On Friday, his last day in the Supreme Court, justice Abhay Shreeniwas Oka, 65, delivered 11 judgments, par for the course for a judge who has, in the course of his 3 years and almost nine month-stint in the apex court, authored 370 judgments and was part of over 1,000 decisions.
'Supreme Court is a chief justice-centric court and it needs to change. Supreme Court has about 34 judges from different parts of the country and that should be reflected,' justice Oka said during his farewell.
Chief Justice of India, BR Gavai described justice Oka as a 'workaholic' on his last day at work. It is believed that the first day he took off from court was his penultimate day at work, Thursday, May 22, when he received news of his mother's demise and travelled to Thane, his ancestral home, to attend her funeral. But he took the late evening flight, and was in court on Friday to deliver 11 judgments.
'Both of us have already decided that we will not accept any post-retirement assignments and therefore, we can think of working together (after retirement),' CJI Gavai said.
Justice Oka, known and respected for his intellect, judicial acumen, empathy for human suffering and strong conviction to uphold constitutional principles, was the third most senior judge in the Supreme Court at the time of his retirement. His judicial tenure -- he was named from the bar -- began as an additional judge of the Bombay high court on August 29, 2003. He was the chief justice of Karnataka high court from May 2019 till his elevation to the Supreme Court on August 31, 2021.
An outstanding judge, a trusted friend, and an exemplary human being is how CJI Gavai described justice Oka. The ceremonial bench that CJI presided in his honour on Friday sat for around 90 minutes with lawyers including Attorney General R Venkatramani, Solicitor General Tushar Mehta, and senior members of the bar shared their appreciation for the wealth of judgments he gave and praised his unwavering commitment to liberty, freedom of speech and expression, constitutional principles, protection of the environment, and holding the government accountable.
'I have known him as a lawyer. He is an outstanding judge, a trusted friend, and an exemplary human being. His judgments shaped the legal landscape in environment protection, holding the government accountable, safeguarding freedom of speech and expression, protecting rights of labour and marginalised,' CJI Gavai said describing justice Oka's contribution.
The CJI said that he was often amazed by the energy possessed by justice Oka. Attorney General R Venkatramani said, 'Your judgments have given us considerable food for thought. The strong flag you waived for environment causes and your judgments on criminal law were great pointers.'
'I believe this is one court which can uphold constitutional liberties and it has been my humble endeavour to do so. A judge should not hesitate to offend as you are not becoming a judge to become popular,' Justice Oka remarked in his final address on the ceremonial bench.

Union minority affairs minister Kiren Rijiju on Friday launched a portal for the registration and monitoring of waqf properties, calling it a symbol of dedication to transparency and good governance. The Unified Waqf Management, Empowerment, Efficiency, and Development (UMEED) portal seeks to bring all stakeholders onto a single digital platform and streamline the management of waqf properties by ensuring real-time data collection and open access to verified information. 'We are taking a firm step toward ensuring that waqf properties are used for the benefit of the intended communities,' said Rijiju at the portal launch in the presence of minister of state for minority affairs George Kurian. Waqf properties are required to be registered on the portal within six months of the launch date. Rijiju asked representatives of state waqf boards, who were present at the launch virtually, to ensure adherence to the six-month limit. Respective state boards will have to carry out the registrations. Properties not registered within six months may get up to a two-month extension in exceptional cases such as technical delays. Those that remain unregistered beyond the extended deadline will be classified as disputed and referred to the Waqf Tribunal. Minority affairs secretary Chandra Shekhar Kumar said the portal will allow submission of documents for registering a property to prevent the inclusion of illegal or encroached land. He added the custodians of properties without documentation will be required to approach the tribunal for verification. 'Since land is a state subject, it will ultimately be up to the state governments to confirm or deny whether the land in question is indeed waqf,' Kumar said. Kumar said that women, children, and economically weaker sections will be among the primary beneficiaries of Waqf assets. The portal, which includes a field asking whether a property is on government land, was launched weeks after the passage of the Waqf (Amendment) Act. Petitions challenging the law's constitutional validity are pending in the Supreme Court. On April 17, the court declined to stay the law after the government submitted that certain provisions would not be enforced for now. Rijiju refused to comment on the challenges to the law, saying the matter is sub judice. 'I hope the court recognises that this is a landmark law... The opposition must accept this and cooperate with the government to ensure smooth implementation. As for the waqf rules, it is a natural process. We are actively working on it.' The waf properties have to be registered with details such as dimensions and geotagged locations. Properties recorded in the names of women will be ineligible to be declared as waqf. The portal will generate a 17-digit unique identification number for each property based on the state and district codes, property type, etc. The portal features dropdown-based structured data input and an online grievance redressal mechanism. The public will have access to the property information. A three-tier user verification process has been instituted for the portal. The mutawalli or an authorised person of a waqf board will initiate data entry. The checker will be a district-level officer or a designated official to verify the data, and the approver will be the CEO or an officer to grant final approval. Data protection and privacy regulations will cover the portal. A toll-free helpline has been made available for technical assistance and support.

The searches were conducted in Kochi as one of the companies that provided desilting equipment to the BMC — Matprop Technical Services Pvt Ltd — is based in this city, they said. The investigation is being conducted under the Prevention of Money Laundering Act (PMLA), they said. The ED case stems from a Mumbai Police economic offences wing (EOW) FIR filed in May against 13 people, including contractors and civic officials, for an alleged Rs 65.54 crore scam in the tenders awarded from 2017-2023 for desilting of the Mithi river which flows through Mumbai and acts as a stormwater drainage channel for the metro city. The Uddhav Thackeray-led undivided Shiv Sena controlled the cash-rich BMC from 1997 till the party's split in 2022. After the expiry of the general body in 2022, the civic body was controlled by the state government, which was then headed by Eknath Shinde. It was alleged by the police in its complaint that BMC officials tailored the tender for the desilting contract in such a way that it benefited a particular supplier of machinery, and the contractors reportedly generated fraudulent bills for transporting the sludge out of Mumbai. Morea and his brother were questioned by the Mumbai Police EOW in this case last month. The 49-year-old actor has been questioned twice by police. The Morea brothers, it is understood, were questioned by the police about their alleged links with alleged middleman Ketan Kadam, arrested in the case along with another accused, Jai Joshi, apart from some financial transactions made in a company linked to Santino. Kadam and Joshi, according to police, were involved in the renting out of 'silt pusher' machines and multi-purpose amphibious pontoon machines to contractors who were carrying out Mithi river desilting work. This is the second time that the actor has been in the crosshairs of the ED, as, in 2021, the agency had attached his assets as part of a money laundering investigation linked to an alleged bank fraud case against Gujarat-based pharmaceutical company Sterling Biotech and its promoters. The plan to desilt the river was planned by the Mumbai civic authorities following the 2005 floods, which brought the city to a grinding halt.
