has his way, Scotland will have to take England's radioactive waste too. It's only reasonable that England takes Scotland's crisp packets, pizza boxes and sweetie wrappers, unlike England's nuclear waste, that won't still be a contaminant 50,000 years from now - by which time Labour still won't have abolished the House of Lords. Union flag as a symbol of sectarianism The Tories have been engaged in one of their periodic bouts of pearl clutching after a primary school head in East Renfrewshire suggested that the Union flag was linked to 'potentially offensive or sectarian messaging'. An Orange Walk without a Union flag is not an Orange Walk – it's just a few badly dressed bigots sauntering to a drunken hate fest. Especially since the independence referendum of 2014, the Union flag has been intensely political in Scotland. It is disingenuous in the extreme to pretend that displaying the Union flag in Scotland is politically neutral or that it does not have connotations of sectarianism or taking sides in Scotland's constitutional debate. But where there's a Tory, there's a British nationalist in search of something to feel victimised by. Russell Findlay, the current branch manager of the Tories in Scotland took to social media to harrumph: 'This is what happens when the SNP's toxic nationalism infects schools and councils. Our country's flag is NOT 'offensive or sectarian'.' The only reason so many people in Scotland feel uncomfortable with the Union flag is due to the toxic Anglo-British nationalism of the Tories and Labour. Both parties were more than happy to play the sectarian card in the recent Hamilton, Larkhall, and Stonehouse by election, with a Labour candidate who made big play of his links to Rangers and a Tory candidate who is a member of the Orange Order.

Indy convention could be the spark to unite all of the Yes movement
I urge the SNP leadership to reconsider this stance and to never compromise on the pursuit of independence, for our country is dying under the weight of external rule. Consider the ideological revolutions of the 19th and 20th centuries, born in the crucible of economic hardship and class struggle. These movements, though initially fractured by internal debates, found strength in uniting diverse voices under a shared vision of radical transformation. They organised, strategised, and pressed forward, refusing to bow to the pressures of those who sought to maintain the status quo. Their eventual triumphs reshaped nations and societies, proving that unity and resolve can overcome even the most entrenched opposition. Similarly, the religious reformations of the 16th and 17th centuries, driven by a fervent belief in moral and spiritual renewal, faced fierce resistance from established powers. Yet, through collective action – conventions, assemblies, and unwavering commitment to their cause – reformers united disparate communities and secured lasting change. These movements did not waver in the face of setbacks; they doubled down, rallied their people, and won. Our communities are bleeding – rural depopulation, economic stagnation, and cultural erosion under Westminster's neglect are choking the life from our nation. A constitutional convention could be the spark to unite all strands of the independence movement – SNP, Alba, Liberate Scotland and grassroots campaigners – and lead to a bold, collective push for self-determination. It would signal to the world that Scotland's resolve is unbreakable, that we will not settle for half-measures or defer our dreams to another day. The SNP leadership must heed the lessons of history: compromise breeds delay, and delay breeds defeat. A convention is not a distraction but a necessity – a platform to galvanise our people, refine our strategy, and present an unassailable case for independence. Scotland is dying, and only through unity and unrelenting commitment can we breathe life back into our nation. I call on First Minister John Swinney, Angus Robertson, and the SNP hierarchy to reverse this decision. Convene the convention. Unite the movement. Fight for Scotland's future without compromise. So far as 'conventions' are concerned, that is anyone and everyone's choice, with or without Robertson's attendance. It's a wee bit of Robertson arrogance to say that it's the government's job to 'make the case for taking decisions in Scotland for Scotland with independence'. Surely that's why we have SNP conferences, where it is the membership that passes motions on policy, or votes against them as the case may be. That's not a question, but a statement of intent. He is obviously in denial of Scotland's history, and more importantly our Claim of Right. Just to remind him, if he ever reads this paper: the nation of Scotland has enshrined in its constitution, from the Declaration of the Clergy of 1310 and the Declaration of Arbroath of 1320, to the Claim of Right Act of 1689, the supremacy of the Scottish people over all other authorities of state. Embodied in the Claim of Right, our constitution provides that we, the people, lend our power to the (Scottish) government to serve the common good and to uphold our rights and interests. And we may withdraw this loan. Through the Convention of the Estates, a National Assembly comprised of the communities of Scotland, we may remove any government that fails to serve us or overrules the express will of the people. READ MORE: John Swinney pledges 'fundamental change' for Scottish public services This maybe too historical for Angus Robertson to comprehend, but nevertheless, it remains intact and as valid today as it was in its creation in 1689. Even one or two Westminster MPs are aware of this even though they may choose to ignore it. There is a petition being placed, at this moment in time, before the United Nations in America, for its considerations concerning whether Scotland is regarded as a 'colony' of the English parliament, and if so, will it recognise Scotland's endeavours for its independence away from this colonial configuration, as with other 'British' colonies over many past years? Angus Robertson must be aware of this, regardless of whether he considers it valid or not. Quite probably, he is worried about its success and the fact that, if the UN recognises that Scotland is indeed a colony, it will have every right to determine its independence without any intervention from Westminster. That said, it will put a hell of a lot of pressure on Holyrood to see Scotland's independence established once and for all, and much sooner than expected. Alan Magnus-Bennett Fife

The First Minister raised the prospect of cutbacks during a speech in Glasgow on Monday, but said his government is committed to avoiding compulsory redundancies. Last week Chancellor Rachel Reeves set out the UK Government's spending review, in which she said Holyrood's budget will increase by £2.9 billion a year on average. She said the block grant funding from Westminster will reach £52bn by 2029, making it the 'largest settlement in real terms since devolution'. Last summer the current Finance Secretary Shona Robison confirmed a freeze in public sector recruitment in all but 'essential frontline' posts.
