Ukraine says it wants to see Russian proposals before agreeing to more peace talks
Ukraine wants to see a document setting out Russia's proposals for a peace deal before it sends a delegation to Istanbul for bilateral talks, Ukrainian Foreign Minister Andrii Sybiha said Friday.
Russia has proposed that negotiators from the two sides meet in Istanbul on June 2, but Kyiv has said it needs reassurances that Moscow is sincere about wanting to end the war.
Russia, which launched a full-scale invasion of Ukraine more than three years ago, made the proposal after U.S. President Donald Trump urged Moscow and Kyiv to work together on a peace deal.
Expectations for the talks are modest because the positions staked out so far by the two sides are far apart and work between them has yet to begin in earnest on narrowing the gap.
At a joint news conference in Kyiv on Friday with visiting Turkish Foreign Minister Hakan Fidan, Sybiha stopped short of confirming that Ukraine would take part in the Istanbul talks.
'In order for the next planned meeting to be substantive and meaningful, it is important to receive a document in advance so that the delegation that will attend has the authority to discuss the relevant positions,' Sybiha said.
He said that, to date, Ukraine had not received the memorandum it was expecting from Russian negotiators containing their proposals for discussion in Istanbul.
Sybiha did not spell out what Kyiv would do if it did not receive the Russian document, or set out a deadline for receiving it.
'We want to end this war this year, and we are interested in establishing a truce, whether it is for 30 days, or for 50 days, or for 100 days,' Sybiha said.
'Ukraine is open to discussing this directly with Russia. We confirmed this during the last meeting of our delegations with the Russian side.'
Speaking to U.S. network ABC, Trump envoy Keith Kellogg indicated he was expecting that the June 2 bilateral talks in Istanbul would go ahead.
Both Kyiv and Moscow are keen to demonstrate to Trump that they are on board with his efforts to end the conflict. Kyiv is seeking more U.S. military aid, while Moscow hopes he will ease economic sanctions on Russia.
Russia has said its delegation at the Istanbul talks will be led by Vladimir Medinsky, a Kremlin aide who led the Russian team for a previous round of talks in the Turkish city on May 16. Those talks produced no breakthrough.
Turkey's Fidan, who earlier this week visited Moscow, said Friday his country stood ready to host another round of talks between Russia and Ukraine.
'This is our view: as long as (the sides) remain at the negotiating table, progress can surely be seen,' he told the news conference.
If the talks go ahead in Istanbul, the next step would be to try to host a meeting between Trump, Russian President Vladimir Putin, and Ukrainian President Volodymyr Zelenskiy, he added.

Trade Secretary to meet US counterpart in bid to secure steel tariff exemption
The meeting will come after Mr Trump said he was doubling tariffs on imports of steel from 25% to 50%. The UK struck a deal with Washington for import taxes on its steel to be removed weeks ago, but its implementation has not been finalised. Trade officials and negotiators are planning to speak to the US as soon as they can to understand the implications of Mr Trump's latest steel tariffs. They want to secure a timeline for the UK-US deal to be implemented as quickly as possible in the coming weeks. Jonathan Reynolds will meet US trade representative Jamieson Greer to discuss timings for the deal to be in place when both attend the OECD (Organisation for Economic Co-operation and Development) meeting in Paris next week. Earlier this week, a federal court blocked many of the sweeping Trump tariffs imposed on imports from countries around the world, but left some in place, including those on foreign steel and aluminium. On Thursday, a federal appeals court said it was allowing Mr Trump to continue collecting import taxes for now. On Friday, Mr Trump announced he would double the tariff rate on steel to 50%, starting on June 4. A Government spokesperson said: 'The UK was the first country to secure a trade deal with the US earlier this month and we remain committed to protecting British business and jobs across key sectors, including steel. 'We are engaging with the US on the implications of the latest tariff announcement and to provide clarity for industry.' The agreement, known as the economic prosperity deal, is expected to be presented to Parliament before it comes into force.

Russian drone attacks kill girl, 9, ahead of 'uncertain' peace talks
Russian drone and missile attacks on Ukraine have killed at least two, including a nine-year-old girl, as Putin continues his onslaught against the country. It came as uncertainty remained about whether Kyiv diplomats would attend a new round of peace talks proposed by Moscow for early next week in Istanbul. Russian troops launched 109 drones and five missiles across Ukraine overnight and into Saturday. Three of the missiles and 42 drones were destroyed, and another 30 drones failed to reach their targets and caused no damage.. The girl was killed in a strike on the frontline village of Dolynka in the Zaporizhzhia region, and a 16-year-old was injured, Zaporizhzhia's governor, Ivan Fedorov, said. 'One house was destroyed. The shockwave from the blast also damaged several other houses, cars, and outbuildings,' he wrote on Telegram. Another man was killed by Russian shelling in Ukraine's Kherson region, governor Oleksandr Prokudin wrote on Telegram. Russia's Ministry of Defence said on Saturday that it had gained control of the Ukrainian village of Novopil in the Donetsk region, and took the village of Vodolahy in the northern Sumy region. Ukrainian authorities in Sumy ordered mandatory evacuations in 11 more settlements as Russian forces made steady gains in the area. The new additions bring the total number of settlements under evacuation orders to 213 in Sumy, which borders Russia's Kursk region. Ukrainian President Volodymyr Zelensky has said 50,000 Russian troops have amassed in the area to launch an offensive to carve out a buffer zone inside Ukrainian territory.
