
Wheelersburg man arrested for assault on officer
Mar. 12—NEW BOSTON — A Wheelersburg man was arrested on Saturday, after Scioto County Sheriff David Thoroughman said his office received a call from the New Boston Police Department, advising that one of their officers was being attacked in the parking lot of their station.
Kaleb D. Ruth, 18, of 8211 Hayport Rd., has been charged with felonious assault on an officer, a first-degree felony; robbery, a third -degree felony; two counts of grand theft auto, a fourth-degree felony; and retaliation; a third-degree felony.
Thoroughman said his office received the call from New Boston police at 8:34 a.m.
Officers responded to the distress call and Thoroughman said that the officer was taken to Southern Ohio Medical Center, where he was treated and released for their injuries.
Ruth was also taken to Southern Ohio Medical Center for observation for possible drug usage. He had no visible injuries, nor did he report any injuries, the sheriff's office said.
Thoroughman said, once Ruth was released from SOMC, he was transported to the sheriff's office. Detectives learned that he was acting erratic in the parking lot of the New Boston Police Department.
The sheriff's office said Ruth then attempted to steal a motor vehicle and the officer attempted to detain him when he knocked the Taser from the officer's hand. During the attack, they said Ruth punched the officer multiple times in his face and head.
Ruth then attacked an individual that was present and attempted to steal his vehicle, the sheriff's office said.
This person assisted the officer to fight the suspect until additional law enforcement arrived.
Ruth is being held in the Scioto County Jail on a $120,000 bond.
Thoroughman stated that this is still an ongoing investigation that will result in more charges being presented to the Scioto County grand jury on a later date. Anyone with information should contact Det. Sgt. Jodi Conkel at 740-351-1091.

Hitchhiker dies after Northern California deputies restrain him, using pepper spray and Taser
A Northern California hitchhiker died Thursday evening after he was restrained by law enforcement officers who zapped him with a Taser, used pepper spray and held him down on his stomach as they struggled to place him under arrest, according to the Mendocino County Sheriff's Office. The confrontation between law enforcement and the 36-year-old hitchhiker occurred in Willits after officers received a complaint that the hitchhiker had 'brutally assaulted' a driver who had picked him up. The incident began around 7:02 p.m. when the California Highway Patrol notified the sheriff's office of an altercation between a driver and the hitchhiker in the 2000 block of Hearst Willits Road. Authorities say the attack on the driver was unprovoked and his injuries required hospitalization. A sheriff's deputy responding to the area encountered the suspect walking in the middle of the roadway. According to the department, the man ignored commands, assumed a fighting stance, and lunged at the deputy, prompting a drawn Taser and repeated attempts at de-escalation. The situation escalated as the man fled into nearby brush. Law enforcement used pepper spray and a Taser after the man resisted arrest and allegedly assaulted a deputy during the struggle to restrain him, the sheriff's office said. Officers from the Willits Police Department arrived to assist, and authorities eventually succeeded in handcuffing the suspect. Shortly after, deputies reported that the man became unresponsive. CPR was initiated and Narcan was administered at the scene. Emergency responders continued life-saving efforts for roughly 30 minutes before the man was pronounced dead. As required under county protocol for in-custody deaths, the Mendocino County District Attorney's Office has taken over the investigation.

Jun. 6—Suspect shatters glass, leaves a trail of blood and women's panties and bras WEST PORTSMOUTH — The Scioto County Sheriff's Department is investigating a break in at store and the suspect, dressed rather like Captain Underpants, stole women's undergarments. Scioto County Sheriff David Thoroughman said the 911 center got a call around 7 a.m. on Sunday, June 1, from an employee of Dollar General store, located at 16 Brouse Run, West Portsmouth. The employee said that when he reported to work, he found someone had broken into the store by shattering the front glass on the door. When deputies and detectives arrived, they found a trail of blood, as well as a trail of woman's panties and bras which had been stolen from the store, leading away from the DG. Thoroughman said footage from a store surveillance cameras showed a male subject wearing what appeared to be "white underwear or panties as well as a cape. The suspect had no other clothing nor shoes on." He said the subject busted the front door glass out, walked straight to the female clothing section and grabbed several packs of panties and bras before fleeing the store on foot. "The suspect left a trail of panties and bras leading away from the store towards the roadway," Thoroughman said. Detectives were able to recover evidence which has been sent for testing.
