Goshen follows state ban for off-road vehicles on highways

GOSHEN — Council was forced to scale back a law allowing golf carts and off-road vehicles on city streets after learning that state highways are still off-limits.
Goshen Common Council on Monday voted to update the rules enacted last summer that allow the use of carts and off-road vehicles within city limits. They originally passed laws in July giving carts and ORVs use of the roads, following similar action by county officials.
The rules that went into effect Nov. 1 allow carts on streets with a speed limit of 30 mph or less while spelling out specific segments of state roads that ORVs could or couldn't use. Drivers must be 16 or older and must have a valid license and insurance.
Goshen legal counsel Bodie Stegelmann said Monday that state law does not allow the use of any part of state highways, even if they're within city limits.
'Basically what happened is, it came to our attention that we may have exceeded the city's authority by allowing off-road vehicles on state highways,' he told council. 'The statute that allows the city to adopt an ordinance like this talks about allowing off-road vehicles on streets under the city's jurisdiction. Going beyond that and allowing vehicles on the state highway system would exceed our authority under that statute.'
He said for example that Plymouth Avenue is part of the state highway system because it's also S.R. 119, so it's not under the city's jurisdiction. The city legal department introduced an amended version of the law that includes a blanket ban on using off-road vehicles on S.R. 119, S.R. 15 and U.S. 33.
Councilman Brett Weddell said efforts were made last year to get state lawmakers to change the rules, but those fizzled out. He said it's unfortunate because off-road vehicles will be forced to go through neighborhoods instead of sticking to the main roads.
'Everything that Bodie said absolutely is true, unfortunately,' Weddell said. 'It was written the way it was written because we felt like we had jurisdiction on those state highways within the corporate city limits to allow it, but as Bodie has said, it doesn't sound like that.'
He suggested entirely removing the section of the city law that addresses the use of state highways. Other board members agreed to the amendment before passing the replacement ordinance on first and second reading.
Golf carts and off-road vehicles are still able to cross state highways.
Goshen resident Kyle Richardson encouraged council to look for ways they could improve the connectivity of the routes that off-road vehicles are able to use.
'Any transportation system, whether it's off-road vehicles or bicycles or trains, are only as valuable as the connectivity of the system,' he said. 'I know the streets that are legal for off-road vehicles already struggle with some connectivity issues. This will increase those.'
Mayor Gina Leichty later gave a reminder that the city is hosting a golf cart registration and inspection day from 9 a.m. to 2 p.m. on May 31 at Central Fire Station, 209 N. 3rd St. City officials will inspect carts and issue permits to those that pass.
There is a $50 registration fee.

AAA Northeast is urging families to steer clear of counterfeit and secondhand car seats, which have become increasingly common online and could fail to protect children in the event of a crash. While raising kids can be costly, experts stress that cutting corners on car seats may come with serious risks. Fake car seats and harnesses—often sold on popular websites at deep discounts—may look like trusted brands, but lack critical safety features and federal approval. Approved models should include a detailed instruction manual and registration card. They are required to display safety certification labels with the manufacturer's name, date of manufacture, and, in many cases, an expiration date. Labels should also state: 'This child restraint system conforms to all applicable federal motor vehicle safety standards.' Newer seats often feature QR codes linking directly to the manufacturer's website, and every approved car seat must include a three-point harness. Consumers are also advised to check for misspellings, poor grammar, or off-center text on any labeling, which can indicate a fake. Parents who are still unsure about a seat's authenticity can contact the manufacturer directly with the serial number for verification. To avoid falling victim to counterfeit sales in the first place, AAA Northeast recommends purchasing directly from manufacturers or through verified retailers. For online purchases, shoppers should ensure the car seat is sold and shipped by a first-party seller, such as Amazon or Walmart, and not from an unverified third party. Listings from third-party sellers should include a U.S.-based customer service number, ideally with an 800 area code. Consumers are also encouraged to shop in person at reputable stores when possible. AAA strongly advises against buying car seats from online marketplaces like eBay, Temu, Wish, or Alibaba, or from social media advertisements that do not clearly identify the manufacturer or authorized seller. Used car seats, even those appearing in good condition, pose another risk. AAA urges families to avoid buying from garage sales, Facebook Marketplace, or Craigslist, as there's no way to confirm whether the seat was involved in a crash or if it meets current safety standards. With child passenger safety on the line, experts say the safest seat is one that's new, verified, and meets all federal requirements. When in doubt, AAA recommends contacting the car seat's manufacturer or speaking with a certified child passenger safety technician. The 24-race campaign will start in Melbourne with the March 8 Australian Grand Prix and end with the Abu Dhabi Grand Prix on Dec. 6 at Yas Marina Circuit. The full 2026 schedule is listed below. Formula 1 president and CEO Stefano Domenicali cited new regulations and the introduction of 100% sustainable fuel that will make 2026 a "new era for Formula 1." "We are excited to welcome Madrid to the calendar, and to see huge automotive brands like Audi, Cadillac and Ford join the Formula 1 grid," Domenicali said in a news release. "It promises to be an unforgettable season, where once again we will come together at 24 amazing global venues to watch the best drivers in the world push themselves to the limit and produce incredible wheel to wheel racing for our millions of fans watching around the globe. "I want to thank all our fans for their passionate support and the FIA, with all the volunteers, marshals and officials, as well as the promoters, partners, sponsors, host cities and the local motor racing federations for their commitment and support in delivering this schedule in what I know will be another historic year for Formula 1." The Formula 1 schedule will continue with stops in China, Japan, Bahrain and Saudi Arabia. The 2026 Miami Grand Prix will be the first U.S.-based race of the season. That event will be held May 3 in Miami Gardens, Fla. The circuit will head to Montreal for the May 24 Canada Grand Prix. Monaco will host the next race, shifting dates from its traditional late May Grand Prix setup to June 7. Races will follow in Spain, Australia, the United Kingdom, Belgium, Hungary, the Netherlands and Italy. The Spanish Grand Prix -- which replaces the Emilia Romagna Grand Prix -- will be held Sept. 13 in Madrid. The 17th and 18th races will be held in Azerbaijan and Singapore, respectively. The United States Grand Prix will then be held Oct. 25 in Austin, Texas. The final U.S.-based race will be held Nov. 21 in Las Vegas. Walton County to break ground on Driftwood Road

WALTON COUNTY, Fla. (WMBB) – The Walton County Board of County Commissioners and the Walton County Beach Operations and Tourism Departments plan to break ground on the Driftwood Road Municipal Parking facility. According to a news release, the construction will begin Monday, June 16, on 76 Driftwood Road in Miramar Beach at 9 a.m. U.S. 231 Road Improvement Project to begin in Bay County Walton County's need for public beach access, rest areas and transit stops led to the project approval from the BCC. The Driftwood Road Municipal Parking facility will include 67 parking spaces with dedicated ADA, LSV and bicycle parking. Four of the parking spots will also include electric vehicle charging stations. Officials say the construction of the 1.119-acre lot will take approximately 11 months. For visitors, the public transit stop will have air-conditioning as well as a restroom facility for convenience. The Tourist Development Tax, a 5% tax collected on short-term rentals in south Walton County, funds this development. For more information and project updates, click here.
