Man indicted for shooting three DC police officers in 2024, authorities say
WASHINGTON (DC News Now) — A man accused of shooting Metropolitan Police Department (MPD) officers in 2024 was indicted Wednesday, according to the United States Attorney's Office (USAO) for the District of Columbia.
Stephen Rattigan, also known as Julius James, 49, of Washington, D.C., was indicted by a grand jury in the Superior Court of the District of Columbia and faces the following charges:
Assault with intent to kill while armed
Six counts of assault on a police officer while armed
Three counts of assault with significant bodily injury while armed
15 counts of possession of a firearm during a crime of violence
Endangerment with a firearm
Five counts of unlawful possession of a firearm
Four counts of possession of a large capacity ammunition feeding device
Cruelty to animals.

Court documents say on the morning of Feb. 14, 2024, six officers attempted to arrest Rattigan on animal cruelty charges in the 5000 block of Hanna Place SE.
Police say the officers repeatedly announced they were there to arrest him, but he did not answer. Officers saw Rattigan inside the home and began speaking to him, requesting that he open the door.
Court documents allege Rattigan did not comply, so officers used tools to enter the home.
Rattigan then began firing several shots through the front door, striking three officers and prompting an hours-long standoff with MPD negotiators.

Court documents claim that at one point during the standoff, Rattigan was upset that he wasn't getting cigarettes fast enough, so he fired an additional three shots through the front door.
After several hours, Rattigan surrendered and was arrested.
According to court documents, a search warrant was executed for the home where 31 dogs, three handguns, two AR-style rifles, two full drum magazines, and additional large-capacity magazines were found.
The USAO stated Rattigan faces a mandatory minimum of five years for each count of assault with intent to kill while armed, each count of assault on a police officer while armed and each count of assault with significant bodily injury while armed.

DC mother found guilty of murder for death of 16-month-old daughter
WASHINGTON (DC News Now) — A D.C. woman was found guilty of murder Wednesday in the death of her 16-month-old daughter in March 2017. According to the U.S. Attorney's Office (USAO) for the District of Columbia, 39-year-old Faneisha Scott was found guilty of first-degree murder, first-degree cruelty to children and second-degree cruelty to children. FCPD: Ex-Youth summer program leader charged with secretly recording minors Evidence stated that around 2:45 p.m. on March 21, 2017, Scott's friend- and her daughter Rhythm Fields' godmother- went to Scott's home in the 5400 block of C St. SE. The friend's 8-year-old child asked to play with Rhythm, but the friend found Rhythm in her playpen 'unresponsive and cold.' Scott went outside and flagged down a mail carrier, who called 911 and went back into Scott's apartment with her. The mail carrier saw 'Rhythm on the couch, lifeless. The child's body was cold, her body was stiff, and her eyes were fixed,' the USAO said. The mail carrier remained on the phone with 911 until two others entered to give Rhythm CPR. The USAO said that one of these individuals was an experienced former firefighter who immediately recognized that Rhythm was dead. Medical Examiner's Office did an autopsy on Rhythm's body and ruled in February of 2018 that she had been killed and that her cause of death had been multiple blunt force injuries. Man accused of shooting at deputies appears in court after extradition back to Washington
Dressed in an orange jumpsuit, two-time convicted felon Damien Madison appeared in a Thurston County courtroom through video, a day after he was extradited from Nevada. 'He's right where he belongs,' said Thurston County Sheriff Derek Sanders. Sheriff Sanders and dozens more from his office, attended the hearing. The judge denied bail for Madison. 'The citizens of Washington, Oregon, California, Nevada and potentially Arizona, are all much safer with him in Thurston County jail,' said Sanders. The 27-year-old Madison is accused of shooting at deputies during a chase in Tenino last month. The sheriff's office released video of that chase, allegedly showing Madison in an SUV and using an AR-15, as he disabled a cruiser with gunfire. The driver was later arrested, but Madison got away. That triggered a massive manhunt and five days later, he was caught. Authorities tracked down Madison near the Nevada-California border and stopped his mother's car south of Las Vegas. They arrested Madison and detained his mother. Sanders says he hopes Madison will remain in custody for a long time. 'I mean, at the end of the day, I've seen the video, I see the impacts of it downstream and no one likes driving around feeling like their streets are simulation of Grand Theft Auto. So when people like him are put away for a long time, we're all safer for it,' said Sanders.
