Permits issued in Altadena since the fire: zero. L.A. County wants to speed it up
The L.A. County Board of Supervisors is trying to speed up home rebuilding in Altadena after the county failed to issue a single permit in the three months since the Eaton fire devastated the town.
The supervisors voted unanimously on Tuesday to create a 'unified permitting authority,' which they said will cut through county bureaucracy to speed up the approval process.
'I'm not satisfied with the pace,' said Supervisor Kathryn Barger, whose district includes Altadena, in a statement. 'No rebuild permits have been issued in Altadena and that's unacceptable. … We don't have time to waste.'
The Eaton fire destroyed over 9,000 structures, most of them single-family homes in Altadena, an unincorporated area where the county government has the final say on building permits.
The county created a 'one stop' permitting center in March to speed up the approval process, but homeowners say the experience has been disjointed, with various county agencies all required to provide a stamp of approval. The two-week turnaround many were promised didn't materialize.
'These delays significantly impact residents who are already coping with the trauma of displacement and property loss,' said the supervisors' motion establishing the new permitting authority.
Supervisors said the new authority, which will be created with the Departments of Public Works, Regional Planning, Fire and Public Health, will have the final, binding say on permitting issues. All the departments will also be asked to assign 'senior-level liaisons' to the 'one stop' center to speed up the process.
'Helping our communities recover swiftly and effectively from this year's devastating fires is Los Angeles County's highest priority,' said Supervisor Lindsey Horvath, whose district includes the Pacific Palisades, in a statement. 'We must ensure the rebuilding process is not only fast and efficient but also equitable and accessible for every resident.'

Mayor Bass taps AECOM to assist with Palisades rebuilding
Nearly five months after a firestorm laid waste to a wide swath of Pacific Palisades, Mayor Karen Bass announced Friday that the global infrastructure firm AECOM will help develop a master plan for rebuilding the area, as well as a plan for reconstructing utilities and other infrastructure. The firm will work alongside both the city and Hagerty Consulting, which Bass tapped as a recovery contractor in early February, according to the mayor's office. Hagerty, an Illinois-based disaster recovery firm, has a yearlong contract with the city for up to $10 million but has faced persistent questions about the specifics of its work. In late January, the mayor, along with four council members and other city officials, heard presentations from Hagerty, AECOM and a third firm also seeking to be the city's disaster recovery contractor. After Bass selected Hagerty in February, she said the city was still in discussions with AECOM about a separate contract. 'An unprecedented natural disaster requires an unprecedented, all-hands-on-deck response — all levels of government, philanthropy, the private sector and educational institutions coming together to support the community and rebuild as quickly and safely as possible,' Bass said in a written statement Friday. 'AECOM's expertise in long-term infrastructure planning and design will only further expedite our work to get families home.' The mayor's office also did not immediately respond when asked whether the city now has a contract with AECOM, or what the specifics of that contract, including the compensation, are. Steve Soboroff, a longtime local developer and Bass' former chief recovery officer, publicly criticized Bass' decision to choose Hagerty over AECOM as the city's initial disaster recovery contractor. In an interview in mid-April as he was leaving his post, Soboroff raised questions about Hagerty's role and said he thought AECOM should have been hired instead. Along with developing a comprehensive rebuilding master plan and supporting the Palisades' infrastructure reconstruction, AECOM will help coordinate broader public and private rebuilding efforts. The company will work on a "logistics plan for materials management in coordination with local builders and suppliers" as well as a master traffic plan as more homeowners leap into the rebuilding process, according to a news release. AECOM is also the "official venue infrastructure partner" for the 2028 Olympic Games, according to a March news release from LA28. A new state initiative will provide $100 million in mortgage relief to Southern California homeowners who lost their homes during the Eaton and Palisades fires. The CalAssist Mortgage Fund, administered by the California Housing Finance Agency, was announced at a news conference Thursday morning. The fund is designed specifically for people who lost their homes or whose homes were left uninhabitable due to the recent disasters between January 2023 and January 2025. CalHFA said the Eaton and Palisades fires destroyed more than 6,300 homes and caused millions of dollars' worth of damage to over 1,500 structures, including businesses. The fund will provide eligible homeowners with grants up to $20,000. "It's a beacon of hope, something I know many in this area are looking for," LA County Supervisor Kathryn Barger said. "It offers timely, meaningful relief and a path forward for those struggling to get on their footing." The CalHFA said applications will be reviewed in the order they are submitted, and funds will only be available until they are exhausted. The applications will open on June 12 and the program is free. Homeowners do not need to repay their grants. Any grants given to a homeowner will go straight to the mortgage servicer. "You can be using this grant of funds in combination with other assistance funds that you have received since the disaster or will be receiving," said Rebecca Franklin, chief deputy director of CalHFA.
