The first death in the June 4 stampede at Bengaluru's M Chinnaswamy Stadium occurred at 3:45 pm, just before the official IPL victory celebrations for Royal Challengers Bengaluru began at the Vidhana Soudha, according to a report by The Indian Express.
The stampede, which claimed 11 lives during RCB's celebration of their first IPL title in 18 years, has triggered sharp criticism over the timing and handling of the event.
Citing hospital records and the movement of bodies to two mortuaries for postmortems, the report states that ten additional deaths were recorded between 4:15 pm and 5:15 pm across three central Bengaluru hospitals while the public felicitation was still underway.
A grand ceremony honouring the team was held from 4 pm to 5 PM pm the Vidhana Soudha, attended by Governor Thaawarchand Gehlot, Chief Minister Siddaramaiah, Deputy CM DK Shivakumar, and other cabinet ministers. The overlap between the fatalities and the ongoing celebrations has since become a major point of controversy in Karnataka.
Adding to the controversy, the Karnataka government told the court that Royal Challengers Bengaluru (RCB) 'invited the whole world" to their June 4 victory parade without obtaining formal permission.
The government said that although the event was widely promoted to RCB's 28 lakh social media followers, the organisers only submitted an intimation letter via the Karnataka State Cricket Association (KSCA) on June 3 at 6:30 PM—just hours before the match that confirmed their IPL win.
Despite the expected turnout, RCB made a public announcement at 11:30 PM on the same night and followed it with a tweet at 7:01 AM on June 4, outlining the parade route from Vidhana Soudha to M Chinnaswamy Stadium.
Citing these details in court, the state argued that no official permission was granted for such a large-scale gathering and held RCB accountable for violating standard protocol.

Bengaluru stampede: Deeming arrests unlawful, high court grants bail to 4 executives
Bengaluru: Karnataka high court Thursday granted conditional interim bail to RCB marketing executive Nikhil Sosale and three executives from event organisers DNA Networks, holding that the arrests lacked strong legal ground and are 'vitiated'. After their arrest last week, the accused had said the FIR contained only the names of their companies. The bail conditions include restrictions on witness tampering, cooperation with probes, execution of personal bonds worth Rs 1 lakh with sureties, and submission of passports within two weeks. Justice Krishna Kumar said a perusal of FIRs containing alleged offences will, prima facie, indicate that the petitioners cannot be charged with voluntarily causing hurt, unlawful assembly and using criminal force to deter a public servant from discharging duties under BNS. The court further said offences like culpable homicide and endangering life or liberty are bailable and carry a maximum punishment of three years or a fine or with both. It held the view that the grounds of arrest – no material to support charges and the petitioners are not named in FIRs -- were not justified "without any investigation prior to their arrest". At the time of petitioners' arrest, the investigating officer did not furnish checklist/documents in accordance with guidelines mandated in Arnesh Kumar and DK Basu cases. The court said the arrest of the petitioners is vitiated. The court said the grounds of arrest are also vitiated by the arrests carried out by CCB, which did not have jurisdiction or authority to secure arrests.

‘For 2 hrs, no cops came to rescue': Residents recount violent afternoon
'I was sitting in our cake shop when suddenly a mob came and started pelting stones. I was hit and started bleeding. However, I waited for the mob to leave… Only then was I rushed to the hospital,' 25-year-old Rakesh Shaw, with three stitches on his head, recounted Wednesday's clash at Rabindranagar in Maheshtala area in South 24 Parganas district on the outskirts of Kolkata that left five cops injured. Residents complained that the clash began in the vicinity of the police station and yet led to widespread vandalism till Nadiyal, which falls in the Kolkata Police jurisdiction. 'For close to two hours, hundreds of people kept throwing stones targeting our houses. Imagine this happened when the police station is in the vicinity. For two hours, no police came to save us,' said 63-year-old resident Ramjanki Mahato. According to the residents, violence started just outside a temple, adjacent to the Rabindranagar Police Station. They said a physically-challenged Muslim youth, who had been selling fruits on a cart at that spot, was asked to shift, citing the expansion of the temple. For over a month, people involved with temple work had been asking the vendor to leave, but he did not pay heed. This time, on Bakrid, the vendor returned to his house in Nadiyal. As soon as he left, a group of people planted a Tulsi plant at the spot. 'When he returned and saw the Tulsi plant surrounded by small brick boundaries, it led to a brawl. Soon, a mob came to support the fruit vendor. The matter escalated and the mob started pelting stones and bricks,' said Arvind Balo, a resident of Rabindranagar. However, Muslim residents of the area said that those involved in the violence had come from Amritala, Kankhayli, Hazratan, Lalpore, Ayubnagar, and Nayabasti areas. 'Those who attacked houses and cars were all from the Nadiyal side; none of them were local. It would have been a matter of a few minutes had police acted promptly,' says Najimuddin Laskar, a resident of Kankhuly area. Abdul Alam, a shop owner, also said no local Muslims were involved in the clash.' The mob then reached Akra Fatakbazar market and started looking for those who had planted the Tulsi plant, said residents. Brijmohan, the brother of Hari Mohan Singh, who has been named in the FIR, said: 'My brother was earlier in TMC. This Tulsi plant came up on June 8 when my brother was not here. A mob of around a thousand people attacked our shop, and several vehicles in the area were vandalised.' On Thursday, shops remained shut in the area as tension simmered.
