
‘Police Tried To Stop Me': Rahul Terms Nitish Govt ‘Dhokebaaz Sarkaar' During Bihar Visit
Bihar Politics: Senior Congress leader and Lok Sabha Leader of Opposition (LoP) Rahul Gandhi on Thursday lashed out at the Nitish Kumar-led NDA government in Bihar, alleging that he was stopped by the Bihar Police on his way to Ambedkar hostel in Darbhanga.
Dubbing the NDA government "Double Engine Dhokebaaz Sarkaar", Gandhi on Thursday said that the central government is against democracy, the Constitution, and the minorities.
While addressing the gathering in Darbhanga, the former Congress chief, who was in Bihar to launch 'Shiksha Nyay Samvad' in Darbhanga today, said that the Modi government is against democracy and only cares about Adani and Ambani.
"The Bihar Police tried to stop me. But they could not stop me because your power (minority community) is watching over me. We told PM Narendra Modi that you have to conduct census,' Gandhi said.
'Under your pressure, PM Narendra Modi announced caste census in the country. Scared of your pressure, he placed the Constitution on his forehead. But their government is against democracy, the Constitution, and the minorities. This is the government of Adani-Ambani and not yours," he added.

Making a pitch for the Congress party months ahead of the Bihar Assembly polls, the Lok Sabha LoP said, "I guarantee that the moment our government forms in India and Bihar, and implements everything that you deserve".
In a post on X, Rahul Gandhi asked Bihar Chief Minister Nitish Kumar that since when the dialogue became a "crime in the state." "NDA's "Double Engine Dhokebaaz Sarkaar" in Bihar is preventing me from interacting with Dalit and backward students in Ambedkar Hostel. Since when has dialogue become a crime? Nitish ji, what are you afraid of? Do you want to hide the state of education and social justice in Bihar?" the Lok Sabha LoP said.

Meanwhile, DM Darbhanga told ANI that the district administration to take action against Rahul Gandhi for violation of CRPC 163. Rahul Gandhi's car was allegedly stopped by the Police from going to the event at Ambedkar Hostel in Darbhanga, before he got on foot to attend and address the students at the event at the hostel.
"India is a democracy, it is run by the Constitution, not by dictatorship! No one can stop us from raising our voice for social justice and education," the Congress leader posted on X. Rahul Gandhi is in Bihar to launch 'Shiksha Nyay Samvad' in Darbhanga today.
Earlier Bihar Congress protested against the NDA government and alleged that the Darbhanga District Administration had tried to stop Lok Sabha Leader of Opposition (LoP) and Congress MP Rahul Gandhi's programme at Ambedkar Hostel in Darbhanga, Bihar.
The Police allegedly stopped Rahul Gandhi's car from going to the event at Ambedkar Hostel in Darbhanga, before he got on foot to attend and address the students at the event at the hostel. Darbhanga Deputy Mayor Nazia Hasan said that cancelling the permission at the last minute was a part of a "pre-planned conspiracy".
"If the administration did not want to grant us permission, they could have denied it the day we asked. But cancelling the permission at the last minute was a part of a pre-planned conspiracy. The preparations here had been going on for the last 4-5 days... The reason is that the government fears losing its seat in Darbhanga. They are scared that if Rahul Gandhi comes here, he will unite and motivate the youth... Rahul Gandhi does not require a mic or a stage for his voice to be heard. A street and a crossroad are sufficient for him," Hasan told ANI.
National President of the National Students' Union of India (NSUI), Varun Choudhary, called the DU-BJP government "anti-Dalit and anti-students".
"This shows that the JDU-BJP government is anti-Dalit and anti-students... The students have declared they will only get up from here once they meet Rahul Gandhi... What is the JDU-BJP government scared of? The truth is that the students will reveal their poor condition under the JDU-BJP government to Rahul Gandhi... The preparations for today's programme had been going on for some time. But permission for the programme was deliberately cancelled last night when the administration found out that the students are planning to attend the event in large numbers," Choudhary told ANI.
The Bihar Legislative Assembly election for all 243 constituencies is scheduled to be held in October or November this year. The last assembly elections were held in October-November 2020.

New Delhi: Prime Minister Narendra Modi on Saturday outlined five key global priorities for him to build disaster-resilient infrastructure, including a skilled workforce, a global digital repository to document best practices and innovative financing. In a video address to the International Conference on Disaster Resilient Infrastructure 2025, Modi said strengthening early-warning systems and coordination is another crucial aspect. He noted that India has established a tsunami-warning system benefitting 29 countries and that it recognises the Small Island Developing States (SIDA) as large-ocean countries and the need for special attention to their vulnerabilities. With the event being hosted in Europe for the first time, Modi thanked French President Emmanuel Macron and extended his best wishes to him for the upcoming United Nations Oceans Conference. In his remarks, the prime minister noted that the conference's theme is "Shaping a Resilient Future for Coastal Regions" and underscored the vulnerability of coastal regions and islands to natural disasters and climate change. He cited recent disasters, including Cyclone Remal in India and Bangladesh, Hurricane Beryl in the Caribbean, Typhoon Yagi in Southeast Asia, Hurricane Helene in the United States, Typhoon Usagi in the Philippines and Cyclone Chido in parts of Africa. Modi emphasised that these disasters have caused significant damage to lives and property, reinforcing the need for resilient infrastructure and proactive disaster management. Recalling India's past experiences with devastating disasters, including the super-cyclone of 1999 and the tsunami of 2004, he highlighted how the country adapted and rebuilt with resilience, constructing cyclone shelters across vulnerable areas and contributing to the establishment of the tsunami-warning system benefitting 29 nations. Modi said disaster resilience requires innovative financing and called for the creation of actionable programmes to ensure that developing countries have access to the necessary funds. He highlighted the necessity of strengthening early-warning systems and coordination, noting their critical role in facilitating timely decision making and effective last-mile communication. The prime minister called for the construction of infrastructure that remains steadfast against time and tide, emphasising the need for resilience in development. He called for global efforts to build a strong and disaster-resilient future for the world.

Water dispute: HC dismisses Punjab's plea seeking recall or modification of May 6 order
The Punjab and Haryana High Court has dismissed the Punjab government's plea seeking a recall or modification of its May 6 order which asked it to release water to Haryana. Punjab had sought a recall or modification of the high court's order pertaining to Union Home Secretary Govind Mohan's May 2 decision to release 4,500 cusecs of extra water to Haryana. The high court had directed Punjab to abide by the decision of the meeting held on May 2 under the chairmanship of the Union Home Secretary. Punjab had alleged concealment of "material facts" by the Centre, Haryana and the Bhakra Beas Management Board (BBMB) which led to the May 6 high court order. In the order that came out on Saturday, the division bench of Chief Justice Sheel Nagu and Justice Sumeet Goel dismissed the Punjab government's plea. Referring to the state of Punjab's assertion that disputes relating to water between two or more states emanate from Article 262 of the Constitution, pursuant to which Inter-State River Water Disputes Act, 1956, the court said, "Merely because this court held that Punjab Reorganisation Act, 1966 is a manifestation of Article 262 (1) of the Constitution, does not help the stance of State of Punjab in any manner in its attempt to seek re-calling/ modification of the order, unless the State of Punjab can show that because of this error, any prejudice has been caused to it, which is certainly not the case herein." The major thrust of Punjab's argument is as regards material concealment on the part of BBMB and Haryana by contending that the April 29 letter of Haryana, requesting the BBMB Chairman to refer the matter to the Centre was not brought to the notice of the court. "Taking up the ground of non-disclosure of the letter, it is obvious from reading of the said letter that the extraordinary meeting of the BBMB dated April 28 was held to execute the resolution dated April 23 of the Technical Committee of BBMB. However, this letter clearly reveals that the State of Haryana was aggrieved by non-execution of resolution of BBMB, especially regarding release of 8500 cusecs of water to Haryana. "Contents of letter April 29 further elicit that stance taken therein was that the BBMB was being monopolised by Punjab. Thus, the State of Haryana under Explanation - II to Rule 7 of 1974 Rules, requested the Chairman of the BBMB to refer the matter to Centre for implementation of earlier resolution," said the order. A close scrutiny of Rule 7 of 1974 Rules, along with both the explanations, reveals that in case of difference of opinion among the members on any question of policy or the rights of any of the participating states, the chairman shall refer the matter to the central government, which shall decide the same, it said. The court further stated that the April 29 letter does not relate to any dissent by Haryana but contains a request to the BBMB Chairman to refer the matter to the central government for the execution of the minutes of the April 28 meeting. Thus, in essence, the letter dated April 29 does not raise any dispute or difference of opinion of Haryana but merely seeks implementation of the April 28 resolution of the Technical Committee of the Board. As such, this letter cannot be treated as a reference to the Centre, the court held. Consequently, the April 29 letter of Haryana does not fall within the realm of "material fact", non-disclosure of which is hence inconsequential, it said. Regarding the ground of BBMB being incompetent to decide the issue once the matter was referred to the government of India is concerned, the order said since this court has held the April 29 letter not to be a reference to the government of India, the question of reference being pending with the government of India does not arise and, thus, BBMB was free to act in accordance with law. Referring to its May 6 order, the court mentioned that it disposed of the matter in the backdrop of an emergent situation that had arisen and any delay in resolving the dispute would have caused irreparable damage to millions of residents of different states, including Haryana, Rajasthan and Delhi. On May 20, Haryana, BBMB and the Centre had filed their replies to Punjab's plea which sought a review or modification of the high court's May 6 order. Haryana had earlier submitted that the application filed by Punjab is "complete abuse of the process of the court with an ulterior motive to wriggle out from the proceedings of contempt." Punjab and Haryana had been at loggerheads over the distribution of water with the AAP government refusing to share water from Bhakra Dam, saying the neighbouring State has already utilised its share of water.

Modi took office as the Prime Minister for the third time on June 9, 2024, following another decisive victory in the Lok Sabha elections. The past year has witnessed a continued focus on transforming the country into Viksit Bharat (Developed India) and asserting its role on the global stage—from strategic military action and social welfare reforms to significant economic relief and proactive global diplomacy. A Bold Stride in National Security: Operation Sindoor One of the defining moments of the Modi government 3.0's first year has undoubtedly been Operation Sindoor. Launched on May 7, 2025, the precision strikes against terror camps in Pakistan and Pakistan-occupied Kashmir were a direct response to the devastating Pahalgam terror attack of April 22, which claimed 26 lives. India has surpassed Japan to become the world's fourth-largest economy. NITI Aayog CEO BVR Subrahmanyam has said that India is now poised to displace Germany from the third rank in the next 2.5 to 3 years. Strengthening ties with major powers like the United States in defence cooperation, trade, and technology transfer remains a priority. India is deepening engagements with countries in the Indo-Pacific region through forums like the Quad. Emphasis remains on improving bilateral ties with South Asian neighbours and enhancing engagement with Southeast Asian nations. The government is actively pursuing foreign direct investment (FDI) by liberalising norms in sectors such as defence, railways, and insurance, and simplifying tax structures to attract global capital, aligning with the vision of becoming a USD 5 trillion economy. Reforming the Waqf Act: A Step Towards Uniformity and Transparency To improve the administration and management of Waqf properties in India, the Modi government 3.0 ensured the successful passage of the Waqf (Amendment) Bill, 2024, to address the longstanding issues within the Waqf Act of 1995. The move reflects both the government's long-term ideological agenda and its stated goals of reform and transparency. For years, there have been widespread allegations of mismanagement, encroachment, and corruption concerning Waqf properties across India. With over 870,000 Waqf properties, making the Waqf Board the third largest landowner in India after the Armed Forces and Indian Railways, the scale of potential mismanagement is immense. The government's primary stated objective with the amendment is to bring greater transparency, accountability, and efficiency to the administration of these vast assets. By introducing provisions for digitising records, ensuring regular audits, and streamlining the registration process, the government aims to curb illegal occupation and misuse of Waqf lands, which it claims have prevented the proper utilisation of funds for charitable purposes. A major change is the increased role of the central government and state officials in the management of Waqf properties. The law now empowers the district collector to conduct surveys of Waqf properties and determine ownership in cases of uncertainty, especially concerning government land claimed as Waqf. This shifts power from the Waqf Boards to a government-appointed officer. The central government now has more power to make rules regarding Waqf registration, accounts, and audits, allowing for greater oversight of financial matters. The amendment also significantly impacts the concept of 'Waqf by user", where properties were recognised as Waqf based on long-term usage for religious or charitable purposes, even without formal documentation. This remains a contentious point. One of the most debated aspects of the amendment is the change in the composition of the Central Waqf Council and State Waqf Boards. The amended Act mandates the inclusion of non-Muslim members in these bodies. Previously, all members (barring the union minister in charge of Waqf) were required to be Muslim. The government frames this as a move towards 'inclusivity" and greater transparency, arguing that Waqf properties serve a broader public purpose. The law also aims to ensure representation from different Muslim sects (Shia, Sunni, Bohra, Agakhani) and mandates the inclusion of at least two Muslim women members on the Boards, which the government highlights as a step towards 'social justice" and empowerment within the Muslim community. The amendments have sparked new legal challenges, with several Muslim organisations and opposition MPs moving the Supreme Court against the law.
