
PAC quizzes Excise over missing records
The Public Accounts Committee (PAC) of the Khyber-Pakhtunkhwa Assembly has expressed strong displeasure over the Excise and Taxation Department's failure to submit details regarding vehicles under its ownership and those seized in legal cases. The committee has ordered a formal inquiry and directed that responsibility be fixed. Additionally, it instructed the recovery of Rs187 million from a contractor under the head of tobacco cess.
The PAC meeting, chaired by Idris Khattak, was held Tuesday and attended by committee members and officials from various government departments. During the session, the audit officer reported that in the fiscal year 2017-18, the Excise Department was asked to provide information on the number of vehicles in its possession, how many were auctioned, and how many were allocated to other departments. However, the department failed to submit the required records.
Secretary Excise Khalid Ilyas stated that under the law, seized vehicles are considered case property and not public assets. At the time, there was ambiguity regarding the status of these vehicles. He added that records were eventually shared in July 2021, based on advice from the Finance Department.
Chairman Idris Khattak questioned the legality of providing the records four years later and only after consulting the Finance Department. The law officer commented that once the audit demanded the records, the department was obligated to comply and should have at least presented the matter before the Departmental Accounts Committee (DAC).
MPA Mushtaq Ghani suggested that the delay indicated potential issues with the records. In response, the Secretary Excise explained that part of the problem was the lack of clear tracking for seized vehiclessome are reclaimed by courts, while cases for others are closed.

Punjab held back Rs2b sugarcane fund
An audit report has revealed that Punjab's finance department did not release over Rs2 billion fund earmarked for the development of sugarcane sector in the last provincial budget in violation of the Punjab Sugarcane (Development) Cess Rules, 1964. As per the rules, a fund — the Sugarcane Development Fund — is created in each district of the province. The fund of each district is operated by the concerned DCO. The Finance Department releases funds to the respective DCO after deduction of 10% of the total collection of the cess for the Sugarcane Research and Development Board and deduction of 2% collection charges. According to the Auditor General of Pakistan report, it transpired during the audit of the finance department's civil accounts of June, 2023 that there existed a liability of Rs20,335,026,047 under "G-11212-Deposits on Sugarcane Development Cess Fund". "The Cane Commissioner of Punjab had deposited an amount of Rs5,090,152,163 in Account-I for the purpose of subsequent distribution of funds. "Although the Finance Department had not released the authority for payment, the DAO Faisalabad and Vehari made payments of 55,286,766 and Rs. 28,682,577 respectively." Additionally, 2% collection charges were also not incorporated in the budget. The auditor said it is of the view that lapse occurred due to weak administrative and financial controls. It said the matter was further reported to the Administrative Department and during a departmental account committee (DAC) meeting held on January 30, 2025, it was decided that the para should be kept pending until the SOPS/policy are formulated in consultation with stakeholders. "As regards the remaining paras, neither any reply was received nor a DAC meeting convened till the finalization of this report despite issuance of reminders in November and December 2024." The audit recommended proper allocation and utilization of the Sugarcane Development Cess Fund, in accordance with the specified rules. "[These allocations and utilizations] are imperative to ensure the intended developmental projects are carried out efficiently and transparently," it added.

Rs1,200b Punjab budget likely on 13th
The Punjab Assembly is expected to convene on June 11, as a summary proposing the session has been forwarded to the governor, according to official sources. The provincial government is preparing to present the annual budget for the fiscal year 2024-25 on June 13, with the Finance Department finalizing arrangements. Budget documents have been sent for printing, and Finance Minister Mujtaba Shujaur Rehman is in the process of drafting his budget speech. Sources indicate that Chief Minister Maryam Nawaz Sharif has directed that no new taxes be introduced in the upcoming budget. Proposals from the Board of Revenue and the Punjab Revenue Authority suggesting new tax measures have reportedly been rejected. Instead, the government is reviewing existing taxes to assess potential changes in their rates. The total size of the upcoming budget is expected to be around Rs1,200 billion. Special attention will be given to health, education, and tourism in the new fiscal plan. Compared to the previous year, the education budget will see an increase of Rs110 billion, while the health sector allocation is expected to rise by Rs90 billion. Tourism is set to receive a significant boost, with a 600% increase in funding. The tourism budget is estimated at Rs35 billion. One of the flagship initiatives under the new budget is the expansion of healthcare facilities in Lahore's Nawaz Sharif Medical City, where additional hospitals will be constructed under a public-private partnership model. The provincial government is also planning to introduce extensive sanitation and clean drinking water schemes across Punjab. Infrastructure development will be another major focus. The transport network is being expanded to additional cities, while road and infrastructure projects are planned for 66 cities throughout the province. The government aims to promote inclusive growth and improved public services without adding new tax burdens on the public.

Sindh bans 4-seater rickshaws; amends vehicle registration rules
Sindh government on Friday approved a ban on four-seater rickshaws and online as well as on the counter sale of tinted windows, police lights, and sirens. The meeting chaired by Home Minister Ziaul Hassan Lanjar discussed amendments to the Motor Vehicles Rules also approved outsourcing the motor vehicle fitness check. IGP Sindh, and secretaries of law, transport and mass transit, excise and taxation, along with the DIG traffic were present in the meeting. They approved mandatory fitness certification for commercial and non-commercial vehicles, It was decided that a draft would be prepared and submitted to the government for approval and ratification of the amendments. Participants approved a complete ban on four-seater rickshaws, and decided to make it mandatory for water tankers and dumpers to install trackers and sensors. Minister Lanjar stated that third party services will be engaged to issue fitness certificates to commercial and non-commercial vehicles, with formal Memoranda of Understanding (MoUs) signed with them. Violation fines were also approved, including Rs200,000 fined for wrong-way driving of government vehicles, Rs25,000 for motorcyclists driving against traffic, and Rs100,000 for four-wheelers violating one-way rules. Motorcyclists driving without a license are to be fined Rs25,000, while car drivers are to be fined Rs50,000 for the violation. Meanwhile, first-time offenders of one-wheeling or drifting are to be fined Rs100,000, increasing to Rs200,000 and Rs300,000 for repeat offenses. Minister Lanjar also approved the installation of at least five cameras in heavy/load-carrying vehicles. Additionally, e-challans for traffic violations will be delivered to vehicle owners' registered home addresses, and vehicles with unpaid fines will not be approved for sale or transfer. The minister further stated that the traffic, transport, and excise systems will now be interlinked and operated online, while a dedicated Traffic Magistrate will be appointed to handle traffic law violation cases. Excise Minister Mukesh Kumar Chawala assured the department's full support in enforcing traffic regulations and emphasised that no registration or route permit will be issued to four-seater or larger rickshaws, and a crackdown will be launched against any such vehicles on the roads. He further stated that all organisational steps to establish the vehicle fitness service structure will be completed promptly, after which strict enforcement of fitness requirements will follow.
