Punjab to hold 2nd civil defence mock drill on May 31
Punjab is all set to hold the second civil defence exercise 'Operation Shield' on May 31 at 6pm.
As part of this, complete blackout measures would be implemented in adjoining civilian vulnerable areas and vulnerable points, excluding emergency and critical services, and air raid sirens would be sounded, a government spokesperson said.
He added that in exercise of the powers conferred under Section 19 of the Civil Defence Rules, 1968, the Union ministry of home affairs, Government of India, has decided to hold the second civil defence exercise in all districts of states/UTs, adjoining the western border of the country. These drills follow the directive issued by the home ministry in the wake of the Pahalgam terror attack. The first civil defence exercise was held on May 7.
Initially, the civil defence drill across the border states of Punjab, Gujarat, Rajasthan, Haryana, as well as the Union Territory of Jammu and Kashmir was scheduled for Thursday evening, but it was later postponed. The Punjab home department had on Wednesday informed that it was unable to hold the drill on Thursday as its volunteers were currently being trained by the National Disaster Response Force (NDRF), and postponed the drill to June 3.

Hubballi: While the Emergency Response Support System (ERSS) was introduced with a single emergency number, 112, across the nation, it seems city police are not trained on how to respond to callers. In some cases, police insist callers be present at the spot, whereas ERSS assures confidentiality for the caller. In other cases, police show leniency towards marriage processions with DJs and assure callers that the marriage party has obtained permission, even though DJs are completely banned. Many callers note that city police are not trained about ERSS. Suresh Kiresur, former chairman of the Association of Consulting Civil Engineers, Hubballi, shared that one of his friends sought help from ERSS over a footpath encroachment by a trader on Unkal-Gokul Road. "After he registered a grievance on ERSS, local police called him and insisted he show the encroachment. When both Union and state govts assure confidentiality of callers, how can local police insist the caller come out? As my friend argued the same, the police then asked for the shop address and other details. It shows that police themselves are not trained on ERSS," he said. Oppn criticises Union agri minister over no compensation announcement to rain-affected farmers in Maharashtra
Pune: A day after Union agriculture minister Shivraj Singh Chouhan visited Pune city, the opposition criticised him, claiming that the minister made several announcements but did not announce any compensation for the farmers of the state who faced losses due to recent heavy rain. The state witnessed unusually heavy rain in May, causing damage to crops like onion, bananas and vegetables. While the state govt has assured help to the distressed farmers, members of the opposition said since the Union agriculture minister was in the state, he should have announced some aid. "The agriculture minister spoke about using technology to improve production and to give clean saplings to farmers. We are not against the use of technology in agriculture, but at the moment, the priority should have been announcing immediate compensation to farmers who incurred huge losses due to heavy rain," Raju Shetti, founder of the Swabhimani Shetkari Sanghatana, said. The state govt has announced panchanama of all farms that suffered damages due to the heavy rain. The opposition members, however, said the process of evaluation of damage should finish fast, and the govt should start providing actual compensation. "We have not witnessed such heavy rain in May. Delhi Lt Governor Vinai Kumar Saxena was also present on the occasion. The Union Minister reviewed the progress of ongoing National Highway projects in Delhi with Lt Governor Vinai Kumar Saxena and CM Rekha Gupta. Other MPs and senior officials of the Delhi government were also present at the meeting. On June 3, launching the Air Pollution Mitigation Plan 2025, Delhi Chief Minister Rekha Gupta on Tuesday announced that from November 1, only BS-VI (Bharat Stage 6), CNG, or EV commercial vehicles will be allowed to enter the city. 'From November 1, 2025, any vehicle that comes to Delhi will have to be a BS6, CNG, or EV commercial vehicle,' Gupta said at a press conference. For example, the Delhi government has signed an MoU with IIT Kanpur, which is based on cloud seeding and artificial rain, which we have approved to start as a pilot project,' Gupta said. The Delhi CM said the government was planning to install 'mist sprayers' in areas often categorised as pollution hotspots to manage dust particles. 'It will be mandatory to install anti-smog guns on all high-rise buildings, especially commercial buildings above 3,000 metres, malls, hotels, etc. and due to this, dust mitigation will be reduced in all of Delhi,' Gupta said. She said that the Delhi government also plans to install Automatic Number Plate Recognition (ANPR) cameras at all entry points to the metropolitan city, which would allow the identification and stopping of end-of-life vehicles that spread pollution. 'We will install Automatic Number Plate Recognition (ANPR) cameras at all the entry points of Delhi, which will be able to identify end-of-life vehicles, and as soon as the vehicle comes in the range of these cameras, it will be known that this vehicle is an end-of-life vehicle and is spreading pollution, so they will be traced and stopped immediately. These cameras will also be installed at all petrol pumps, and we will be able to detect end-of-life vehicles... Together, we can deal with the big problem of pollution in Delhi,' the Delhi CM said.
